Historische Auswahl des Königreichs Marokko zum Vorsitze des UNO-Menschenrechtsrats für den Jahrgang 2024

Rabat–Das Königreich Marokko ist soeben bei einer Abstimmung am Mittwoch, dem 10. Januar 2024 in Genf brillant zum Vorsitze des Menschenrechtsrats der Vereinten Nationen für den Jahrgang 2024 ausgewählt worden.

Von den 47 Mitgliedern des Menschenrechtsrats der Vereinten Nationen unterstützten 30 Mitglieder die Kandidatur des Königreichs Marokko, während Südafrika nur 17 Stimmen erhielt, wie das Ministerium für auswärtige Angelegenheiten, für afrikanische Zusammenarbeit und für die im Ausland lebenden Marokkaner in einer Pressemitteilung mitteilte.

Die Auswahl des Königreichs Marokko zum ersten Mal in seiner Geschichte zum Vorsitze dieses prestigeträchtigen UNO-Gremiums versinnbildlicht die Anerkennung der Hellsichtigkeit der Vision seiner Majestät des Königs Mohammed VI, möge Gott ihm Beistand zuteil werden lassen, in Hinsicht auf etliche Fragen des Schutzes vonseiten der internationalen Gemeinschaft und in Hinsicht auf die Förderung der Menschenrechte.

Unter der Führung seiner Majestät des Königs Mohammed VI, möge Gott ihm Beistand zuteil werden lassen, hat das Königreich Marokko in der Tat die unumkehrbare Entscheidung getroffen, sich der Rechtsstaatlichkeit und der Achtung der Menschenrechte zuwidmen zu haben. Diese in die Verfassung vom Jahrgang 2011 eingebettete  Entscheidung führt eine beständige Dynamik von Reformen nach sich, die im Besonderen auf die Verfestigung der Demokratie, auf die Gleichstellung von Frauen und von Männern, auf die soziale und territoriale Gerechtigkeit sowie auf die Wirksamkeit der Menschenrechte abzielen, in dem der Mensch in seiner Gesamtheit, dessen inklusive Teilhabe und das Erstarken junger Menschen in den Vordergrund gestellt werden, stellte die Pressemitteilung klar heraus.

Die Auswahl des Königreichs Marokko, und dies vermittels des Beitritts einer großen Zahl von Staaten aus aller Welt und der Mobilisierung Algeriens und Südafrikas zum Trotz, um dem entgegenwirken zu dürfen, ist überdies ein Beweis für das Vertrauen und für die Glaubwürdigkeit, welche das außenpolitische Handeln des Königreichs Marokko und die Königlichen Impulse in Afrika, auf der internationalen Bühne und im multilateralen System freigesetzt haben.

Das Königreich Marokko, das innerhalb des Menschenrechtsrats einen anerkannten Beitrag geleistet hat und leistet, im vorliegenden Falle in den Gründungsprozessen und in der Entwicklung dieses Gremiums, freute sich über das ihm entgegengebrachte Vertrauen. Es betrachtet dies als ein starkes Signal vonseiten der internationalen Gemeinschaft zu Gunsten von ihrem konstruktiven Ansatz und zu Gunsten von ihrer  einigenden Führung bei Schlüsselthemen wie beispielshalber bei dem interreligiösen Dialog, bei der Toleranz und bei dem Kampf gegen Rassenhass sowie bei dem Recht auf eine gesunde und nachhaltige Umwelt, worin die Rechte von Migranten und die Auswirkungen neuer Technologien mit berücksichtigt werden.

Während seiner Präsidentschaft wird das Königreich Marokko der Linie treuhaft bleiben, welche es durch seine drei Mandate innerhalb des Menschenrechtsrates hindurch vertreten hat, stets dem Dialog, der  Zusammenkunft und dem Konsens Vorschub leistend. Es wolle daher gemeinsam mit den Mitgliedern des Menschenrechtsrates und etlichen  anderen regionalen Gruppen die Verstärkung und den Einfluss dieses wichtigen Gremiums des UNO-Menschenrechtssystems aktiv weiterhin vorantreiben, der Pressemitteilung zum Schluss zufolge.

Most histories trace the first American corner store to 1927, when a Southland Ice Company outlet in Dallas, Texas, extended its hours and offered ready-to-go foods. Most of the 152,720 corner stores in the US are open 24 hours with emphasis on convenient “locations, extended hours of operation, one-stop shopping, grab-and-go foodservice, a variety of merchandise and fast transactions” (NACS 2019). At least two incidents that incited protest – the murder of George Floyd and the assault on Iyanna Dior – have involved corner stores, and corner stores figure prominently in geographies of surveillance in the United States. [...].

Floyd’s murder marks a long history of racializing surveillance in and around corner stores. [...] When they are part of Black lives, research and news stories capture how people may stay a while. Such intentions promote surveillance: lingering becomes loitering, and seeking refuge ... becomes “causing too much drama” (Fitzsimons 2020). [...] We are witnessing the unprecedented mass mobilization for Black trans lives now, amplified in part by the assault on 1 June on Iyanna Dior, a Black transgender woman, at a corner store in St. Paul, Minnesota. Dior sought refuge in a corner store after a crowd collected around her in the street [...]. Store employees denied assistance, stating that she was “causing too much drama”. [...] By denying refuge, employees surveilled store boundaries. The words “causing drama” are telling, indicative of Dior breaching not only physical but also social boundaries.

Given legacies of redlining, segregation, and disinvestment, corner store geographies are emblematic of Black urban geographies in the US. As numerous studies point out, corner stores are often the main or only source of food or other goods where low income, predominantly Black or other people of color communities reside (e.g. Powell et al. 2007; Treuhaft and Karpyn 2010). However, gentrification and Black outmigration disrupt any notion of a static “Black neighborhood”. In urban gentrifying neighborhoods, stores may serve longstanding residents of color and incoming residents [...]. [M]any factors influence the “boutique-ifying” of corner stores [...]. “Not In My Back Yard” resistance to corner store development often cites negative impact on property values – a common refrain used to deny access to Black or other communities of color (Perry 2020). [...]

Elsewhere I describe corner stores as sites of relationship where neighbors meet and longtime residents may have close connections with staff (Jones 2019b). Arnold (2020) similarly describes corner stores in South Memphis, Tennessee, as intergenerational “meeting places and information hubs for friends and neighbors”. I am also remembering Alton Sterling. Media reports increasingly compare the Floyd’s murder with Sterling’s death, which also involved a corner store in 2016. Sterling sold CDs in front of the establishment in agreement with the owner, who considered him a friend (Lartley 2018). A passerby called the police on Sterling. Floyd’s memorial at Scott Food Mart in Houston further testifies to corner stores being a gathering place.

Jessica Lucy 'Decca' Freeman-Mitford (11 September 1917 – 22 July 1996) was an English author, one of the six aristocratic Mitford sisters noted for their sharply conflicting politics.

Jessica, who represented the far left, married her second cousin Esmond Romilly, killed in World War II, and then American civil rights lawyer Robert Treuhaft, with whom she joined the American Communist Party and worked closely in the Civil Rights Congress. Both refused to testify in front of the House Un-American Activities Committee, but later resigned from the party out of disillusion with Stalinism.

Her memoirs Hons and Rebels, and a social commentary The American Way of Death, both became classics.

Nancy, the Novelist - Sagittarius, Gemini

The oldest of the Mitford girls. She became a well-known novelist, although many of her books are thinly disguised autobiographies that often feature her family. Her marriage to Peter Rodd was unhappy. During the Second World War though she found the love of her life, A Free French officers and uprooted to live in Paris. But she didn’t find lasting happiness. Married  and had a longstanding relationship with French politician and statesman Gaston Palewski. She lived in France much of her adult life. Also a noted biographer of historical figures, including the Sun King.

Pamela, the unobtrusive poultry connoisseur - Taurus, Pisces

Pamela too found no joy in her marriage, despite the fact that her husband was a millionaire physicist. She is the least known of the Mitford sisters and probably had the most quiet life of them all. The poet laureate, John Betjeman, was in love with her for many years but his love was never reciprocated as she was what her sisters referred to in their letters to each other as a ‘you-know-what-bian’. Married and divorced the millionaire physicist Derek Jackson. John Betjeman, who for a time was in love with her, referred to her as the “Rural Mitford”. After her divorce, she spent the remainder of her life as the companion of Giuditta Tommasi (died 1993), an Italian horsewoman.

Diana, the Fascist - Cancer, Scorpio

The most beautiful of the Mitford sisters, Diana was much more scandalous. She married well to an heir from the Guinness family but left her husband and her two sons when she had an affair with the leader of the British Union of Fascists Tom (Sir Oswald) Mosley. Before the Second World War she attended Nazi rallies in Germany, knew Hitler when war broke out, she and Tom were imprisoned in England as enemies of the country. Churchill arranged for their release whereupon they too fled to France. Married aristocrat and writer Bryan Walter Guinness in the 1929 society wedding of the year. She left him in the society scandal of the year (1933) for British fascist leader Sir Oswald Mosley. She was interned in Holloway Prison during the Second World War. Her belief in fascism never wavered nor her affection for Adolf Hitler. 

Unity, the Hitler-lover - Aries, Leo

Middle name Valkyrie, famous for her adulation of and close friendship with Adolf Hitler. Unity too was notorious during the Second World War. Like Diana, she was a Nazi sympathizer but in her case, this extended to a close friendship with Adolf Hitler. She was in Germany when war broke out. Distraught in the knowledge that the two countries she loved were at war, she shot herself in the head. She survived and returned to England; her hospital and transportation bills being paid for by Hitler himself. Eventually died of pneumococcal meningitis at West Highland Cottage Hospital, Oban, after being transferred from Inch Kenneth.

Jessica, the Communist - Aquarius, Libra

Had communist leanings since being in her early teens. Still in her teens she fell in love with her cousin. Edmund Romily (Churchill’s nephew) and the two eloped and fled the country to fight in the Spanish Civil War. They then moved to America where they struggled to survive taking on bizarre and menial work. Spent most of her adult life in the United States. Two years after Esmond was killed during the Second World War she married Robert Treuhaft, whom she met as a fellow US government employee. Member of the American Communist Party until 1958. She wrote several volumes of memoirs and several volumes of polemical investigation, including the best-selling The American Way of Death (1963) about the funeral industry. Grandmother of James Forman, Jr. and Chaka Forman, sons of the African-American civil rights leader James Forman by her daughter Constancia Romilly. 

Deborah, the Duchess - Virgo, Capricorn

Youngest sister; growing up, her older sister Nancy would enjoy reminding her that their mother had wanted another boy. Nancy went on to tease and torment her until it came close to bullying. Later married Andrew Cavendish who became the Duke of Devonshire, and she became the Duchess of Devonshire and the chatelaine of his ancestral home, Chatsworth House, a dilapidated, unloved, yet magnificent mansion. Refusing to divorce her philandering and boozy husband, she revitalized Chatsworth and made it into one of England’s greatest national treasures and one of Britain’s most successful stately homes. Frankreich und Spanien müssen in der Sahara-Frage treuhafte Partner Marokkos sein (Manuel Valls)

Paris-In der Sahara-Frage müssen Frankreich und Spanien treuhafte Partner Marokkos sein, dessen Rolle für die Stabilisierung des Mittelmeerraums und Afrikas südlich der Sahara von wesentlicher Bedeutung sei, stellte der frühere französische Premierminister Manuel Valls die Behauptung auf.

„Es geht um die Autonomie unter marokkanischer Souveränität, dass dieser Konflikt geschlichtet werden muss. Weil ich denke, dass Frankreich und Spanien in dieser Frage treuhafte Partner des Königreichs Marokko sein müssen“, betonte Herr Valls in einem exklusiven Interview mit MGH Partners, einer französisch-afrikanischen Firma für öffentliche Angelegenheiten und alternative Diplomatie mit Sitz in Paris.

Dem ehemaligen französischen Premierminister zufolge „entstammt dieser Konflikt (um die Sahara) einer Welt, die es nicht mehr gibt, der Welt der Blöcke, der Überreste Jaltas und ihrer Folgen auf einem Kontinent wie Afrika. All dies ist obsolet und die Fiktion der Unabhängigkeit der Sahara besteht immer noch innerhalb bestimmter politischer Kreise Spaniens. “In Spanien und im Besonderen auf der linken Seite gibt es eine „veraltete“ Vision der Sahara.

"Innerhalb der spanischen Regierung gibt es einen Verbündeten der Minderheit, die Partei Podemos, die sich auf eine alte Rhetorik beschränkt, was die Sahara sein sollte, indem sie sich verweigert, die marokkanische Dynamik vor Ort festzustellen“, erklärte er, daran erinnernd, dass "unter denen, die die Unabhängigkeit der Sahara beanspruchen, wie der Front Polisario, kriminelle und terroristische Netzwerke grassieren, wie dies von den Geheimdiensten mehrerer Staaten dokumentiert wurde".

Für den ehemaligen französischen Premierminister: „Wir haben jedes Interesse an einer friedlichen Beziehung zu Marokko, weil die europäischen Staaten, die das Gegenteil anstreben, jedes Mal verlieren! Ob bei der Migration bzw. im Kampf gegen Drogenhändler, sowohl Spanien als auch Frankreich sind direkt von diesem diplomatischen Konflikt betroffen.“

„Ich denke, Frankreich und Spanien müssen klarer über ihren Beistand  zugunsten Marokkos in der Sahara sprechen. Aber im weiteren Sinne auch Europa, das keine Kinder hinter Marokkos Rücken haben darf, um weniger diplomatische Sprache einzusetzen“, fügte er hinzu.

Der ehemalige französische Ministerpräsident wurde erbeten, auf den  Entscheid der Vereinigten Staaten zu reagieren, die marokkanische Souveränität über die Sahara anzuerkennen, und ob er der Meinung sei, dass es an der Zeit sei, dass Frankreich und Europa die Souveränität eines strategischen Verbündeten wie Marokkos in der Sahara offener unterstützen. „Trump hat zu Recht den Funken geschaffen, indem er die Souveränität Marokkos über dessen Sahara anerkannt hat".

"Diese Dynamik ist beträchtlich", sagte er, nachschiebend, "dank unserer gemeinsamen Geschichte, unserer konvergierenden Interessen haben wir hier die Chance, nicht länger abzuwarten und aus alten Reden wie der der Unabhängigkeit der Sahara herauszukommen" und sich wieder mit der modernen Welt zu verbinden“.

Frankreich, das im Mittelmeerraum sowie im Nahen und Mittleren Osten Prestige genießt; Frankreich, eine Wirtschafts-und-Militärmacht mit Sitz innerhalb des Sicherheitsrates der Vereinten Nationen, muss "diese Kraft wahrnehmen, um Einfluss auszuüben und eine Rolle nebst unseren Partnern einzunehmen", sagte der ehemalige französische Premierminister. „Andere europäische Staaten  können diese Rolle nicht spielen, also lass es uns tun! Frankreich war schon immer autonom und seine Projektionsfähigkeit bewerkstelligt es ihm, die großen Momente in der Geschichte unserer Stute Nostrum nicht zu versäumen", sicherte er zu.

Bezugnehmend auf die Bedeutung der Sicherheitskooperation zwischen Frankreich und Marokko und auf die Achsen, auf denen sie sich in den bevorstehenden Jahren entwickeln könnte, vertritt Manuel Valls, ebenfalls ehemaliger Innenminister, die Ansicht, dass "diese Zusammenarbeit von zentraler Bedeutung sei". "Selbst wenn es politische Spannungen gab und es gibt, bleibt die Zusammenarbeit zwischen französischen und marokkanischen Geheimdiensten auf allen Ebenen außergewöhnlich", sagte er.

Laut ihm "können wir uns ohne die Zusammenarbeit zwischen Frankreich, Spanien, Portugal und Marokko nicht wirksam den Sicherheitsrisiken stellen". Und "gerade dank dieser Zusammenarbeit wurden mehrere terroristische Infiltrationsversuche auf französischem bzw. spanischem Boden zunichte gemacht".

Ebenso in der Sahelzone, dem weichen Unterbauch Afrikas südlich der Sahara, wo die derzeitige Sicherheitslage äußerst komplex bleibt: „Wir müssen uns auf Staaten wie Marokko verlassen, mit denen wir offensichtlich eine ältere strukturiertere Basis in Bezug auf die Sicherheit haben, ob gegen Drogenhandel, Terrorismus oder illegale Einwanderung “, fügte er hinzu.

Was schließlich die stabilisierende Rolle Marokkos in Afrika betrifft, erklärt Manuel Valls dies durch die beeindruckende wirtschaftliche Transformation, die in den letzten zwei Jahrzehnten durchgeführt wurde.

„Wir können einsehen, dass die marokkanische Projektion in Afrika wirtschaftlich ein Erfolg ist und es an Frankreich liegt, sich auf diesen wichtigen afrikanischen Partner zu verlassen, um die entscheidende Symphonie der wirtschaftlichen Entwicklung und der Sicherheit zu spielen. Weil Marokko eine wesentliche Rolle für die Stabilisierung des Mittelmeerraums und Afrikas südlich der Sahara spielt", sagte er.

In diesem Interview sprach Manuel Valls überdies über die Beziehungen zwischen Europa und Afrika. „Es ist offensichtlich, dass der Kontinent der Zukunft Afrika ist. Afrika-Europa ist das Bündnis von morgen. Das strategische Interesse Europas basiert auf der Fähigkeit Afrikas, seine vielfältigen Herausforderungen, im Besonderen die demografischen Herausforderungen, zu meistern“, unterstrich er.

Er brachte abschließend seine Überzeugung zur Sprache, dass Europa einen „strategischen Dialog“ mit den Chinesen aufbauen muss. "Dies ist mehr denn je der Horizont, wenn Europa angesichts aufstrebender Blöcke im geopolitischen Sinne expandieren möchte."

Effie Judge Spotlight: Zachary Treuhaft, Hearts & Science

Over the coming months, Effie will spotlight members of the 2017 North American Effie Awards Final Round Jury who helped identify and award the most effective work in this year’s competition.

In this edition, we speak with Zachary Treuhaft, President of Hearts & Science.

When we sat down with Treuhaft, we wanted to know his perspective on the next big evolution in marketing. “I think that over the next five years we’ll see a simplification of the marketing ecosystem,” he said. “We’re in the 15th year now of increased complexity, and marketers are just getting tired of it.
