Is this courtship?
Danny is going to Gotham for his scholarship.
Good news! There's another halfa in the city, and he seems to be a good guy. Bad news: the nearest path to his university is through that halfta's haunt. He could take the long way around, but the costs would be more than his budget can handle, and he'd like to avoid dealing with a pissed-off Red Hood.
Hopefully the offerings will be enough to sate his annoyance (and help maybe, god that man has the most malnourished core he's ever seen).
Jason is getting incredibly confused over the strange gift baskets that keep appearing on his patrol routes.

Since I’ve been encouraged to actually share my funny little blorbo ideas here’s another one gang;
Danny moves to Gotham on scholarship for engineering, because the Fentons may be infamous but they’re also insanely brilliant and besides both he and Jazz are showing every sign of embarrassed child of a super genius syndrome, so while the bats are keeping a close eye on him Just In Case, duke is also thinking of introducing him to the Our Parents Are Maniacs But Anyway club maybe after the first month or so.
Gotham does not go for standard dorm living bc of his ‘condition’ and lack of wanting to constantly spook/gaslight a roommate. Besides, living with two small children is a dorm sounds like a disaster in action.
So Danny signs up as a mechanic in Crime Alley, buys himself a teeny weensy lil apartment and Makes It Work. He has been all year after showing up with a de aged Dani and Dan in Amnity after all, and that had gone,,, fine? (The entire town, observing how Danny had been getting increasingly more uncomfortable around his godfather prior to the cloning incident, then just dropped off the face of the earth for several months, the first two weeks stuck in Vlad’s basement enduring horrors and the next Too Many desperately fapping around in the Ghost Zone to get everything handled. All the clones live, all 13 of them. Bunch of them are stuck in the Ghost Zone due to constant need for ectoplasm, but eh, plenty of Zone born never leave, so. One, in the future, apprentices under a green warrior lady on Pandora’s suggestion, another is working in the Eternal Library with Ghost Writer, etc etc. so Danny eventually came back to Amnity with one small child under each arm very obviously traumatized by Somethingn with vlad and doesn’t like being alone with him,,, or touched without warning,, and immediately and passionately proclaims the kids his but struggles to explain how or why,, look some very reasonable assumptions are drawn okay. So the town does the very reasonable thing and does the midwestern equivilant of excommunicating Vlad, except it’s a lot more run him out with pitchforks vibes since he’s the Mayor. Anyway)
He is immediately loved, because while non Gothamites are usually more of a pain than they’re worth, everyone in a while someone even from out of town will just fit in so nicely it’s uncanny for everyone involved. Addams family vibes, it’s referred to as ‘making it home’, just personal hc. He is protective of all the kids playing in the parks and street girls that can totally take care of themselves on their corners but find it HILARIOUS when he just tackles a dick like a wild animal full force no warning. He can fix anything it seems, but refuses to work with weapons. Reasonable enough, people get twitchy about gangs sometimes. Danny mentions being not against Hood or anything, but he’s not going to work for him, littles to take care of and all, but had past experience with ‘Dora and that inheritance mess with her brother he was being a real prick about’ so everyone assumes it’s the equivilant of him having Done His Time and being plenty good for a life time and respects it as long as none of that petty midwestern small town hotshots bring any of that shit over here. And they don’t, because said individuals are on the other side of the mortal veil, so happy day.
See I really love deaged!Dan because he’s just a grumpy lil guy. But he’s also killed millions. He’s so protective of his loved ones, but held back by blending in and also being Smol that it comes off more bitey kitten than anything else. Dani, of course, is a terror, so she fits right in with the crowd.
And sorry gang, but a bunch of kids on their own in Gotham in a poor side of the city just isn’t going to get any attention: that’s just business as usual really. What first gets attention on Danny is not his ‘condition’ or being mistaken for a meta (which he legally probs has an argument for even without the gene bc like these bitches don’t know how metaism works anyway so) or alien (I’m 90% sure he’d be covered by the alien protection act by virtue of being half ‘not from earth’), but because Danny despite best efforts is a Weird Guy.
He grew up in what could only be described as a low level villain level and spent most of high school dealing with smack downs and spiritual invasion. He’s never really processed that any of that is not in fact Normal. Also, he’s capable of making Anything if given the insides of a toaster, blender and alarm clock, and could probably rewrite the circuits of the apartment blindfolded and improve them 1000% even if it ABSOLUTELY would not be up to code.
And sure, things slip every once in a while, bits of spectral ice here, small floating incident there, but everyone just Minds Their Buisness ya know? You really gunna mess with the guy that personally ensured that when your car got flattened by a fight with Killer Croc, you were still able to get in to work the next day by some wizardry? Really?
But Gotham is a city so cursed it’s probably in the exponents countwise, so of course there is a) a flourishing community of magic users and assorted supernatural weirdos and b) a whole lot of shit for Mega Overpowered Ghost King Danny to idly pick at day to day in order to help with his protecting other Obsession. Gotham has plenty of heroes, but by god do they need the spiritual equivilant of an electrician/priest.
Still, Danny, as a baby ancient under a facet of Kronos and KING OF THE DEAD is like, way, way out of their scope to be able to grok, so it mostly just comes off as you know, a family of banshees or something. When asked, Danny very haltingly says he was briefly dead but then revived, which neatly explains his Weird Ass aura and makes it SPECTACULARLY AWKWARD to ask further about. So everyone nods politely, and goes back to their lives after double checking no nefarious bullshit was being pulled.
Then, of course, Vlad finally tracks them down. The whole neighborhood is altered in short order because he doesn’t bother trying to hide being a Rich Bitch or how he’s sneering down his nose at people on the sidewalk. Every connects the dots when Danny paniks. Dani and Dan’s daycare are staffed with some extra, very buff set of hands within the hour. Jerry, Hood’s third in command, personally shows up to the garage Danny is working at to talk things out with him bc he knows he does t like the deal with this stuff due to past unspecified circumstances but well, they guys had already started fucking with him, you see. Stole his tires, spray painted the windows, pickpocketed him blind, and when he retreated tipped off the police to the drugs they’d planted in the glove box.
Danny might not have been born in Gotham, but he was one of them. And the Alley takes care of it own.

So, this is a very interesting take on a probable AU where Jason goes non-killing.
I'm not sure how I feel about the "talia introduces him to..." because it's almost becomes her responsibility from a story perspective. But I do love an idea of "jason doesn't kill because he finds another way" because as @tumblingxelian recently noted: Jason is utilitarian about crime and vigilantism. If he sees a better way you bet he's taking it.
I would say a better divergence point would have been - Joker's dead before Jason's murdertour is over. Black Mask, for example, stays dead. And those particular problems are solved. Everything else is more manageable.
I also love how this would actually give space to explore, really dive into and help Jason rediscover his childhood connections. You bet Dana "Organizer of the Neighborhood Watch in Joker War" Harlow and Gabbie "Helping Other Kids in Need However She Can" Christensen would be all into helping the community to organize, unionize, mutual aid etc, etc. It would be not only Crime Alley but Hills, Bowery, other areas in need. Heck, maybe they are the ones who get Jason into it! Say, Jason does visit them when he comes into Gotham, he sees what they're doing, and he's like: how can I help?
Btw he doesn't even need to become a part of Batfam since he's non-killing. I think he still would keep the options open. There are situations where no other means work, so that's how he is going to solve the issues. Remember Eugene for example? He did not feel any regret of putting him down (he compares him to a mad dog, emnip), but he does explain that no other options were open due to corruption within police and political circles that made that particular child slave ring possible.
And you know what? Enter Max Dawkins! I don't know why exactly, but I hc him as a really good lawyer, and having him on his side would just be a good idea when you're going after corrupt police/authorities. (and also how they fridged him in Truth and Justice was an injustice; I want to rework it; if, say, Jason was on time saving Numbers, he's on time saving Max, okay??? okay. glad we cleared that up)
You don't need to kill people if you can legit get them fired or jailed.
Denise, as a journalist, could work on promoting the network and shining the light on real problems in Gotham.
Numbers can do - MATH STUFF idk. he's the big data wizard who was employed by US military for off the books ops, and by Gotham crime bosses. Let him use his power for good.
Tl;dr through the power of friendship and anarchism Jason Todd becomes a non-killing - no, non-violent (situation permitting) - member of Gotham community and all is well.
P.S. in case Black Mask is dead, Orpheus IS ALIVE and thus Jason doesn't need to become crime lord.
I have mixed feelings about Orpheus being made by Batman take over Hills but I need to reread it to get a better grip on the story. But basically, yeah, I have a feeling that if he's alive, Jason wouldn't become Red Hood one way or another.

Do you have headcanons about AK!Jason?
The thing that I love about AK Jason and that is unique to that interpretation of him, is his position as a leader of the large-scale Militia. I have said it before, but for some reason Dick and Tim always get credit for being these amazing leaders but they are really not IMO? Dick in particular is an amazing strategist, has experience and charisma, and has moments of kindness and a strong moral compass, but he is an ASSHOLE. He is a jerk with a temper that he takes out on people around him who don’t deserve it. Tim also is constantly underestimating his allies in my experience, and doesn’t trust anyone to do much of anything but follow his orders. He treats everyone like they are incompetent. As far as leaders go, they are really just ‘okay’ ones. What they are good at is strategy, keeping a clear head in emergencies and ordering people around, it’s not the same as leading, per se.
With Jason, especially AK Jason, he seems to actually be a GOOD leader. Yes, he’s good at the same things Dick and Tim are: strategy, calm, ordering people around, charisma. He is just as good at that as them. But he is also the real 'A Father To His Men’ type (despite some of his men being old enough to be his father.) He takes care of his people and has patience and understanding for them and their circumstances. He doesn’t take out his anger on others. He trusts them to do their jobs, makes allowances for things outside of their control. If you listen to the convos of the militia in the game, he recruited people personally, saved them from depressive episodes of PTSD, empathizes with them. Jason is a very good leader. 
I HC that he does so many things for them, tried to help anyone who had issues, anyone who was receptive to aid, taught them all personally. He anonymously sent flowers and gifts to their ladies when they had kids, paid medical bills or tuition for their families, allowed them time off for emergencies without issues, made sure no one was going without. He had difficulty showing his feelings outright, so not everyone of his people realizes how kind and attached he is to them. He tries to stay aloof, but he’s certainly never hurt any of them or taken out his anger on them, or yelled at them when they didn’t truly mess up. He is always fair. One good thing about taking them against Batman, he knows Batman doesn’t kill and they’ve all got better training than the common thugs of rogues, so their Gotham operation was relatively safe for them. He didn’t expect to lose anyone. When he did lose a few, to accidents our thugs, he’d sit in his office alone in silent tears, branding their names on his heart.
I like the idea that a large contingent of the militia is extremely loyal to him, beyond their pay checks. If the Arkham Knight called them, they’d show, no questions asked. He doesn’t even realize he’s so popular, and when he went down, a huge swathe of his people just left. They didn’t trust Scarecrow or Deathstroke, and this had become about more than money for a lot of them. They had wanted to make the Knight’s vengeance come true, but without him their was no point. Some of them left for other military groups, others to do something else entirely, some actually stayed in Gotham and went about lives as civilians or thugs of rogues. When they realized Red Hood was the Knight, those in Gotham immediately banded together to start the Red Hood gang and some even moved to Gotham specifically to join. Mostly they policed crime alley, Jason’s turf, were a network of information about criminals and tried to act as back-up. Jason wasn’t happy about this, of course. Rogues and mobsters weren’t batman, they wouldn’t hold back, they would kill and despite their training the Red Hood gang weren’t exactly Robin, over here. He told them many times to cease and desist. They didn’t listen. And it both touched and terrified him that he inspired that in them.

I think my answer would depend pretty heavily on whether Jason’s life gets any better or not-- specifically his mental health-- and I don’t know if that’s going to be the case. It would happen if I was in charge of things, but regrettably I am not.
Things as they are, Jason’s association with Bruce has been pretty terrible for him. The death/resurrection thing was traumatic on both ends, and then you got his estrangement from his family, all of the stuff with the League of Assassins, and now he’s killed a lot of people.
If Bruce hadn’t found him, we don’t know what would have happened, but I would assume four years in the foster care system and then... who knows.
The problem is that Jason was pretty messed up before Bruce got ahold of him, so I can’t say with any certainty that things would have worked out for him if he hadn’t gone with Bruce. I can pretty definitely say that it wouldn’t have involved dying and coming back to life, but I can’t say it would be fun. 
And even though Jason is doing really badly now, he’s very young in the grand scheme of things. If he can get to a better place that still involves Bruce, we potentially could be looking at decades of good stuff that ends up outweighing the bad. 
But for now, he personally probably would have been better off without Bruce. Of course, if that was the case, a lot of other people would be dead and/or worse off, but that’s not really the question here.

Oh boy that’s a complicated question
As a kid, I think Tim was highly idealistic and very eager to help. He was (and is) super smart, compassionate, and self-sacrificing... the problem being that if you continually sacrifice yourself, bad things tend to happen.
Tim volunteered to become Robin because he thought that Bruce needed him. Since that point, Tim has lost a whole lot of people: his birth parents, several of his siblings, and a lot of his closest friends (Bruce and Dick were fake-dead, Damian died, Cass died twice but both times very briefly, Bart, Stephanie, Kon).
All of that death (plus the trauma of 18086403658 near-death experiences and witnessing crime up close on a daily basis) has made Tim into a different person now than he was at the beginning. To quote Tam Fox, “Tim Drake is the saddest person I’ve eve met.” To quote Tim, “I grew up.”
Most of those people came back, but that doesn’t really fix things.
Grief is a big part of it-- so is this sort of exhaustion that makes Tim a little bit more likely to break rules than the others. His gray area is bigger. He’s a lot like Bruce in that he can be pretty calculating, and sometimes he isolates himself.
Even so, Tim has a lot of meaningful relationships (see above), and he never completely lost his nerdy-ass sense of humor or his empathy. Losing his birth parents was bad, but he did gain a new family, and that’s been good for him. His biggest motivation is still to help other people, and he’s great at it.
