Tim gets deaged and it's absolutely horrible, because he and Damian are on the exact same wavelength.
It's the mix of "it's us (the babies of the family) vs everyone else", "my god, you are actually the only one with a braincell" and "I have to guide you if they aren't going to do it"
Tim is 9 and can barley remember anything about his time with the batfam, so he is really uncomfortable with the way they are babying him.
He is, however, really interested in Damian, mostly because he is Robin right now.
(Don't get me wrong, Dick and Jason are great, but they also treat him like a baby.)
He sees that Damian is extremely smart and that his fighting skills are absolutely amazing, but also that his social skills are horrible.
Damian on the other hand is living the change in their dynamic.
He knows that Drake was a good asset to their family and that he could be even better with the right nurturing.
Cue them bonding with Tim teaching him about (ballroom/high society) etiquette and Damian teaching Tim how to fight.
In the end, both boys end up deviating from their plans after they went through some of Tims old blackmail material

So. Ive read a few "tim gets turned into a cat and damian unknowingly takes care of him and Tim learns that the demon brat is actually a sweet kid".
What about "Damian gets turned into a kitten, gets found by tim and learns that his predecessor actually cares about their family " ?
Just imagine:
Tim finds this tiny lonely kitten and decides to bring it home.
He knows that he isn't really set up to take care of it, but he knows that Damian would be.
He fully intends to take it with him as a peace offering on one of his weekend trips to the manor.
When the kitty wakes up for the first time, it's understandably upset, scared and angry.
It's torn between attacking him and hiding.
But well. Tim didn't worm his way into Bruce's heart by giving up so easily.
He is as gently as he could be with it, keeping his distance but staying in the same room as it.
He does his work there too, telling it everything about it, so it could get used to his voice.
Everything was going well for some time. The kitty even came out of its hidden place, when dick called him, telling him that Damian went missing.
This send him into a frenzy, as he abandoned everything after leaving the Kitty some food and fresh water.
Now. Damian is kind of vibing with the situation.
He always fantasized of what it would be to be an animal, even if he would have preferred a bigger one.
The Situation could also be worse.
Whilst he didn't trust Drake, it was clear from his actions that he wouldn't harm a "defenseless animal".
This could turn out in his favor, as he had all the time to search his home for evidence.
Because he couldn't trust him. Not when he allowed getting stomped and trampled by his allies so much.
Instead of finding devious plans of his families murders, he found detailed albums about them.
Especially with him.
Him winning an art prize. Him winning in different athletic sports. Newspaperstrips about him.
At first, he thought that it was him spying on them, but then he realized that he was "just keeping up" with him.
None of the words he wrote spoke of a devious plan.
It spoke of longing.
How he always wanted a little brother and how he hoped that they could one day be as close as he was with Duke...
