the point of croizer ordering hickey lashed "as a boy" was to show that croizer can be cruel and petty when drunk. that he's not fit to lead if he's like this. that he's a flawed person.
we as an audience are supposed to be like 'wait a minute. this humiliation of hickey is for croizer's own personal gain. he's getting his revenge.'
we're supposed to be grossed out and uncomfortable about how much this scene looks like a gang r/ape scene. that croizer wants to put hickey through having his behind torn open in front of the men, make him sob, and cry like that while others are watching.
sure, there is an aspect of discipline to it, but more than anything. it's about croizer's feelings against hickey, and not about a captain having to find a suitable punishment for a petty officer who broke multiple articles. because if it had been the latter, then 30 lashes to the back would've been enough.
