A Bit of Backstory…
[Applicable for all verses]
Known as HYDRA’s ‘Best Kept Secret’, Steve was an agent from the very beginning; from receiving the serum to joining SHIELD and leading the Avengers. Very, very few knew about Captain Rogers’ involvement, and those that did usually didn’t live long.
He ensures Bucky’s survival during the mock HYDRA takedown in the Alps and stays by his side during recovery until he crashes the Valkyrie, losing the tesseract and the Skull in the incident.
Once unfrozen, Steve is offered to lead a team, the Avengers, he agrees and HYDRA quickly comes knocking— Jumping at the chance to cement themselves inside the group.
Steve isn’t at all horrified at what they had done to Bucky, understanding that-
Sometimes, the greatest sacrifices lead to the greatest victories.
And he assumes the role of the Winter Soldier’s main handler as the Soldier behaves differently around him.

˗ˏˋ ★ Post-Endgame- HYDRA!Cap assumes the role of Steve once again after he disappears into the past, but still agrees to hand over the shield, since HYDRA would be long-gone by this point. He is just ‘off’ enough that those who were closest to him would know something is wrong.

Hydra Stucky x reader
Warnings - Hydra Steve, dark themes, torture
You sat in your cell watching the soldiers even breathing as he slept, you weren’t a fan of sleeping. You napped every now and then but you hated the nightmares.
The soldier was sort of like your ‘handler’ in Hydra, you were basically just a pet.
Steve Rogers was one of the leaders, luckily he had a soft spot for you and the soldier. He still tortured you but it wasn’t as bad as the other leaders.
You heard a noise and looked up to see the soldier slowly waking up.
You waited until he sat up and looked at you.
“Good morning.” You muttered as he stared at you unamused.
“Up, get dressed. Steve will be here any minute.” He grumbled as you nodded and quickly stood up. You grabbed your usual Hydra uniform and quickly got dressed into it.
The soldier did the same before sitting and waiting for Steve.
Eventually he showed up and unlocked the cell door before stepping in.
“My soldier, how are you this morning?” Steve asked as the soldier looked up with his usual dead eyes.
“And his little pet?” Steve said turning to you as you smiled a little.
“I’m well, Sir.” You replied making him smile, he walked over to you and gently ran his finger over your cheek.
“I have a very special mission for you today, lovely.” He said as you looked at him in confusion, you never went out on missions.
What was he planning?
“What could she possibly offer?” The soldier growled making Steve chuckle.
“Oh, you’ll see soldier. Let’s get going.” He said as you nodded and followed him out.
Along the way you cast the soldier a nervous look but you knew he wouldn’t care either way.
You couldn't help being nervous, Steve was being nicer than usual.
You followed him until you were in the science lab, where they experimented on victims.
“S-Sir, what is the mission?” You asked nervously as Steve turned to you and smiled.
“Well, I have a new serum I need to experiment and I know you’ll be perfect for it.” He said as you felt yourself tearing up.
“Oh, doll. It’s okay to be nervous, I have high hopes for you and I know this will work. Soldier, strap her in.” He said as The soldier grabbed your arm roughly and shoved you into the god awful chair.
They restrained your hands to the chair and strapped things over your chest as your tears slowly escaped.
“Soldier, I’m scared.” You whispered to him as he looked down at you.
“Now you’ll know what I go through.” He growled as you closed your eyes and tried to hide your tears.
Steve placed a helmet over your head as you began to cry.
“Please don’t do this.” You whispered as Steve leant forward and gently kissed your cheek.
“Shh, doll. It’s going to be okay, we’re both going to stay by your side.” He said as you nodded.
He strapped a muzzle around your mouth as you closed your eyes as tightly as you could.
Your opened your eyes once more when you felt pain in your left arm, you saw Steve injecting you with something.
He stood back and flipped a switch on the machine attached to the helmet.
It sent powerful electrical surges through your head and out your feet.
You screamed as loud as you could, the muzzle only dulling a small part of it.
You’d never felt pain like it, all you wanted was something or someone safe to hold you and tell you it would be okay.
But looking up at Steve and the soldier you knew you were far from it.
It finally stopped and your body collapsed against the chair, tears streamed down your face as small red lines began forming in the whites of your eyes.
You cried out and tried to break free of the restraints but you were too weak.
“Little doll is stronger than I thought, I thought she would’ve been unconscious in the first second.” Steve said as he gently wiped away your tears.
You shook your head and cried out as he smiled again.
“Only three more times, lovely.” He said as you shook your head even more and tried to thrash in the chair.
You looked over to the soldier and begged him with your eyes, he didn’t show any mercy.
Steve pulled the lever on the machine again, this time was somehow even worse.
Each time there would be a small pause and then it would get even worse.
You had lost count but it was more than three times, Steve was shocked how strong you were.
“Sir, maybe you can do more later.” The soldier muttered as you looked at him with half closed eyes.
Your iris and pupils were now a faint white colour, they weren’t sure if you could even see anymore.
The whites of your eyes were covered in red and your head, face and body littered with purple scars that looked like lightning.
Steve took the muzzle off and you looked up at him in your dazed state.
“S-She died…because of you.” You muttered as he looked at you in confusion.
“Who died?” He asked as you chuckled softly.
“Peggy Carter.” You whispered as he reached forward and gripped your throat roughly.
“How the fuck do you know her name!?” He screamed at you as you felt yourself falling unconscious.
“Sir! You’re going to kill her!” The soldier shouted grabbed him off you, you fell unconscious and Steve glared at you.
“Take her back to the cell, I’ll fucking deal with her later.” Steve growled as The soldier nodded and quickly unrestrained you.
He picked you up in his arms and carried you out of the lab and back to your shared cell.
When he arrived he gently placed you down on his bed as he looked at you sadly.
Was his humanity shining through? Why did he feel bad?
He sat beside you and gently ran his hand through your hair.
“Bucky.” You whispered as his eyes widened.
“W-What?” He muttered in response, the name sounding all too familiar.
“Bucky Barnes.” You whispered as your eye slowly opened.
“That’s your name.” You whispered before falling unconscious again.
“W-Wait, Y/N.” He said holding your face gently in his hand.
You were out cold though.

Bucky sat against the wall watching you sleep, your breathing steady.
He heard a noise and looked up to see Steve unlocking the cell.
“Has she still not awoken?” Steve growled as Bucky shook his head.
“Who is Bucky?” He asked as Steve glared at him.
“Where did you hear that name?” Steve growled as Bucky stood up and looked at him.
“She told me that was my name. Bucky Barnes.” He replied as Steve stalked forward.
He reached forward and grabbed Bucky by the throat.
“And tell me soldier, who do you listen to? Me? Or that little slut?” Steve growled close to Bucky’s face.
“You, Sir.” Bucky replied making Steve smile.
“That’s what I thought, now if you ask me these questions ever again my boy, I’ll make sure you forget everything you’ve ever known.” Steve growled as Bucky looked into his eyes.
“I’m sorry, sir.” Bucky whispered, holding back his disgust.
“B-Bucky.” You muttered as you sat up and looked at them.
Steve didn’t hesitate he slapped you across the face making you fall back and yelp in pain.
Bucky went to rush forward but quickly stopped himself.
Steve reached down and grabbed you by the throat making you face him.
“Who the fuck told you about Peggy and Bucky?” He growled as you looked up at him.
“T-They told me, they tell me everything.” You whispered as he narrowed his eyes at you.
“Who?” He growled as you chuckled a little.
“The voices you created. I can hear them so much clearer now, after what you did to me. I know everything, I know what you did to Peggy, I know what you did to Bucky and I know about Captain America and who you really are.” You said as he let you go and stepped back.
“Kill her.” Steve growled to Bucky as his eyes widened.
“Sir, I don’t know if that’s the best idea.” Bucky muttered as you glared at Steve.
“Fine, I’ll fucking do it myself.” He growled grabbing his gun out and pointing it at you.
Just before he was about to fire there was a loud explosion not far from you.
“The captain’s here Steve.” You whispered as his eyes widened and he ran out of the cell.
“Now’s our chance, Bucky. We have to get out of here.” You said grabbing his arm and pulling him out of the cell.
“No, I can’t.” Bucky whispered as you intertwined your hand with his.
“You can, we have to go.” You whispered back as he nodded.
You ran along the halls of the Hydra base, the agents were wherever Steve had gone.
Suddenly you were both tackled to the ground.
You landed on top of Bucky and groaned.
You looked up and saw none other than Captain America.
Bucky looked up with confusion.
“Steve?” He muttered as you kept your hands up and slowly stood up.
“We don’t mean any harm I promise.” You said as Captain America looked at Bucky.
“Bucky?”

Hydra Steve Rogers (a.k.a. Stevil or Captain Hydra) who posed as Captain Krakoa, had been defeated and arrested by the real Steve Rogers and his team.
Even though the real Steve Rogers and Ben Urich had exposed his crimes of mass murder, terrorism, almost destroying New York with a nuke and the impersonation of a superhero; Hydra Steve was unfortunately acquitted by the court thanks to Orchis and the public support from mutant haters. Hydra Steve Rogers has renamed himself as Grant Rogers and he calls himself Flag-Smasher. As Grant goes on with his fascist anti-superhero speech, he gets publicly humiliated by Deadpool who threw a cup of soda at his face. This mini-series ends with the real Steve Rogers and his team in a Team Hand-Stack….and Monet's hand on Quicksilver's butt. Oh, and Rogue got a new (or rather old) costume which is more like the 80s Rogue.

Hydra Steve/Bucky x reader
Being at the bottom of the pack in Hydra wasn't easy.
But if you were being honest you'd much rather be a pet than a soldier. You saw the torture they went through and you prayed to whoever would listen that they would never try it on you.
Steve was one of the higher leaders and his right hand man was Bucky. Steve was ruthless and you knew he had no good left inside of him.
But sometimes you saw glimpses of humanity in Bucky, small glimpses that made you think maybe there's still a soul somewhere in there.
When Hydra found you half dead in the rubble of your village they were just going to kill you.
But you looked into Bucky's eyes and somehow he convinced Steve to spare you.
They didn't really have a use for you but Steve grew 'fond' of having you around.
More in the sense that he was slightly obsessed with you.
You were cleaning up his office, softly humming to yourself to stop from going insane.
You could hear distant screams and you did everything in your power to block them out.
You heard the door opened and saw Bucky, making you smile
"How's it going, doll?" He asked as you looked up at him.
"Good! I'm almost done, I didn't touch anything Steve didn't want me to touch." You said making him smile.
"Good girl, you've been working a while. You wanna come get some food with me?" He asked as you nodded and finished what you were doing.
You followed him out of the office and down the hall, usually getting a few dirty looks by other soldiers.
Either that or lustful looks.
You made it to the food hall and saw Steve at his usual seat.
"Y/N, my sweet girl. Come have a seat." He said as you made your way over with Bucky closely behind you.
You sat beside Steve and smiled softly.
Bucky sat across from you like usual.
“Did you have a good day, sir?” You asked making him smile.
“I did, doll. How did you go cleaning my office?” He asked as you looked beside at him.
“Good, I got it all done for you.”

You finished up with lunch and went back to your room/cell to rest a little bit.
Down the hall Bucky was unconscious strapped to a chair.
He woke up when Steve kicked him in the shin.
“Steve? What the hell is going on?” He muttered trying to move.
“Well, I thought it was interesting that I found classified documents in your room. Documents in Y/N, and also plans on how you were going to take her away from me.” Steve said looking at Bucky as he paled.
“So, tell me why, Buck.” Steve growled looking down at Bucky.
“She doesn’t deserve to be here, doesn’t deserve to be abused by you.” He growled back as Steve chuckled.
“I might just go pay her a little visit.” Steve said begging to leave the room as Bucky thrashed in the chair.
“Steve! Don’t fucking touch her!”

You were awoken by your door opening as you looked up to see Steve.
“Sir?” You muttered as he smiled and came closer.
“Doll, could you come with me for a second?” Steve asked as you nodded and followed him out.

Bucky had finally broke free and ran around the base until he barged into Steve’s office and found you, but you were in Steve's arms with his hand covering your mouth as you struggled and cried softly.
"Soldier, looks like you found us. You were right, she is just the sweetest little thing isn't she?" Steve said pressing his lips to your neck as you cried out and squirmed.
"Steve, what are you doing?" Bucky growled making Steve chuckle.
"I just wanted to see what all the fuss was about, what was so special about this girl that she would make you steal private Hydra documents in order to free her." Steve said as Bucky’s jaw clenched, that's what this was about.
"Steve, she had nothing to do with it. I was the one that was trying to free her, she didn't know about it." Bucky said as you looked at him.
You truly hadn't known about it.
You felt Steve's hand run up your side as he chuckled softly.
"Let her go, she doesn't want this." Bucky said clenching his fists.
"Oh, Buck. You still have a bit of good left in you huh? I would've thought all the torture got rid of it." Steve said as you thought quick and bit down on his hand as hard as you could.
Shocked from the pain he cried out and let you go as you quickly ran to Bucky.
He grabbed your hand and ran back down the corridor.
“I’m going to kill you both!” You heard Steve scream as alarms began blaring.
You had no idea how to fight, but luckily Bucky could cover for you.
He had his gun and a metal arm after all.
He grabbed you and pulled you into a small corridor holding you close as soldiers ran past.
“W-We won’t be able to get out.” You whispered as he looked down at you.
“I’m going to free you, I made a promise to myself. D-Did he…?” Bucky whispered as you shook your head.
“You found us just in time.” You replied as he sighed in relief and kissed your forehead.
