First thought - "star spirit form, but vaguely mermaid'ish". His actual self is the little star at the tip of the tail. Like a comet's tail. Haha. Think of the humanoid body as a Stepan Universalniy type of projection from a smaller thang.

The alternatives were either him getting one of those wooden toy fish tails (maybe an attempted "upgrade" for him to move in water easier?), or just a full-on species change into Generic Mermaid #630.
