Can you name this book?

So long ago, maybe in middle school, I read a book about a girl either at a new school or she was just starting middle school or high school. Anyway, she wants to be popular and uses the scientific method (I think) to become popular. She sits in the mall and people watches kids her age to find the best outfit. On the first day she wears this outfit and sees the most popular girl at school wearing the exact same outfit, so she keeps her jacket on all day and sweats her ass off.

Then she decides that to be popular, you need to date the most popular guy in school. So she follows more of her science to get to the popular guy and then they actually start liking each other and then he finds out about her project.

I have been trying to remember the name of this book and I can’t. I’ve tried googling everything and can’t find it.

She found him in the garden close the street almost 2 week ago. These poor kitten lay down on the wet ground because it's still rainy here daily. She hurry to brought him home and named him PENGUIN. It's male kitten around 2 month old. After cleaning his body and give him some foods, she found Penguin got some problems about his back legs. He trying to walk but it's hard to control his legs. Most probably it was hit by car. These lady still in trouble because she got fired from her job last month. She always try to feeding so many poor stray cats around her office but her boss don't like, that's why.. She still feeding 7 cats in the room which she rent to living with her cats. She want to bring Penguin to see the vet but she don't have much money, she worried Penguin might be Paralyzed. She still needs alot of pads because Penguin always made himself dirty after poop or pee, He can't use any litter but still luckily that he still poop or pee by his own. The lovely 12-year-old tuxedo cat, Bella, recently lost both her longtime family and her home due to a divorce. Bella’s family shared that she lived with a child and a poodle in the home. Bella was also reported to be independent, quiet, playful (loves string and using her cat scratch tree), and medium energy. They also shared She is gentle with other cats (unclear if other cats in home though). She’s been at the East Valley shelter since March 9th and appears depressed. She’s eating very little, but the spayed, 11-pounder still responds with purrs to TLC from staff. She is healthy, so far, but she’s started turning down canned food.
