MEXICO CITY, July 14 (Reuters) - A floating barrier of orange buoys put in the Rio Grande by the Texan government to hinder migrants crossing into the U.S. violates a water treaty and may encroach on Mexican territory, incoming Mexican Foreign Minister Alicia Barcena said on Friday.
"We have sent a diplomatic letter (to the U.S.) on 26 June because in reality what it is violating is the water treaty of 1944," Barcena told reporters in Mexico City, referring to the Mexican Water Treaty between the U.S. and Mexico that covers the use of water from the Colorado, Tijuana and Rio Grande rivers.
"We are sending a mission, a territorial inspection," Barcena added, "to see where the buoys are located... to carry out this topographical survey to verify that they do not cross into Mexican territory."
The U.S. State Department and the office of Texas Governor Greg Abbott did not immediately respond to requests for comment.
Barcena was named foreign minister last month but is still awaiting formal confirmation by Mexico's Senate.
On Friday, the Texan government said in a statement that it had this week begun installing the "new floating marine barriers along the Rio Grande River in Eagle Pass."
It said the buoys will "help deter illegal immigrants attempting to make the dangerous river crossing into Texas."
Many migrants have drowned trying to cross the river in recent years but some experts fear the buoys may only increase the risk of crossing.
Earlier this month, four migrants drowned in the Rio Grande. Last September nine migrants died and 37 were rescued as they tried to cross the rain-swollen river near Eagle Pass.

I am so impressed with my orange cat. I've been working with him on finding a good spot in my office where he will be comfortable and feel involved but not WALKING ON THINGS that he should not be walking on, and not stealing my new ergo chair because I need my chair.
The trick?
I got a blanket for him (a cute 100% cotton waffle-weave blanket from Ikea! Win-win for cheap price yet washable and looks nice) and put that blanket in my older office chair, and adjusted the arm rests reallllly low so he can use them as chin rests.
Now, after he has his lunch in the kitchen, he trots into the office, heads straight for His Office Chair, jumps in, circles around a few times, and then settles down for a purrfest before taking an afternoon lap.
Me? I can wheel his office chair close to mine so he feels Involved Managing(r) Important(tm) Work(c). When he gets into the "I'm cute? right? I'm soooo cute??" posture signaling that he needs belly rubs and chin rubs, no problem for me.
The only downside is that I have my main desk set up in a U-shaped "everything in reach" workzone and his chair blocks me in. Might need to move my desk and half-height set of storage drawers (and extra table top) forward a few inches to widen the U-gap but otherwise --- after so much struggle over who gets my chair, all has been solved WITH A WAFFLE WEAVE BLANKET.

But I agree, hydro archon fumbling so badly you HAVE to carry her. Although I doubt that was part of her plan. Her plan was to be taller than you so you couldn't make fun of her anymore. It failed horribly :)
So she makes you pick her up! New plan, become a hinderance and a hazard. There's a reason most of the hydro characters have healing abilities, it's because their archon is a dunce (affectionate)
