No, but the Hunger Games did need the romance plotline. See, Snow got it all wrong for the cause of the districts' rebellion. He thought an act of love is entirely separate and different from an act of rebellion, that the two are mutually exclusive. But we saw even in Katniss' though process that the two are mixed. And for the districts, the two are the same thing. For seventy-four years they've been forced to watch their children, grandchildren, siblings, niblings, friends die in the Games or through exploitation, are told it's an honour for them to die for the Capitol and are not allowed to grieve. And then suddenly this girl comes up and plants her feet and says 'no'. She survives through illegal hunting, avoiding the miserable death via starvation or the terrible community home. She doesn't stand by to watch her sister die, she volunteers. She doesn't treat her friend's death as one of a tribute to the Capitol, but as the horrible killing of an innocent little girl who deserves to be memorialized. She thanks and humanizes another district's people. She gives another tribute a merciful death. She refuses to give up on the man she loves, repeatedly. Defying all sense and establishment.

That is rebellion, for the Districts. Love, loyalty, grief, kindness, mercy - they're all rebellious sentiments.

And romantic love is an integral part of that. Not the be all end all, but an intrinsic part. We see sisterhood with Prim, we see friendship with Rue and Finnick and Johanna (and Gale and Madge a little bit), we see mentorship and connection with Haymitch and Boggs, so of course we need the romantic angle with Peeta. Of course we need the dandelion that grows after the war, the dandelion that started it all through one act of kindness to the starving girl he loves.

This plot will deal with drug dealing and criminal activity !!

Freya moved to Treasure in 2008, when she was only around five years old and thus has mostly only ever thought of the town when referring to "home". But there are both advantages and disadvantages to living there. For one, all her neighbors and townspeople watched her grow up and thus know a lot about her, which means she has a harder time getting away with shit she isn't supposed to be doing.

But, everyone should also know that it doesn't deter her in any way shape or form.

She grew up to be rebellious and enjoy partying and is constantly throwing her own parties at the old mine, both as a way for the locals to let off steam and to start dealing product. If her father had anything to say about it, she would be locked up in a dorm room 24/7, but she's very good at keeping secrets and very good at talking her way out of perilous situations.

So for the past few months or so, she's been dealing for the local gang, The Greeks. She makes a good enough profit, at least, and she gets to keep some of it for her own use. Enter Michael - name used as a placeholder, please change upon taking the character. Freya has always been attracted to assholes. Cocky bastards who would probably treat her like shit if they ever got together in a relationship.

Michael, however, is different. He's closed-off, doesn't talk much, silently dangerous in his own way. This is most likely due to his past and whatnot. He also works for The Greeks, but is higher up for a ranking than just a simple dealer. And they're basically going to be drawn to each other but for entirely different reasons. She can be a lot at times, but ultimately she means well.

It's kind of like an "I can fix him" plot. Also only soft for her, semi-friends to lovers, forbidden love - because you can bet that her father will not approve.

People are so used to the idea that queer romantic relationships matter so little to the story til the point they will call romantic displays of affection and domesticity fan service in a character driven show, a show where the main queer relationship is THE plot.

Ed and stede having moments of affection and love is not fan service. You're making it sound like the show is pandering to the fans when this is literally just a continuation of the story, this is just the next level of their relationship, the next phase of the story.

To me calling it fan service is just diminishing the show and when you call it that, it just validates what people who completely missed the point of the show are saying.
