An internal State Department memo ― obtained by Reuters and published Saturday ― was jointly submitted to Blinken, and included four bureaus who said they do not find “credible or reliable” the Israeli government’s pledge that its military is using weapons supplied by the U.S. in accordance with international humanitarian law.
The senior officials reportedly cited eight examples of Israeli military action in the memo that could be considered such violations ― including the repeated bombing of protected sites and civilian infrastructure, a massive level of civilian harm, the lack of accountability for those who cause significant civilian harm, and the killing of journalists and humanitarian workers. The bureaus also cited nearly a dozen instances that the Israeli military would “arbitrarily restrict humanitarian aid,” according to Reuters.
“The State Department’s leaked confirmation that Israel has restricted the transport and delivery of U.S. humanitarian assistance leaves no doubt: U.S. law requires the suspension of military aid to Israel,” DAWN Executive Director, Sarah Leah Whitson, said in a statement on Saturday.
“For too long, the Biden administration has breached or ignored U.S. laws that require the suspension of aid to an abusive regime like Israel, fueling Israeli belligerence and rewarding its atrocities,” she continued. “It’s time for real consequences.”

Mary Louise Kelly: Tell me when you started thinking about resigning?
Hala Rharrit: Well, honestly, it was quite a long process. I've been a diplomat for 18 years, really my entire adult life. But the policy really became unacceptable. I was holding out, hoping to try to change things from the inside until I realized at one point that this policy was undermining U.S. interests, it was destabilizing the Middle East, and it was indeed a failed policy. And with that, I decided that I could no longer be part of the department and decided to submit my resignation.
Kelly: Was there a specific moment? I mean, what was your breaking point?
Rharrit: There was no real specific moment, it was just a build-up. We were undermining our entire credibility with this policy. The double standards that we were having, we could no longer talk about human rights when we were in allowing and enabling the mass killing of civilians. We could no longer talk about press freedom when we remain silent on the killing of over 100 journalists in Gaza. Everything that we had stood for was no longer relevant. I did experience a lot of silencing. I was ostracized. And it came to a point where I decided it was not possible anymore.
Kelly: I mentioned you are the third public resignation from the State Department. You're the first diplomat, the first foreign service officer serving overseas, to resign. Out of the department of thousands, how widespread do you believe anger to be within the State Department?
Rharrit: I can only tell you about what I've experienced, right? But it's a very strange time in the State Department, I would say. Something that I've never experienced before in my 18 years of service, where people are just extremely uneasy about our policy and also extremely uneasy about the ability to speak about our policy internally. And I've never faced that before. We've always been able to talk about what's working, what's not working. We've been able to have very open and frank conversations. This has felt very, very different.

Rep. Ritchie Torres (D-NY) appeared to fire an implicit barb at colleagues Reps. Rashida Tlaib (D-MI) and Betty McCollum (D-MN) on Friday over tweets from the two legislators earlier in the week about the construction of the planned U.S. Embassy in Jerusalem.
“I support the [State Department] as it proceeds to build an embassy where it belongs, in a country’s capital. Israel should be no exception,” Torres said on Twitter. “The [siting] of an embassy in Jerusalem in no way forecloses the possibility of a two state solution, which remains the best path forward for both Israelis and Palestinians.”
Tlaib had tweeted earlier in the week that she was “outraged” that the State Department was moving forward on its plans to build the embassy “on land stolen from Palestinians,” adding that in “doing so, the U.S. is complicit in the illegal confiscation of Palestinian property.”
The Michigan congresswoman followed up the tweet by linking to a New York Times op-ed about the U.S.’s reported plans to build a new embassy in Jerusalem on the Allenby Barracks site — parts of which the op-ed’s author says had been in his family’s possession prior to Israel’s war for independence in 1948.
McCollum likewise tweeted about the op-ed last week, sharing a quote from it.
Torres noted on Friday that the Jerusalem Embassy Act of 1995 required the U.S. to relocate its embassy to Jerusalem. The current embassy facility was previously used by the U.S. consulate that coordinated relations with the Palestinians.
In a floor speech earlier this month, Tlaib again accused Israel of apartheid, accusations that have previously elicited accusations of antisemitism from other House Democrats and Jewish leaders.

"Soaring Into Space
In addition to Mercury, Gemini, and Apollo, the U.S. is working on two other manned aerospace programs. The first is using the X-15, a piloted research vehicle, which flies as high as 50 miles above the Earth and at about 4,000 miles an hour, It is powered by a rocket engine but has wings and a tail, and can be controlled like an airplane. While the X-15 does not actually operate in space, vehicles similar to it will.
The other program is based on Project Dyna Soar. Dyna Soar will be launched like a missile, orbit the earth as a controlled satellite, and return through the atmosphere like an airplane. It is so named because it is expected that in the sky it will achieve boost-glide flight - also known as dynamic soaring. In space, the Dyna Soar pilot will be able to use rocket power to maneuver left or right thousands of miles in any flight path.
In the artist's concept of the craft, the pilot of the Dyna Soar discards the no-longer need cockpit heat shield in order to land."
