(to) decree something means to decide or order that something must happen. when we "decree" the subconscious mind, it means that we give it an order, expecting it to be executed. in neville goddard‘s words, decreeing means to rise in consciousness to the naturalness of being the thing desired as the naturalness the thing desired will draw the manifestation of that desire onto you.
all about decreeing
you know that decreeing means to command. when we decree a thing, it will come to pass, meaning, it will manifest. since manifesting is all about what you are aware of and drawing onto you what you are conscious of in this given moment, decreeing is ever done in consciousness.
you don’t decree things to appear by affirming from a state of lack — in other words — you don’t decree from a place of being conscious of not having the thing desired. you have to first decree a thing and then get into the state of consciousness where you know that you already have what you desire!
you have always decreed what has appeared in your world. everything around you is a manifestation, a result of you decreeing. and you do this all the time! you automatically express what you are conscious of being, and often do this without realising — and very often without the use of words. remember, nothing has ever appeared in your reality without you decreeing that it should. even now, you are decreeing. you are commanding yourself to be and to possess what you are conscious of being and possessing.

everything in your life has been created, therefore consciously decreed by you. consciousness/imagination/awareness (call it what you want) creates reality. your entire physical reality — everything that is now surrounding you — is a product of whatever you have claimed in consciousness. you have manifested it by thinking, as thinking is done in consciousness. and decreeing is no different than thinking consciously.
if you want to change the way your current reality looks like, the only way to do so is to take your attention away from whatever seems so real to you and rise in consciousness to whoever you desire to be. you cannot serve "two masters", therefore taking your attention from one state of consciousness and placing it upon another means to die in the old state and to live in the new one.

The Power Of Decreeing
Can you decree something and make it happen? Absolutely!
Throughout history, man has been decreeing and manifesting things in his world, and he continues to do so as long as he is conscious of being human.
Everything that appears in your world is a result of your decrees, whether you realize it or not. This unchanging principle cannot be disproven.
But remember, your decrees are not made through mere words or empty affirmations. They are made in consciousness.
While everyone agrees that all things are made by God, there is disagreement about the identity of God. Different churches and priesthoods have varying opinions.
However, all the prophets were in complete agreement about the identity and nature of God.
Moses understood God to be man’s awareness of being, as he proclaimed, “I AM has sent me to you.” David sang in his psalms, “Be still and know that I AM God.” Isaiah declared, “I AM the Lord, and there is none else.”
The New Testament also reaffirms the awareness of being as God in numerous statements attributed to Jesus.
