I think the most pertinent, fundamental question to ask at this point is: How canon do we want to make the 1981 musical Cats by Andrew Lloyd Webber to Better Bones? Since you've done so fantastically well at fleshing out alternate but no-less-viable systems of belief, that door has been left wiiiide open. Stripped of the zany dance numbers and stage actors in copious makeup, you can't deny that the underlying Jellicle cat religion / Heavyside Layer wouldn't be out of place. Don't lie to us. Don't you dare.
We don't know when the musical takes place, but as for where, the Jellicle Cats and their religion are centralized in a junkyard somewhere in London. Depending on how far their area of influence extends, there could be a few cats in a sect or two of BloodClan who practice the faith of a land to the south, or otherwise believe in the existence of the Heavyside Layer. Or say, the junkyard is done away with in the late 90's and a diaspora of Jellicle Cats spreads across the land. Their descendants hope one day to make the pilgrimage for one last ball, and are invariably seen as Rather Offputting by everyone. (In-story it'd all amount to rare sequiturs from a nameless extra or two which increase in probability the further one heads south.)
Hey bonefall hey, do you think Skyclan has a word for this? It'd be a corruption of the English "dear little [cats], of which "Jellicle" is a romanization. How would you say Jellicle with Clanmew pronunciation?

If you're going to put the Jellicles in the BB Universe, you fucking BETTER be taking inspiration from the cancelled 1997 Steven Spielberg animated musical adaptation which places the cats in postwar London sometime circa 1945 and implied that the cats had heavily cultural emphasis on song, dance, and performance
Which btw would place Grizabella's Jellicle Ball pretty firmly in the Code Era of my adaptation (built around the canonical tidbit that Turtle Tail was hit by a Ford Model T meaning the Dawn Era was pre-war).
It would be before the main Warrior cast is born (Except Holly due to infamous Time Travel Shenanigans)-- but Jellicles, after all, were there when the Sphinx was built, so it's safe to assume they'd still be around in the future as a cultural group.
Really the biggest barrier is that they live in bloodbourne London. Too far southeast to communicate with Clan cats or even BloodClan, who are northwest. Park Cats are from further south, but no further south than Gloucestershire at most.
So, serious answer, they can absolutely be canon in this universe, or at the very least they can be slotted in easily. I built a brand new religion system exactly to accommodate the existence of multiple cultural groups and honor the afterlives of each.
In fact, Jellicles fit perfectly into it.
They have a heaven (Heavyside Layer) but no hell, exactly the way that a "vanilla" type religion can form on its own. Really there's just one question-- what's their leader power?
Old Deuteronomy...
Is said to have lived many lives in succession (possible continual reincarnation?)
May choose the next cat to ascend to the Heavyside Layer (immediate patronification?)
But at the same time, there are some cats who seem to display magical powers, akin to the Sister's power distribution system. Mr. Mistoffelees is one, able to perform simple magical tricks. As far as I remember, there are two.
Conjuration (Ability to change the location of an object in space)
Levitation
These both seem like versions of the same power, really. It makes sense, too, that culturally they would value agility to the point of veneration. It ties into dancing, avoiding cars and dogs, stealing things.
In any case though-- you begin to lose these sorts of abilities the further you go from a group, without some kind of token. The Sisters are the example I've written so far; Tree needs some kind of item in order to see ghosts when he's not near the rest of the Sisters. The Jellicles are also a pretty proud group, I can't see them making these "tokens" for any old wanderer.
So maybe there's just a few of them, and Macavity has one stolen?
hmmmm... Maybe those reincarnations have to do with who's supposed to Hold The Token, and Old Doot has basically been one of them for eons. Maybe Mistoffelees was the most recent reincarnation from the Jellicle Ball?
Anyway TL;DR yeah Jellicle cats can exist in Better Bones, they're just too far away to interact with Clan cats.

Born in Gorton, Manchester, on 3 January, 1942, John Edward Thaw, CBE, was an English actor, perhaps best remembered for his role as Chief Inspector Morse (adapted from the novels of Colin Dexter, by Zenith Productions for Central Independent Television; 1987 - 2000)
John grew up in Gorton and Burnage, his mother having left when he was seven. Thereafter, he attended the Ducie Technical High School for Boys, and later the Royal Academy of Dramatic Art (RADA).
Soon after leaving RADA, John  made his formal stage début in A Shred of Evidence, at the Liverpool Playhouse (his performance earning him a contract with the theatre). His first film role was opposite Tom Courtenay in the adaptation of The Loneliness of the Long Distance Runner (1962), and he also acted on-stage that year opposite Sir Laurence Olivier in Semi-Detached.
Thereafter, John appeared in several episodes of the BBC police series Z-Cars. Though it was his performances as the hard-bitten, tough-talking Flying Squad detective, Jack Regan, in The Sweeney (1975–1978), that established him as a major star in the United Kingdom.
John's final appearance as the opera-loving, crossword-solving Morse, was in The Remorseful Day; where, filmed in the grounds of Exeter College, Morse suffered a heart attack, and later died in the John Radcliffe Hospital.
John Thaw died on 21 February, 2002, seven weeks after his 60th birthday, the day after he signed a new contract with ITV. At the time of his death he was living at his country home, near the villages of Luckington and Sherston in Wiltshire.
He was cremated in a private service in Westerleigh, near Yate in South Gloucestershire. A memorial service was held on 4 September, 2002, at St Martin-in-the-Fields church in Trafalgar Square. The service was attended by 800 people, including: Charles, Prince of Wales (now His Majesty King Charles III), Richard Attenborough, Tom Courtenay and Cherie Blair.

A South Asian Magical family from Tamil Nadu, with known branches in the United Kingdom and Italy. The main branch in Tamil Nadu do not carry surnames but as a collective they refer to themselves as Nandhini's descendants or Aditya's descendants. The United Kingdom branch carries the surname Potter. There is little information on the Italian branch. Should the main branch members find themselves in need of a surname for whatever reason, they have their pick of either Nandhini, Aditya, or Potter.
They are known for their unique variant of Parseltongue, commonly known as Potter's Parseltongue in the western world, and their unique connection with snakes. Their estates are known to house an extremely rare type of Magical snake called the Lotus Eater cobra, which appears in their heraldry.
The British branch is also known for their contributions to the country's Potions field and their work in the Magical ceramics industry.
The title of the Head and Heir of the family is primarily passed down the female line but only in secret. In the eyes of the public and the law, they practice patrilineal primogeniture like most other families. This specifically stems from old survival tactics of their ancestors but in the present day, the practice is continued out of respect and fondness of tradition.
They are known to rarely marry outside their South Asian circles, if at all. Regulus Potter ne Black is the first person who is not of South Asian descent to have successfully married into the family.

An ancient and powerful family whose earliest ancestor has been said to have lived as early as pre-Islamic Arabia. According to their own members, the family donned the surname of Black because their ancestors survived and thrived in the shadows of great kingdoms and empires.
In the present time, it said that the House of Black is so massive that their influential reach spans from North Africa all the way to West Asia. Smaller branches have left Asia and Africa and have settled somewhere else in the globe. One of the most notable branches would be their British branch which consists of at least three sub-branches. They are primarily known for their natural talent and extensive knowledge and use of Mind Magic, as well as their open usage and mastery of the Dark Arts.
Despite their fame and influence, little is actually known about the House of Black as a whole. Individual branch seats, heads and members are known, but the House's main seat and head remain a mystery even to the most prolific information hunters in the underground market.
The family's British branch is considered to be one of the country's Sacred Twenty-Eight. The British branch as at least three known sub-branches. The head British branch is historically Egyptian while the other two known sub-branches are historically Levantine (Palestinian) and Persian. The British branch is also notable for their tradition of naming their members after various objects in the night sky, from constellations to stars to natural satellites.
Famously, they rejected Dark Lord Voldemort's offer of allegiance in his first campaign. Orion Black, the Head at the time, has been reported to have told him that their family has "seen more formidable and competent Dark Lords back in the day". However, the family also did not make any moves to stop the Dark Lord's campaign either.
Like the other pureblood families, they generally refused to marry non-purebloods.
Through marriage, they are connected to the Potter family, the Lestrange family, and the Malfoy family, among other families.

A French magical family who trace their origins back to Strasbourg, France and Rhineland-Palatinate, Germany. Historically and traditionally, they are a family of lawmakers, judges, and politicians. Their main branch in Strasbourg is noted to have a hand at shaping the French Magical Parliament to what it is today and members of the family continue to hold significant power in the Magical Parliament themselves.
This tradition continues with the British branch of the family. Armand Malfoy established himself as a pillar of the early Magical British community shortly after arriving in the country and receiving land and a title from King William I. His descendants would go on to become notable members of the governing bodies of the time. The family has produced a certain number of Chief Warlocks and a couple of Supreme Mugwump candidates.
The family has a fondness for establishing their family estates nearby rivers. The main family seat of Château de Port du Rhin is located near the River Rhine, while the British seat of Nadder Court is located near the River Nadder. They are also known for their mastery of water magic.
In the Dark Lord Voldemort's first campaign, Lucius Malfoy had joined the ranks of his Death Eaters but soon defected once his then-fiancee and current wife Narcissa Malfoy nee Black made him choose between her or the Dark Lord.
The Malfoy branch of the family was listed as part of the Sacred Twenty-Eight. Like the other pureblood families, they generally refused to marry non-purebloods.

Historically a Scottish Highlands Pureblood clan, the Weasleys used to be protectors of a Magical part of the Caledonian Forest before they were driven out of their ancestral home around the time when the local Pureblood clan leaders were forced to hand over their authority to the growing power of the British Ministry of Magic. The Weasleys' portion of the Caledonian Forest was handed over to wandmakers under the Ministry and the Weasleys themselves were forced to relocate further and further away from their ancestral home until they settled in Devon.
The Weasleys' current residence is in Ottery St Catchpole where many of their relatives have also settled. Though they don't have the same power and strength they used to have, they were able to smuggle some saplings from their ancestral home and they have been caring for the trees that grew from those saplings in the years since.
Their Magic is closely tied to the earth and the trees they take care of. Many of them eventually end up in careers where they work closely with wood (carpenters, carvers, broom makers, Quidditch players) or the earth and the creatures that dwell in and on the earth (agriculturists, all sorts of animal caretakers, etc.)
They are also known to have fairly large family units, with their main branch currently having seven children in the youngest generation.

Instinct
Rhys would not say he usually feels instincts. That is, instincts of the brotherly kind. 
Perhaps that is because he is one of the middle children, however. It just doesn’t seem to come as naturally to him.
Alasdair, he feels, nails it on the head every time. It’s almost freaky how fast he will get in touch with one of his younger siblings after something has happened, but… it is also testament to how much he cares, even if, most of the time, his phone call made out of concern results in an earful down the line. 
Conor, too, is pretty attentive. He likes to text regularly—more regularly than anyone else—and usually, he somehow manages to text at just the right time for a nice, full conversation to follow. Sometimes it’s the highlight of Rhys’ day.
But Rhys himself doesn’t seem to possess the same kind of sixth sense. He isn’t the brother who calls, who texts, who even writes. He tends to do his own thing and the others don’t mind it. He’ll call them if he wants to, but… never because he feels a tingle that tells him he needs to at random times. He’d hazard to say that it is the same for Arthur, as the youngest.
Which, as he drives over the Severn to enter England—South Gloucestershire—and heads northbound to get to Arthur’s Cotswolds home, seems to be a theory now under heavy scrutiny…
The thought weighs heavy on his mind all the way to Arthur's front door. He felt something that morning that told him, go to England, cross the border, just check in on him. And now he is. He’s parked carefully on the side of the road and, having spied his brother through the front room window, he’s relieved to see he’s actually there. 
He knocks. He takes one step back away from the thyme-coloured door and glances at the front bay window, briefly admires the wisteria that appears to be growing well, then returns to the door as he feet dragging footsteps.
When he hears a lock click and latch clank and lift, Rhys musters up a smile for his little brother and tries to prepare an excuse for his presence.
When Arthur opens the door and they look at each other, he realises that no excuse is needed. Arthur stares at him, a bit astounded to see him (understandable, considering Rhys decided against letting him know he was coming) but rather than asking, what are you doing at my front door? Arthur simply approaches, and gives Rhys a hug. 
His instincts, it seems, are not as mystical as thought…
Arthur clings to his clothes for only a few seconds more—seconds in which Rhys loosely returns the gesture, confused himself, but assures him, “I’m here. I’m right here…”—before he pulls away. 
He seems a bit worse for wear. His face is blotchy, he looks tired… and, perhaps the biggest tell-tale sign of all, he’s donning joggers and bed socks and a hoodie that is just a little too big for him. He’s trying to be cosy, trying to hide himself in clothing…
Rhys can see, now, that Arthur is upset over something. His drive has not been for nothing.
“Come on in,” the younger brother says. He stands aside to let Rhys pass, and then gently closes the front door behind them. Then he asks Rhys, who is sliding off his shoes, “Cuppa?” 
“That’d be lovely,” Rhys replies. “I’ll make ‘em though.”
He’s met by hesitance. “I can… I can do it, it’s fine,” Arthur tells him. 
“I know you can,” starts his response, “but I think you should get comfy on the sofa instead. Got biscuits?”
Arthur gives a meek smile. “‘Course I do,” he says. “Same place as always.”
Rhys nods, and makes sure Arthur heads back into the adjacent living room. A quick glance in the room reveals a box of tissues (and used tissues scattered around), a thick furry blanket pooled on the floor (probably from where Rhys disturbed him), and just terrible day-time television shows playing away on the screen. It’s a sight. It’s something Rhys, now that he’s there, can mend.
A cuppa, some custard creams, and a chat. That’s all he’ll need, he tells himself as he walks in the direction of the kitchen. That, and a nice hug. 
He smiles to himself. Maybe he’s not so bad at this big brother thing after all…
