ok hot take but I don't think Oswald is the villain of Gotham, I think he's just a main character who happens to be the villain in comics
I'm not saying Oswald is a good person in Gotham by any means, like he literally kills, tortured and sometimes eats people, but he's not THE villain. because ultimately Gotham is about, well, Gotham. The REAL villains are the characters who don't care/actively want to destroy Gotham (so for example Eduardo) and by this analogy characters who want to save Gotham are the heroes.
Jim, Oswald and Bruce all put Gotham above anything else, they all love the city, which is also reflected in their personal relationships LET ME EXPLAIN
so first let's look at Jim - he loves Gotham, he wants to protect it and its people. We see this reflected mostly in his relationships with Lee and Barbara in earlier seasons, he wants to keep them separate from his dangerous life even if it tarnished the relationship just to make sure they're safe
now Bruce - he wants to fix Gotham, to heal it and we definitely see this in his relationship with Selina. He wants to change her into something she's not, refusing to see her flaws, convincing himself that under his influence she can be "redeemed" and quit her life of crime
and finally Oswald - he wants to rule Gotham, to own it. That of course is reflected in his jealousy over Edward and the whole Isabella fiasco - he feels as like he has a right to Edward, as if no one else is allowed to "have" him

Why I was disappointed about this episode (surprisingly no, it’s not because Ed only appeared in one scene).
I feel like, and I feel bad saying this, Ben really dropped the ball on this episode. It felt more like a love letter to Morena than a love letter to the show. The writing wasn’t horrible and Ben hits the right note on almost every other character but Jim and Lee were just...poorly handled. 
My biggest disappointment of the night wasn’t that Ed and Os were shown briefly in a hard-to-see blink-and-you’ll-miss-it scene (although, who am I kidding, that was a bummer alright), it was Jim’s hallucination. The reason is was so disappointing was that it had some really cool ideas (heck, I even loved Jim being the prosecutor!) A sort of Christmas Carol for Jim. That’s what I thought it would be, instead it was repetitive and a less interesting rehash of his Season 3 hallucination. I think Jim, as a character, has more to be guilty about than just Lee and Haven. I think he should’ve seen a multitude of characters on the stand, maybe even a few glimpses of what he thinks their life would be without him. 
I wish they would have showed some what-ifs for people other than Lee. Jim should feel guilty about constantly judging and criticizing his friend Harvey, asking him to to be there for him but not always returning the favor. Speaking of favors, how about Oswald? Does he really not feel bad about letting Oswald get tortured in Arkham for him or constantly letting Oswald think they were friends only to betray him at the last second? I feel like Jim as he’s been written would feel bad about those things, about not reaching out in true friendship to Oswald or Ed and wondering if their lives would have been different if he had. What about Bruce? Doesn’t he feel guilty that he’s put so much on someone so young or that he’s paving the way for a vigilante by letting the young man who obviously looks up to him see his corruption and then making excuses for it? What about all the cops that were killed by Sofia through the Pig? What about not helping Selina unless he needed something from her early in season 1, when she was clearly a troubled kid in need of help? What about Barbara, who was sick and traumatized and who he discarded but now is having the baby with? They mentioned the baby but he has not guilt regarding Barbara at all? 
I’m not even saying he was necessarily at fault for all of this, just that I believe a character that carries everything with him all the time would definitely think about these things and his role in all of these people’s lives. Similar to the way Bruce does. Instead they always just focus on how he feels about innocents and Lee.Haven was objectively sad. If I experienced it in real life it would’ve been awful but as viewers I don’t have the emotional connection with these random innocents that I do with Oswald, Ed, Bruce, ect. I’ve been watching them for 5 years. I was so excited for this episode thinking it would touch on what I described, even though I knew it was filler I was okay with it because I thought it was have character development and a nuanced look at Jim’s morality. Instead we got the same “Lee’s life is ruined because of me" story with a little sprinkle of the Haven stuff (which I understand he would feel bad about I just don’t know why it was only these two things). I just feel like this one really missed the mark for me and could’ve been a great episode if it had explored these things further instead of taking the safe/easy way out. I also don’t feel like the wedding was earned, just fan-service. They didn’t resolve their issues, they just decided to ignore them I guess? I love Jim, I think he’s a complicated character, and I don’t hate him with Lee when they are well-written but this was a dud. 
That said, the humor was fantastic, Ivy was great, Bruce and Selina were great, Alfred and Lucius as well, Oswald and Barbara were surprisingly great together by themselves too, and of course Zsasz was high also great!

no bc can we PLEASE talk about the Gordkins/Nygmobblepot parallels??
In season 3 we've got Jim/Oswald getting ready to face their feelings for Lee/Ed, but can't because of Mario/Isabella
they try to deal with it but ultimately end up killing Mario/Isabella, which makes Lee/Ed rightfully super pissed. Despite that Lee/Ed still have feelings for Jim/Oswald, but ultimately come to the conclusion that they can't be together
then Ed gets frozen blah blah
In season 4, Lee/Ed find a new life in the narrows (and start dating lol) away from Jim/Oswald, but their paths cross again when they need to take down Sofia. There is a little chemistry there between Lee/Ed and Jim/Oswald but ultimately Lee and Ed stay together (until they stab each other lol)
THEN in season 5 for the first few episodes Lee/Ed are completely seperated from Jim/Oswald due to the chip in their brais
after being freed from Strange's influence, Lee/Ed and Jim/Oswald rekindle their relationships and are finally, FINALLY back together
.....except Gordkins gets a wedding and Nygmobblepot get seperated for ten years
