Everyone's all "just let the speedsters kill" and "they're subjecting people to fates worse than death" and "please god, why, death would be more merciful than this" but no one stops to think that they do kill, actually. Surprisingly often.
They don't go to extremes to avoid breaking some sort of 'no killing rule'. They go to extremes because they know death would be a mercy. That or they aren't emotionally capable of killing that particular person. Either way, there's no logic involved. It's pure unregulated emotion.
