These fish, like other garden eels, pretty much live their whole lives in their burrows. A garden eel digs its burrow tail-first, and secretes mucus to glue the grains of sand at the sides together, and after that they're all set! They feed on plankton, so large groups of splendid garden eels can often be seen facing the same direction, towards the current.
It's pretty rare to see footage of garden eels burrowing but twitter user @ ZEnMyNRVXreM4tP managed to catch an awesome shot of them in their pretty cartoonish motions. I've seen only one other video of it before, at least that I liked, from youtube (link to that video) so this is a spectacle!

Each eel has their own burrow within a colony of several hundred. Poking above the sea floor, these tiny tubular animals can look like seagrass to predators. They can measure up to almost 16 inches long, and are about as wide as a drinking straw, but because of their skittish nature, they rarely extend above the sand beyond a couple inches. When they do extend, it’s to catch drifting zooplankton to have as a meal, then they retreat back into their holes.
Spotted garden eels are pelagic spawners: they releases fertilized eggs into water; the eggs float near the surface until hatched.
Juvenile Spotted garden eels are entirely black.

Eels actually have poisonous blood! This obviously discourages any predators from eating them, but the toxic protein in the blood can actually be destroyed via cooking.
