As I've gone over the Water 7 saga I've seen a wide variety of opinions on Usopp's character arc, including people who believe that he didn't need to apologize. Whether you agree with how Oda handled it or not, Oda has identified Usopp's pride as his primary flaw he needs to overcome.
Pride isn't explicitly mentioned outside the title, but waaaay back on Syrup Village when Usopp first met Luffy, he self-identified as a prideful man. This is literally one of the first things we learn about Usopp, outside the fact that he's a liar, so it's clearly being pegged as one of his primary traits

This isn't necessarily a negative thing--lots of One Piece characters have pride in some aspect of themselves or other--but it manifests in Usopp refusing to admit his mistakes and apologize for them until it's almost too late. His problem isn't that he screwed up, it's that he's refusing to own up.

The Kinslayer Couple
Summary: The ground falls out from beneath Valaena Velaryon’s feet within the span of a week. The week begins with the death of her grandsire, making her mother queen and her Princess of Dragonstone. It ends with the death of her brother Lucerys at the hands of her husband, Aemond Targaryen. From there, Valaena embarks on a perilous journey to win a war against her own kin, forced to discern who are friends and who are foes on both sides of the conflict.
Chapter Twenty-Three: Gray Satin

Upon the discovery of Hugh Hammer’s and Ulf White’s deaths in Flea Bottom, a revelation which rocked the Red Keep, Jacaerys sends a brief notice to his sister. Two days later, his betrothed arrives in King’s Landing, intent on claiming one of the fallen dragonriders’ mounts.
Rhaenyra, approving of the idea, sends Jacaerys and Aegon along with Baela, bidding they try for the dragons, as well. In the castle yard, Joffrey begs Jacaerys to permit him to join them, tugging on his arm with his round face shining up at him. Guiltily, Jacaerys refuses, stating that there is no need as he has Tyraxes. Joffrey shuffles away, dejected, as Jacaerys stifles a frown and climbs into the carriage after Aegon.
At the Dragonpit, Aegon is timid around both Vermithor and Silverwing, not daring to come closer than a few yards to either beast. Jacaerys makes a lackluster attempt to claim Vermithor, but as soon as the old dragon’s hackles rise, he retreats. He would rather not burn for the chance to claim a dragon, certainly not when Vermax is so recent in his memory.
Baela is fearless as she approaches Silverwing and not hesitant in the least. It is this boldness, he thinks, which lends to her success. Silverwing bows her head and extends one winged arm, and Baela practically scrambles up her back. Her smile gleams like her new mount’s silver scales as the beast treads out of the Dragonpit, and even amidst the ache that has lived in his soul since this war started, he feels his heart warm with hers.
Rhaenyra treats Baela to a feast upon her return from her victory lap in the sky. She commends her on her bravery, and a dozen lords toast Baela the Brave. A score of fat, roast quails are served. Jacaerys picks at his, his stomach roiling from emptiness and regret as he watches its mostly intact carcass be carried away at the end of the night.
The next morning, Baela suggests they marry forthwith, and he refuses anew. She asks him why, fixing him with a hard, unhappy stare. When he gives no answer, she leaves him and returns to Dragonstone. He swallows his sense of dread and guilt, swirling low in his gut, for having disappointed her yet again.
In the afternoon, a short riot erupts near the harbor, crushed by the City Watch but not forgotten. There is another the next day. A skirmish a week later. After a fortnight, Celtigar decrees that traitors, rebels, and murderers will be beheaded in the Dragonpit, and their corpses fed to the queen’s dragons, with the cost of three pennies to witness the fates of such evil men. The next moon is mostly quiet. 
In its midst, a peasant woman with long, black hair arrives from the riverlands, praying for an audience with the queen. Jacaerys thinks nothing of her until the request is granted. Later that evening, he finds Rhaenyra staring out at the sea, the turmoil of the bay’s waters reflected in her eyes.
The following evening, the strange woman meets with his mother again, alongside Celtigar and the Manderly brothers. Late in the night, a guard discovers a maidservant impaled on the spikes beneath Maegor’s Holdfast. When Jacaerys raises the matter, Rhaenyra seems unconcerned, inexplicably believing the woman to have slipped when cleaning the windows.
Within a week, she dismisses Addam from his post in the Dragonpit, invoking resentment from Corlys. Her Hand complains of the disfavor shown to his grandson after all the loyalty the boy has shown his queen throughout this war, but Rhaenyra brushes him off. The war is near over, she reasons, let the dragonseeds be returned to Driftmark. Jacaerys has to persuade his grandsire from joining Addam himself.
The next edict from Her Grace is just as erratic, though it does not evoke the same cause for concern in Jacaerys as did her others. She summons to the Red Keep King Daemon and Princess Valaena, demanding audiences with them both. Daemon arrives after three days, disappearing into Rhaenyra’s rooms with her as soon as he enters the castle. When Veraxes and Silverwing are spotted on the horizon later in the afternoon, Jacaerys embarks to collect their riders.
On this trip to the Dragonpit, Joffrey absolutely refuses to be left behind. All the way through the city, he jabbers to Jacaerys about everything that has captured his attention of late, the two of them not having spoken at length for some time.
Upon arriving at the Dragonpit, they find Valaena, Baela, and Aenar waiting for them. Daeron joins them, as well, having already mounted a destrier to escort them back to the Keep.

Stalemate.
A situation in which further action by opposing parties seems impossible. The point in a game of chess at which neither player can win. 
That was where they found themselves, at a stalemate, as they stood in Emily’s hotel room, each of them as angry as the other.
Emily was all too aware of her vulnerability, standing there in her robe, still warm and damp from her shower. Still, she boldly folded her arms across her chest and stared him down, waiting for him to take her invitation and leave. Aaron just stared back at her. 
She couldn’t read him or predict his next move. It both thrilled and unsettled her that he was one of the only people she couldn’t read like a book. What made it worse was the way he seemed to see through her. 
The air between them crackled. Tension had been growing since the restaurant, since before then, really, but it was only then that Emily realised how they’d been kidding themselves, playing at being friends, when that had never been true. From the start, they’d never been friends. She could see it in the way his eyes bored into her; they never could be, not really.

I do not muse Lord Randall. Does anyone in this fandom muse him? 🤔
Oh, but then we discussed what you meant, and you really just wanted an assessment about him. And the working relationship between Abberline and our earl? His working relationship with them?
But I will try to assess his POV, in regards to various things and people, like Abberline and our earl, too!
Lord Randall...
We sure don't see much of him, and we likely won't see much of him again later. In fact, it's been hinted throughout the series that Abberline will eventually replace him, with the assumption that Lord Randall would retire from his post at the Yard. In fact, it's more like our earl asks if that is true, then he's turning it into a suggestion.

Randall says he only brought Abberline along for this occasion because he saw the watchdog at the scene of the crime (hanging the nabobs upside down), but I think there's more to it than that, since he could have told Abberline to not get any further involved with the watchdog. Abberline must have been tapped for moving up within the ranks, even if it's only because he's now been exposed to this secret agency. Randall didn't have to bring him along, regardless of what Abberline heard and saw, but he decides to.
So, the next time we see anyone from the Yard, Abberline might be in charge. We did see Randall hold Mr. Pitt at gun point and demand to know where our earl and Sebastian went, but we don't actually know how that confrontation ends. And we know that Abberline is also working this case... possibly taking a page out of the watchdog's book in how he approaches it... because not long ago he was telling the earl he would do his best to keep the earl from having to get his own hands dirty again. If Randall isn't somehow removed from this case, it's likely to be his last, anyway.
All this said, I think Randall is loyal to the crown... but doesn't really appreciate the way Queen Victoria conducts private business, especially the way she drags the Yard into it. Let's see, it is ch23 where we get foreshadowing that Agni's probably going to die (at least I see it that way), but it's also where we find out that the Yard pays the watchdog some small amount for services rendered in the investigation and capture of criminals. Even if the investigation never leads to an arrest. Agni tries to turn himself in for hanging the nabobs upside down, but our earl and Sebastian stop him. Since Madam Red dies and Grelle is a reaper, there's no arrest in the Jack the Ripper case, either. In both situations, the Yard has to be satisfied that the crimes have stopped. Perhaps Randall believes our earl just has all the perpetrators killed.

Not only does every generation of watchdog use underhanded tactics, but our earl likes to rub it in that he's getting the Yard's work done for them... and receiving a small sum for it each time. Randall does, however, seem to recognize the necessary evil of having a post like that.

We also learn from ch23 that he has little appreciation for the arts and that he's not fond of morbid, "gloomy" topics, like suicide and martyrdom. Whereas Abberline clearly spends his free time in the art museums; he doesn't say so explicitly, but if his reaction to our earl's art collection is any indication, he's a true lover of the arts. And knowledgeable.

I'd still love for Abberline to eventually use his knowledge of the arts to crack open a case. Maybe solve a case about fraudulently signed reproductions or complete forgeries being sold off. Imagine if something like that finally got Druitt put away for a while?? 😆
Anyway, Randall seems unsure about Abberline, but he knows he's got to get Abberline used to the truth about the Yard's relationship with the queen's watchdog. Because despite whatever he says, he does seem to be preparing for the day he will no longer be with the Yard.
