In a universe where Jon aged naturally, and him and Damian were given the Superman and Batman mantles at around the same time (I don't think Dami should be Batman, but it's DC) and the rest of the current JL retire, I think Billy would have taken lead of the New Justice League ™ while they were finding their footing.
By this point, Billy would have been a hero for, like, a decade and would have the most experience in dealing with what the JL deals with (once again, a decade). So, Billy takes lead for a while, until the new Bat and Super have found their footing. They'll lead eventually, of course, but he fills the space until then, and steps back down once they're ready.
Why? Because he knows what it's like to be given a responsibility he's not ready for. But he also knows how it feels to be ready and be told you're not.
(And bossing around a Super and Bat confused him)

I'll be honesty. I don't really care for ghost king Danny. HOWEVER, I will make an exception for the Ennead. Because just, imagine, going to see the king/queen of the Infinite, and it's no man, no woman that you stand before. But an abomination born of desperation.
