Finance: Credit Card Surcharge Guidance Set To Start In New York

Rochester, N.Y. (WROC) — There is a new guidance for New York State businesses when charging an additional fee to customers paying with a credit card, starting on February 11.

This new guidance comes after Governor Kathy Hochul signed into law Assembly Bill 2672 in December, which imposes disclosure requirements with respect to credit card surcharges for transactions with New York customers.

“Transparency is crucial in building trust between businesses and communities and now patrons will be empowered to budget accordingly,” Governor Kathy Hochul said.

The New York Department of State also provided a list of dos and don’ts:

DO:

The business lists the higher credit card price next to a lower cash price.

The business lists the credit card price for items and services, then lets customers know they will receive a discount for using cash.

The business changes all prices to the credit card price.

DON’T:

The business posts a sign on the door and at the register stating an additional 3.9 percent surcharge will apply for credit card purchases.

“This business has a 4 percent cash discount incentive built into all pricing. Any purchases made with a credit or debit card will not receive the cash discount and an adjustment in cost will be displayed on your receipt.”

A convenience fee, service fee, administration fee, non-cash adjustment, technology fee, processing fee, etc., is charged to credit card users and added as a separate line item on a customer receipt.

The price tag of an item shows “$10.00, + 4 percent if paying with a credit card.”

Vendors will be required to post the highest price that consumers might pay when using a credit card, along with the price that is offered when the customer uses another payment method such as cash, check, or debit card.

Any surcharge must be no more than the amount charged to the business by its credit card provider.

Failure to do so can lead to a $500 penalty after every violation.

Local businesses continue to take and utilize credit card usage. Some businesses that spoke to News 8 that their customers’ credit card usage is about 90%.

For Three Heads Brewing’s taproom, that figure amounts to about 70%, but the president of the company, Daniel Nothnagle, says that credit card surcharges still cost the brewery $1,500 – $2,000 a month.

“We’ve always looked it as a necessary evil, we all like using credit cards, I use them myself for all my purchases, so no one wants to see extra fees, so we’ve always rolled it into the cost of products at the bar, we can afford to cover the cost of the surcharge,” he said.

He added a bulk of that surcharge is businesses footing the bill for credit card rewards programs.

When I (25F) was 15, my mom (55F) gave me a credit card with my own name that was attached to her bank account. This way, I wouldn’t have to carry cash around to places.

Since then, I’ve used that card when was buying someone a gift or when I hung out with my friends at the mall or doing any kind of shopping. I’ve always warned her beforehand what I was purchasing and at no point did I use it to purchase something I couldn’t afford (the most expensive purchase made with this card was a Nintendo Switch for my 18th birthday).

Ever since I got a job in late 2022, I have my own credit card that I use for essentials like bills and groceries, but I eventually use my mom’s card to buy treats like a book from my favorite author or a gift for a friends’ birthday or anything “unnecessary”.

I never felt any guilt towards this until a couple of months ago where I overheard a conversation between my mom and my aunt, where my mom said something along the lines of “when I retire, I’ll need to cut down living costs” and I couldn’t help but wonder if my purchases fit this into this category.

I then asked my mom if she felt I was spending too much money. She said that my purchases were all fine and that she would “figure things out” when it comes to cutting expenses from her life.

Even with this dismissal, I still feel guilty looking at the card. WIBTA if I continued using it?

Hey all, happy holidays ☃️! Here's a new conversion set from simkoos to introduce your Sims to shopping where you go for one thing, but spend §200 somehow...

Important info and download 💾 under the cut:

I have so many WIPs and so many already converted sets I haven't posted but this one has been on my to-do list for a while! Target is a trendy, quiet, and very red department store chain here in the US, and now in SimNation too. So, here's what is included in this set: Target Checkout Counter - Deco, has lots of slots (works great w/ATS3's counter base for registers). Original mesh by Severinka. The day was filled with work.

Usually, both of you would still be up and around with some energy left, but it was surprisingly busy today and you both wanted a much deserved rest.

As soon as you entered the room, you kicked off your shoes and fell face first into the bed.

"Darling, at least get dressed for bed.", Alastor says as he closes the door behind him.

"Hn...", you groan and lift your upper body up with your arms, glancing over your shoulder to look at him. "Fine."

He chuckles, removing his coat as he makes his way to the closet, opening the door and hanging it up.

"Go get the bath ready, I'll get our clothes."

You let out another noise of protest before getting up and making your way to the bathroom.

Most of it was in a blur but you got the water running, putting the drain cover after being satisfied with the temperature and started undressing.

When the deer demon came into the bathroom, he found you struggling to take off your shirt.

"Let me help dear.", he said, taking the bottom hem of the shirt and lifting it over your head.

You let him, holding your arms up so it was easier to slide it off.

After both of you were undressed, you stepped into the tub. Alastor went in just behind you and settled down, pulling you with him, letting you rest against his chest.

The water was perfectly warm, which made you a little sleepier.

Feeling yourself starting to sink into the unconscious, you held onto your love and let out a few mumbles.

"Am-I'm falling to sleep..", you managed to let out, blinking starting to slow.

"Go ahead, I'll wash you.", he whispers, kissing the top of your head and holding onto you just a little bit tighter.

"M..you sure..?", you asked, eyes now closed and you traced a thumb over one of the scars on his shoulders.

"Positive.", he said, rubbing your back.

With his soft caresses you drifted off, still somewhat present as you felt him start to wash your body with a rag.

He was humming, you weren't sure what song but it was nice.

At some point you were turned over with you back against his chest. Now he was washing the base of your neck, kissing your cheek when he was done.

You woke up just a bit when it was time to wash hair. Sitting up because you wanted to help him wash his.

"Mon amour-", he tried to stop you from doing so but you were sleepily stubborn.

"I'm washing your hair.", you mumbled, getting the shampoo and putting some in your hand.

Turning to face him, you saw that he wet his hair.

Scooting a bit closer to reach over, you work the shampoo on the top of his head, being extra careful around his antlers.

The Radio Demon hums in appreciation and rests a hand on your hip, tilting his head down when needed for you to get the back. Closing his eyes when you ask so you can rinse off the shampoo.

You must have fallen asleep when he was washing your hair, because when you opened your eyes again both of you were dressed and dry, but only you were in bed.

"Go back to sleep darling.", Alastor whispered from the side of the bed, pacing a glass of water on his nightstand and turning the oil lamp light down.

"Come here.", you said closing your eyes, holding your arms open and lifting up the comforter.

The man in red pajamas slid into bed and into your arms, letting out a sigh of content when feeling your warmth and one of your hands lightly scratching the back of his head.

"Love you.", you mumbled softly, placing a kiss on the base of his jaw.

"I love you too.", he responded, holding you close and closing his eyes.

With a light snap of his fingers, the oil lamp was fully turned off and both of you let sleep take over.
