Ukraine's European supporters will use profits on frozen Russian assets to finance arms purchases for Kyiv, German Chancellor Olaf Scholz said on March 15 following a meeting with his French and Polish counterparts in Berlin. Scholz, French President Emmanuel Macron, and Polish Prime Minister Donald Tusk reaffirmed their support for Ukraine at the meeting. Scholz told a joint news conference afterward that the “windfall” profits from Russian assets frozen in Europe would support arms purchases. European support has become increasingly key as U.S. President Joe Biden has been unable to get a big Ukraine aid package through Congress.
Remember how Trump said that Mexico would pay for his cheesy border wall? Instead, Mexicans are now laughing at how easy it is to cut holes in it and and how portions of it collapsed during a storm.
France, Germany, and Poland really are going to use Russian money to arm Ukraine. Somebody should create a simple logo to be placed on ammunition and weapons systems for Ukraine purchased with Russian money.
ICYMI: Though not with Russian money, the Czech Republic is leading an initiative to purchase ammunition for Ukraine.
Ammunition bought under Czech initiative could reach Ukraine in June
In February, the Czech Republic proposed to buy ammunition for Ukraine from third countries in response to the EU’s lack of ammunition production capacity. Since then, it has received support from several European countries willing to finance the purchases. “The purpose of our initiative is to source ammunition on world markets, arrange financing and coordinate delivery to Ukraine,” Czech Prime Minister Petr Fiala said on Tuesday (12 March) at the conference ‘Our Security Cannot Be Taken for Granted,’ organised to mark the 25th anniversary of Czech NATO membership. So far, over 15 countries have pledged funding for the ammunition. These include Belgium, the Netherlands, Germany, France and Norway, as well as non-European allies such as Canada. While the Czech Republic identifies available ammunition worldwide, other countries provide the necessary funding. The Czech Republic will then coordinate delivery to Ukrainian battlefields. According to Fiala, the purchase of 300,000 rounds has been confirmed and a further 200,000 have been pledged. The aim is to deliver the ammunition to Ukraine this year. [ ... ] The promised money has to come, and the contracts must be made,” Pojar said. “At the point when the contract is concluded, it will take several weeks to get it (the ammunition) to Ukraine.” “From June onwards, supplies could flow,” he added. Pojar refused to reveal the origin of the ammunition, saying that the initiative was looking for ammunition worldwide “wherever it is available at a reasonable price and of reasonable quality.”

The media close to the Elysee Palace published the full text of the conversation between Macron and Putin, which took place a few days before the start of the full-scale invasion of Russian troops into Ukraine.
Emmanuel Macron: Since our last conversation, tension has continued to rise, and you know of my commitment and determination to continue the dialogue. I would like you to first give me your vision of the situation and perhaps tell me quite directly, as we both do, what your intentions are. And then I would like to try to see if there are any other useful actions that can be taken and make some suggestions.
Vladimir Putin: What can I say? You yourself see what is happening. You and Chancellor Scholz told me that Zelensky is ready to make a move, that he has prepared a draft law on the implementation of the Minsk agreements. [...] In fact, our esteemed colleague, Mr. Zelenskyi, does nothing. He is lying to you. [...] I don't know if you heard his statement yesterday, in which he said that Ukraine should get access to nuclear weapons. I also heard your comments at the press conference in Kyiv on February 8. You said that the Minsk agreements should be revised, and I quote, "so that they become applicable.
(Macron's advisers: "No, he didn't say that", "I will tell him not to enter into a detailed discussion with him").
[EM]: Vladimir, first of all, I never said that the Minsk agreements should be revised. I never said this either in Berlin, or in Kyiv, or in Paris. I said that they must be enforced, that the agreements must be kept, and I do not have the same vision of the last days as you do.
[VP]: Listen, Emmanuel, I don't understand what problems you have with the separatists. At least they, at our request, did everything necessary to start a constructive dialogue with the Ukrainian authorities.
[EM]: Regarding what you said, Vladimir, I have a few comments. First of all, the Minsk agreements are a dialogue with you, you are absolutely right. In this context, the basis of the discussion should not be the text submitted by the separatists. Therefore, when your negotiator tries to force the Ukrainians to negotiate on the basis of the "road maps" of the separatists, he does not adhere to the Minsk agreements. It is not the separatists who will make proposals regarding the laws of Ukraine!
[VP]: Of course, we have a completely different view of the situation. During our last meeting, I reminded you and even read articles 9, 11 and 12 of the Minsk agreements.
[EM]: They are right in front of my eyes! It is clearly written that the government of Ukraine - paragraph 9 and further - puts forward proposals, and that this is done within the framework of consultations and with the agreement of representatives of certain districts of Donetsk and Luhansk regions within the framework of a tripartite contact group. This is exactly what we propose to do. So I don't know where your lawyer studied law (Macron's adviser smiles). I just look at the texts and try to apply them! And I don't know which lawyer can tell you that in a sovereign country, separatist groups propose draft laws, not democratically elected governments.
[VP]: (in a harsh and irritated tone) This is not a democratically elected government. They came to power as a result of a coup, people were burned alive, it was a bloody massacre, and Zelensky is one of those who is responsible for it.
Listen to me carefully: the principle of dialogue is to consider the interests of the other side. There are offers; the separatists, as you call them, handed them over to the Ukrainians, but did not receive any response. Where is the dialogue here?
[EM]: Well, because, as I just told you, we don’t care about the separatists' proposals. What we demand from them is that they respond to the proposals of the Ukrainians, and we must act in this direction, because that is the right! What you just said, in a way, calls into question your own willingness to abide by the Minsk agreements if you believe you are dealing with an illegitimate and terrorist government.
[VP]: (Very very annoyed) Listen to me carefully. did you hear me I repeat, the separatists, as you call them, reacted to the proposals of the Ukrainian authorities. They responded, but the same authorities did not take any action.
[EM]: Then let's put it this way: Based on their response to the Ukrainian proposals, I propose to all parties to meet within the framework of a contact group to continue moving forward. We can invite them right away tomorrow to get the job done and demand that no party involved engage in "empty chair politics." However, during the last two days, the separatists did not want to participate in this discussion. I intend to demand this from Zelensky immediately after our conversation. Do we agree on this issue? If they agree, I will connect him tomorrow and demand to make an appointment.
[VP]: Therefore, in order to reach an agreement, as soon as we hang up the phone, I will study these proposals. However, it was necessary to put pressure on the Ukrainians from the very beginning, but no one wanted to do it.
[EM]: No, I do everything I can to push them, and you know it very well.
[VP]: I know, but unfortunately it is ineffective.
[EM]: I need you to help me a little bit (sly tone). The situation on the contact line is very tense. I really urged Zelensky to calm down yesterday. I'm going to tell him again, calm down everybody, calm down [the people] on social media, calm down the Armed Forces. But I also believe that you can really call your previously deployed armed forces to rest. There was a lot of shelling yesterday. If you want to give dialogue a chance, you have to calm down the actions in the region. How do you see the future of military exercises [in Belarus]
[VP] They are going according to the plan.
[EM]: So they end today, huh?
[VP]: Yes, probably tonight, but we will probably maintain a military presence on the border until the situation in Donbas calms down. Discussions will begin after consultations with the ministries of defense and foreign affairs.
[EM]: Sure. Vladimir, I tell you very sincerely, for me, resuming discussions in calm conditions and avoiding tension is an absolutely priority condition. And what's more important to me - and I really ask you for this - that we take the situation under control. This is the first and most important thing. And I'm counting on you a lot. Do not succumb to any provocations in the coming hours and days.
I would like to make two very specific suggestions to you. The first is to arrange a meeting between you and President Biden in Geneva in the coming days. I spoke to him on Friday night and asked him if I could make you this offer. He asked to tell you that he was ready. President Biden also thought about the ways of stable de-escalation of the situation in such a way as to take into account your demands and very clearly resolve the issue of NATO and Ukraine. Give me a date that suits you.
[VP]: Thank you very much, Emmanuel. It is always a great pleasure and honor for me to communicate with your European colleagues, as well as with the United States. And I am always pleased to communicate with you, because we have a relationship of trust. Therefore, Emmanuel, I suggest you do the opposite. First of all, you need to prepare this meeting in advance. Only after that we will be able to talk, because if we come just like that, to talk about everything and nothing, we will be reprimanded again.
[EM]: But can we say today, now, after this conversation, that we agree in principle? I would like to get a clear answer to this question from you. I understand your reticence about the date, but are you willing to take a step forward and say right today, "I want to meet the Americans first, and then expand the membership to the Europeans." In the 1980s, we took to the streets with the slogan "Make peace without weapons!" Nowadays, it's "We need more guns to keep the peace." Swords to plowshares was yesterday. A beautiful dream from which we wake up startled because a few despots on this planet apparently had a too small shovel in their sandbox. Or a too small penis in their pants. "Geostrategic interests" is the name of the game. The laughter gets stuck in your throat there.
Welcome to a new age of the arms race. Current lowlight: President Emanuel Macron announces that he will invest almost 700 billion in France's military by the end of this decade. Among other things, in aircraft carriers and - watch out! - nuclear weapons. Because "nuclear deterrence (is) an element that distinguishes France from other countries in Europe." So do baguettes and croissants. But they are much more digestible. And, "We see again, in analyzing the war in Ukraine, their high importance." Ooph...
Good News of the Week:
The global community faces a series of interlinked crises. As this year's Global Risks Report explained, a polycrisis. As the summary of the 53rd World Economic Forum in Davos puts it: "The scale of the challenge, the sense of urgency, and the importance of collaboration was a thread that linked all the discussions this week, whether on Ukraine, the climate crises, supply chains, technology and innovation, health, the economy and so much more." In his closing statement, WEF President Børge Brende therefore also says that "in an uncertain and challenging time, one thing is clear: We can shape a more resilient, sustainable and equitable future, but the only way to do so is together."
For years, the Swiss event has been as a gathering of global elites who, far removed from the everyday lives of ordinary citizens of the world, worshipped the capitalist El Dorado of globalization. That is increasingly changing, even if not everyone has realized it yet. For example, German Chancellor Olaf Scholz, who used his appearance there as an advertisement for Germany as a business location instead of showing internationally long-awaited leadership in crisis management. This year's motto was "Cooperation in a fragmented World", which explicitly does not only mean economic cooperation.
WEF founder Klaus Schwab published the book "The Great Reset" a good two years ago. Conspiracy theorists (mis)understand the positions in it as evidence that a non-transparent neoliberal club is reaching for authoritarian world domination. In fact, it is exactly the opposite: in a disruptive age, the only viable perspective for the global community is to reorient the economy and society. Toward sustainability and social balance instead of profit maximization regardless its downsides.
Once again, it is UN Secretary-General António Guterres who puts it in a nutshell: "There are no perfect solutions in a perfect storm. But we can work to control the damage and seize opportunities. Now more than ever, it's time to forge the pathways to cooperation." Guterres apparently not only has better speechwriters, but also a clearer compass than Scholz. If the physical meeting of global decision-makers in appropriately placarded venues can also be understood as rallying behind the idea in terms of economic policy and aligning their future decisions and actions with it, the world can not only weather the polycrisis, but perhaps even emerge stronger. I hope I'm not being too naive here.
Personal happy moment of the week:
Winter has come after all. Which we enjoyed yesterday on a hike with friends around the Eibsee at the foot of the Zugspitze. As well as with the best pasta I've eaten in a long time. That's how a weekend has to be.
I couldn't care less...
...that French people see it as state overreach that the retirement age is to be raised moderately to 64. In Germany, we are already at 67, and even that will not be affordable in view of the baby boomers who will soon reach that age. To put it another way: the more years you work in the future, the fewer years you will spend in old-age poverty.
As I write this...
...I hope for the better: Today, according to the Chinese calendar, the Year of the Water Bunny begins. A year of hope, as it is called. We can all certainly use that.

What sounds like Joe Manchin is an official pronouncement with which the energy company RWE - that's right: which is currently demolishing Lützerath - has defended itself in court against accepting responsibility for climate change. In 2006!
RWE is the largest producer of carbon dioxide in Europe. And in the next few years, it will earn about half a billion euros a year from coal alone, according to estimates by analysts such as Guido Hoymann, an expert on energy suppliers from Bankhaus Metzler. So money should be there when, hopefully, large-scale lawsuits are finally filed because fossil fuel companies have not only ruined the climate, but also lied about the consequences against their better judgment. The tobacco and fast food producers can sing a song about this.

After PM hopeful Liz Truss’ curt ‘the jury is out’ response as to whether or not the UK can trust their closest neighbours, it seems she’s already disliked by her peers, and we don’t even know if she’ll even become prime minister yet.
Smiling and waving for the crowds, basking in the applause, and ultimately taking the fall when Tory corruption comes to bite, Liz Truss seems to be the mindless puppet they’ve been waiting for. No wonder she’s the bookie’s favourite.
