Theory: The Clone X was not Cody like some people think or even Fives (I know he's been dead for a very long time but so was Boba Fett and look where we are. Plus, Echo was supposed to be certainly dead too; making him Winter Soldier-esque storyline wouldn't be that surprising) or not even Slick.

((Also, now that we've seen his face devoid of any tattoos or scars I think first two takes are definitely not applicable anymore; they wouldn't put that much effort to make him unrecognizable))

Back to the point: In my opinion, The Clone X was none other than...

Fox.

Now let me explain.

Who else, other than X, was loyal to the law and justice dictated by it over any moral or ethic code?

Fox.

Who else was portrayed with such single-minded focus on hunting down traitors of the government he served, regardless of what it was?

Fox.

Who else could know not only Coruscant so well but also identify Rex like they knew each other?

He already was a remarkably successful tracker of traitors, why not make him more efficient by pointing them out for him?

Good soldiers follow orders, after all.

HTTYD 1:

Elder is 15 and Younger is almost 10. Younger is wearing hand-me downs from Elder, and the shirt is still a bit big on him.

R/DoB:

Elder is 16 and Younger is 10. Same outfits from above except Elder's left pant leg has been modified for his prosthetic.

RTTE:

Elder is 18 and Younger is 12. Elder wears red now, along with leather armor. Younger is wearing a dragonscale tunic and the golden bracelet, as well as the Ticking-Thing around his neck.

HTTYD 2:

Elder is 20 and Younger is 14. Elder wears a flight suit and Younger wears a matching one. Younger is growing his hair out and wears it in a short braid.

Book 9:

Elder is almost 21 and Younger is 14. Elder is chief now and wears brown casual wear with armor from the 3rd movie. Younger wears a full dragonscale suit with a short waistcoat (an outfit all warriors-in-training wear to Flashburn's School of Swordfighting)

Book 10:

Elder is 21 and Younger is almost 15. Elder is in Prison Darkheart and wears faded, threadbare clothes, and his metal prosthetic has been swapped for a simple wooden peg. Younger is still wearing the dragonscale suit, but more ragged. His bracelet and Ticking-Thing are swapped for the lobster claw necklace. Elder's hair has grown longer and Younger has cut his hair shorter. They're both branded with the dragonmark.

Books 11-12:

Elder is still 21 and Younger is still almost 15. Elder wears his full set of dragonscale armor from the third movie. Younger is wearing Snotlout's clothes. They're big on him.

Final:

Elder is 21 and Younger is 15. Elder is wearing his causal wear from the third movie without the armor. Younger is wearing Elder's green shirt from the first movie. He's finally grown into it :)
