Flint, Michigan, has one of the [United States]'s highest rates of child poverty — something that got a lot of attention during the city's lead water crisis a decade ago. And a pediatrician who helped expose that lead problem has now launched a first-of-its-kind move to tackle poverty: giving every new mother $7,500 in cash aid over a year.
A baby's first year is crucial for development. It's also a time of peak poverty.
Flint's new cash transfer program, Rx Kids, starts during pregnancy. The first payment is $1,500 to encourage prenatal care. After delivery, mothers will get $500 a month over the baby's first year.
"What happens in that first year of life can really portend your entire life course trajectory. Your brain literally doubles in size in the first 12 months," says Hanna-Attisha, who's also a public health professor at Michigan State University.
A baby's birth is also a peak time for poverty. Being pregnant can force women to cut back hours or even lose a job. Then comes the double whammy cost of child care.
Research has found that stress from childhood poverty can harm a person's physical and mental health, brain development and performance in school. Infants and toddlers are more likely than older children to be put into foster care, for reasons that advocates say conflate neglect with poverty.
In Flint, where the child poverty rate is more than 50%, Hanna-Attisha says new moms are in a bind. "We just had a baby miss their 4-day-old appointment because mom had to go back to work at four days," she says...
Benefits of Cash Aid
Studies have found such payments reduce financial hardship and food insecurity and improve mental and physical health for both mothers and children.
The U.S. got a short-lived taste of that in 2021. Congress temporarily expanded the child tax credit, boosting payments and also sending them to the poorest families who had been excluded because they didn't make enough to qualify for the credit. Research found that families mostly spent the money on basic needs. The bigger tax credit improved families' finances and briefly cut the country's child poverty rate nearly in half.
"We saw food hardship dropped to the lowest level ever," Shaefer says. "And we saw credit scores actually go to the highest that they'd ever been in at the end of 2021."
Critics worried that the expanded credit would lead people to work less, but there was little evidence of that. Some said they used the extra money for child care so they could go to work.
As cash assistance in Flint ramps up, Shaefer will be tracking not just its impact on financial well-being, but how it affects the roughly 1,200 babies born in the city each year.
"We're going to see if expectant moms route into prenatal care earlier," he says. "Are they able to go more? And then we'll be able to look at birth outcomes," including birth weight and neonatal intensive care unit (NICU) admissions.
Since the pandemic, dozens of cash aid pilots have popped up across the nation. But unlike them, Rx Kids is not limited to lower-income households. It's universal, which means every new mom will get the same amount of money. "You pit people against each other when you draw that line in the sand and say, 'You don't need this, and you do,' " Shaefer says. It can also stigmatize families who get the aid, he says, as happened with traditional welfare...
So far, there's more than $43 million to keep the program going for three years. Funders include foundations, health insurance companies and the state of Michigan, which allocated a small part of its federal cash aid, known as Temporary Assistance for Needy Families.
Money can buy more time for bonding with a baby
Alana Turner can't believe her luck with Flint's new cash benefits. "I was just shocked because of the timing of it all," she says.
Turner is due soon with her second child, a girl. She lives with her aunt and her 4-year-old son, Ace. After he was born, her car broke down and she was seriously cash-strapped, negotiating over bill payments. This time, she hopes she won't have to choose between basic needs.
"Like, I shouldn't have to think about choosing between are the lights going to be on or am I going to make sure the car brakes are good," she says...
But since she'll be getting an unexpected $7,500 over the next year, Turner has a new goal. With her first child, she was back on the job in less than six weeks. Now, she hopes she'll be able to slow down and spend more time with her daughter.
"I don't want to sacrifice the time with my newborn like I had to for my son, if I don't have to," she says."

Just read that, in the early 18th century, labouring poor families living hand-to-mouth through a variety of casual, seasonal work, charity and a small amount of “parish relief” (“Poor Relief” in 18th century Britain was the the equivalent of social security, still primarily provided as “outdoor relief” in people’s own homes in that period, but paid on a local basis collected from the rates paid in each parish) were known as “living in the economy of makeshifts”.
And fucking hell, if that isn’t a far better description of the way so many people are living right now than “polywork” or any of the other cutesy euphemisms the right-wing press keep trying to trot out.

Page 1.  ---- (Canadian Press Despatch) Caughnawaga, Que., Feb. 3. - "Never before in the history of America have we, the proud Iroquois Indians of Caughnawaga [Kahnawá:ke], aborigines of this continent and wards of the nation, appealed to you, brothers and sisters of Canada," begins a statement appealing for unemployment relief funds, signed by members of the Caughnawaga Relief Fund Committee, and titled "The End of the Trail." 
"We appeal for mercy and charity funds to feed and clothe our - and you own - destitute people residing on our reserve,” the statement continues. "Advertising experts, leaders in their field, employ pictures of our people in various phases of life as symbols of endurance. This is logical; but even we, with our traditional powers of endurance, can no longer endure without your help the merciless exactions of the economic depression.   
"We have come to the end of the long quagmire trail. Exhausted in body and soul, gasping for breath, we stand collapsing at the brink of the great divide. Are you going to stand by and watch us and our children fall into the abyss of lost hope? Or will you, like good palefaces, extend a helping hand to our groping people.”
The appeal is nationwide, and is endorsed by several prominent Montrealers, a member of the Relief Committee said. About $25,000 is needed to tide over 2,700 families who, it is contended, are unable to live on relief extended by the Department of Indian Affairs.

Dolly Parton is an American singer-songwriter, actress, and philanthropist. With a career spanning over fifty years, Parton has been described as a country legend and has sold more than 100 million records worldwide, making her one of the best-selling music artists of all time. She has had 25 singles reach no. 1 on the Billboard country music charts, a record for a female artist (tied with Reba McEntire). She has 44 career Top 10 country albums, a record for any artist, and she has 110 career-charted singles over the past 40 years. She has composed over 3,000 songs. She has founded a number of charitable and philanthropic organizations, chief among them is the Dollywood Foundation, which manages a number of projects to bring education and poverty relief to East Tennessee where she grew up. In response to the COVID-19 pandemic, Parton donated $1 million towards research at Vanderbilt University Medical Center, which funded the critical early stages of development of the Moderna vaccine.
"Jolene" was released on October 15, 1973, as the first single and title track from her the thirteenth solo studio album Jolene, and became Parton's second solo number one single on the country charts. "Jolene" became Parton's first top ten hit song in the UK, reaching number seven in the UK Singles Chart in 1976. It also re-entered the chart when Parton performed at the Glastonbury festival in 2014.
According to Parton, the song was inspired by a red-headed bank clerk who flirted with her husband, Carl Dean, at his local bank branch around the time they were newly married. In an interview, she also revealed that Jolene's name and appearance are based on that of a young fan who came on stage for her autograph.
During an interview on The Bobby Bones Show in 2018, Parton revealed that she wrote "Jolene" on the same day that she wrote "I Will Always Love You".
"Jolene" was nominated for the Grammy Awards for Best Female Country Vocal Performance twice, in 1975 and 1976. The first nomination was for the original recording, and the second was for a live recording from the TV series In Concert. It did not win either time, but in 2017, a cover by the a cappella group Pentatonix which featured Parton as a guest singer won the Grammy Award for Best Country Duo/Group Performance.

Not you specifically, but your family – debt you weren’t aware of before you’re being cashed in to settle it.
You imagined several terrible things before the arrangement was explained to you. 
One of the sons needs a wife with a clean reputation. 
It’s a simple equation. You’re eligible, and he isn’t picky.
And though it leaves you in mourning for a life yet lived, it still comes with a sense of relief. It’s one of the better deals you could’ve gotten. At least you wouldn’t need to witness or partake in any crimes, nor act as a scapegoat for the likes either.
Besides… though you’ve yet to meet your fiancé, you’ve been explained that he only plans on treating you like a wife on and for the camera – that his tastes otherwise lie in the gentlemen’s lounge. 
All you ever have to do is smile. He isn’t interested in anything else.
That’s what you were told, and yet…
“It’s funny.” Your husband says after the wedding ceremony. 
You’re back at the mansion you’re meant to call home. The grounds are about twice the size of the block you come from. Marble, gold, and diamonds – it’s so outrageously excessive it’s shameless. 
“I was told your brothers run routes for us to make ends meet.” He continues, looking at you and the expression on your face as you stare up at the chandelier – it’s clear you’ve never seen anything like it. “Fuck, I mean, I can’t imagine risking my life and still end up needing to pick between food or rent at the end of the day.”
Your gaze falls down to him at that. 
Clad in lush wedding expense – white gown and silver tiara – you still stick out like a sore thumb. Something in the way it wears you and not the other way around. It’s obvious you’re uncomfortable with it all. It’s probably worth more than your family's ever owned.
He steps closer with a chuckle.
“Then, the poor suckers go and fuck up so bad they end up needing to sell their own sister.”
He spots your fists ball at your sides. But you keep your cool. Only a slight grimace curling your lips along a tiny furrow between your brows. It all smoothens into something else when he reaches out to grab your chin.
“What’s even more funny…” He tilts your face in his hand – jaded eyes assessing you like he’s found a coin on the ground. “You don’t look like street trash like I expected.”
Your frown returns, and you try pulling back – but he grabs your arm before you can.
Tsking, “Ah-ah – Remember,” His smile sharpens. “You’re property now. When I touch you, you let it happen.”
You weren’t that easily convinced. He bet you’ve had to fight off a lot of unwanted attention back where you come from. But he isn’t some back-alley thug. When he wants something, he expects it not only to be served on a silver platter but to be hand-fed to him with a silver spoon.
He pulls the gun out from behind him. Slotted in the band of his dress trousers, it had stayed hidden beneath the coverage of his suit jacket during the ceremony.
Your throat dries up, and any protests you had died of thirst along with it – eyes wide as you stare at the piece.
You can’t believe he’d carry that thing into a church with vows upon his lips – now pointing it at the very same wife he’d made those vows to. 
“Make me spend a single bullet, and your family will share the rest.” He taps the barrel’s mouth against the quiver of your lips. “I’d rather not it come to that. It’ll ruin the carpet…”  
You quiver, feeling weak with a shudder – your eyes slip closed with a shivering tear.
“Not to mention this…” He strokes the pitiful droplet off your cheek with the weapon while eyeing the way you quake with grinning eyes. “Pretty little body I’ve only just acquired.”
