Basically she is a failed attempt at creating a vessel for M.Bison and was only alive for a few seconds before dying. Her spirit ended up roaming around the shadaloo base where she would gain the idea that the world is just as cruel as the people working for shadaloo and thus gaining a hatred towards humanity. At some point a small chunk of Bison’s psycho powers is fused with her soul allowing her to freely roam around the world. She uses this as a way to punish humanity for their actions but soon realizes that not all humans are bad. She soon learns about the fortunate teller Rose whom she decides to try and find her. She manages to find her but Rose is badly wounded by an attack. Sarah tries desperately to help her but since she’s not physically there she is unable to. Rose is eventually rescued by someone but somehow a small chunk of her soul powers is infused within Sarah’s soul. Which awakens something within her and decides to be a sort of guardian angel who watches over those who were hurt by the actions of shadaloo.

She chose the name Sarah herself because she felt like it sounded nice.

At first she wasn’t ability to be seen by other people but when she was infused with psycho and soul powers it gave her the ability to be visible.

She wishes to be able to have a physical body.

Bison said that she was an early attempt but never specified how early of an attempt she was.

She’s not that good when it comes to other people’s names so she often uses nicknames for them (for example she refers to Juri as the “spider lady” and Vega as the “one with the mask and claw”.)
