Trained
Unlike the LifeGuards or Security Forces, the Paramedic Corps requires a highly trained workforce. With shorts conscription periods maintaining sufficient training was a challenge.
Classroom based training, trying to get pre trained cadets and so on didn’t provide enough staff. So scientist developed instruction techniques that are based on deep brain stimulation.
Devices were crude in the beginning and needed lots of attention, fitting needed time.
Moreover the prices was painful as sometimes electrodes were drilled into the trainees skull. But the technology proofed successful and was able to install medical and procedural knowledge into the brains of new Paramedic Corps members in short period.
Later electrodes only had to be attached to the shaved skull of the trainee. The technology became more widespread and shortened training periods.
Nowadays different system exists on the market, some include VR based scenarios and brain stimulation. Trainee Paramedics pass a lot of time in these systems and learn how to respond.

By providing a controlled and low stimulation environment, we can maximize the effectiveness of the training program this includes dimmed light, no loud noises, bland food and strict schedules.

Jack decides he needs a bit of time away from family to mourn the loss of his one sided friendship with Vlad and Vlad's death. So he takes a trip to Gotham. On this trip, he runs into Damian and Tim, who are convinced he's Captain Marvel in disguise.
Meanwhile, Jason's also run into Jack as he's coming into his ghost powers. Jason starts freaking out because someone just saw him when his new powers started glitching. Panicking only worsens the situation as now he can't figure out how to get his foot un-caught in the cement.
Jack, despite not knowing if this kid is a halfa or not, decides to give him advice based on how Danny told him his powers work. It works.
Now, Jason has a sort-of mentor that he didn't ask for but definitely needs, and Jack has something to do while he sorts out his feelings on the whole Vlad-was-never-his-friend thing.
Eventually, Damian and Tim catch them while Jack is trying to explain how Jason might have a second form. While Jack explains, Jason just transforms. His ghost form isn't what either expected. Jack was expecting something similar to Danny's or Vlad's. Not a winged little kid with a mask.
To be honest, this just solidifies that this guy is Captain Marvel for Damian and Tim. Obviously he decided to teach Jason magic.

Update: New Portraits!
I finally got around to making vanilla-sized portraits for submas! There's no HD Portraits support for 1.6 just yet, so I cleaned up their original portraits to match Stardew's color palette a bit better (so much hue-shifting...) since I couldn't really record events with lazilly downscaled portraits. I'm still working on Elesa's right now and I still need to get to everyone else, but it's chugging along...
Anyways, here's Ingo and Emmet's new portrait sheets!

The best way to bond with your little brother after murdering (attempted) and emotionally attacking (accomplished) him, WHILE he was hanging out in his fort (tower) with his gang (teammates).... is kicking his ass in online chess?
Maybe that's just what me and my brothers do, on second thought...
