Billy attracts attention everywhere he goes, even when not meaning to. People notice him in Hawkins. He sticks out like a sore thumb and uses that to his advantage for as long as he can. What I find interesting is the fact that Billy gets Steve's attention because he wants it. In quite a few scenes, Billy deals with unwanted attention. He's performing for most of his screen time, which is extremely draining.
But on the basketball court, it's the first time he looks like he's having fun. Whatever way you choose to look at it, whether you're a shipper or not, it's kind of sweet. At some point, Billy isn't performing on the court with Steve, the court actually becomes a stage where he lets out a side of himself that he hasn't seen in a while. It's nice to be around people who bring out your playful side, especially when your life has no room for you to act your age.
Some actors say they feel free when they act like there's a part of them that's not really acting, and I think that's where Billy really looks free. The only other time was the memory of his mother, on the beach. His smiles in both scenes are real.

The others had told him what had happened to Billy, how he had stepped up to be a hero when it came to the monster that had attacked the Starcourt Mall. It seemed that the two of them had their own scars to bear now thanks to the creatures from the Upside Down. "You're not alone in this Billy," he replied softly, "I'm here... we'll find a way to move forward, promise."

Her mother looks like she had too much love to agree to something so easy, so I say, Neil would take advantage of her condition, that she just had a really difficult birth, and he would take care of everything, forge his wife's signature (which I see quite credible, being him) and give them up for adoption in 1 week.
And his daughter (Alexandra) he would take her to a military reformatory, that for times of conflict with Russia that place is a fucking hell, and as a Vietnam veteran, he would take her to the worst place, forgotten God, on a day when his wife is not there, and Billy, is still small enough, not to remember her.
Maybe?
Edit: Alexandra is the one who starts the search and when she sees this test, she first looks for the address of her siblings, and then in the area she makes it known, so they fall and the children discover that they have siblings.

If there was one thing that Anakin Skywalker knew for sure in his mind was that the younglings had always looked up to him. They saw him as a mentor and a friend. Someone they trusted because he used to be just like them. Taken from his mother. Trained in the Force. He had a longing for family and love that was forbidden to the Jedi but he couldn't deny the things that were spoken in his heart. The way he loved Padme and the way she could understand him. The way she looked past all the terrible things that festered inside of him and clawed at the flesh that protected bone inside. The way she looked at him like he was her stars and moons and she was his suns and planets. She kept him grounded. Let him know what love is and what love was. She explained the feeling to him. Made him know it was real and true. Not something unconditional that he felt for his mother or the brother that he found in Obi-Wan.
That day when he walked in and saw the older younglings, standing there, watching with expectant eyes. He remembers being in their position. Remembers how much of a fight had been put up for him to be in Obi-Wan's car after Qui-Gon. No, he couldn't think about what happened to his original master. Still, there was one that stood in the room, surrounded by the Council as Master Yoda spoke to them, that Anakin's eyes were drawn to. A blonde who had seemed so out of place. As if he didn't belong there. Something that resonated so strongly inside of the elder Jedi Knight. He knew the moment Master Yoda had finished, that would be the one that he approached. The one he would take under his wing the same way Qui-Gon and Obi-Wan had done with him. He would show them the way and the Force and their power that resided inside of it's never ending embrace.
As Master Yoda leaves the room, Anakin approaches the blond, arms moved behind back, hands met there. He offers the other a small smile. "What is your name?" He asks gently, circling him for a moment, taking him in. Already having made up his mind. "Would you care to have a Master teach you the ways?"

Steve’s pissed.
He can’t believe the store fucking drugged Billy.
They didn’t even ask Steve, they just did it, and what… hoped that Steve wouldn’t notice?
He knows that Billy has behavioral issues, and he figures they were probably hoping that the drugs would keep Billy complacent enough that they could get ownership of him signed over to Steve before Steve realized what exactly he was signing up for. They probably didn’t want to risk him backing out of the deal.
Shitty business practice, but not exactly unheard of.
But did they really have to give him so much? He could barely stand up straight when they finally brought him up to the check out.

Since I’m planning on just going wild on my Steve Henderson AU for the foreseeable future and I’m doing a lot of jumping around in it, I figured i’d list different chapters I’m working on as the wips (I also just really wanted to share chapter titles early because i put a lot of effort into making these meme references relevant and i think theyre funny) So in no particular order but definitely chronological because this is just chapters 3-6.5:

They pulled up to Steve’s again, this time into Steve’s garage connected to the front of the house. Steve hopped out, running over to unlock the door and crack it open. Dustin was still in his seat, looking around the room. Impressed with the house: a reaction that King Steve usually found validating but now made Just Steve uneasy.
Steve went over and knocked on his window before crossing back to the other side and opening the backseat door. Dustin turned around.
“You have your own garage?”
He nodded, putting two bags in one arm and grabbing a third.
“C’mon, are we in a rush or not?” he joked. Dustin climbed out, still distracted.
Steve pushed through the door, catching it with his foot before it could bump into the wall and waited for Dustin who was balancing three bags of his own.
They turned the corner and he set the bags on the kitchen island, Dustin still absently taking everything in. It took a few trips, but eventually they got all the meat on the counter, leaving the pasta and dry groceries in the car to save time.
“Alright, you start unloading stuff and I’ll find us some buckets or something.” he said, setting the last bag down and heading back to his garage, “And do not touch the knives until I’m back.”
“Dude, I’m twelve, I can hold a knife.”
“Just don't start without me, okay?"
"Five minutes and then I'm raiding your knife block."

I don't know what to do anymore!
I like Nick's idea, and this other post where Jason is the youngest, which sounds much better.....
What if there are 4 of them? Nick, Jeremy, Billy and Jason?
Where at the moment they are born Neil finds himself angry that there are so many, and gives up for adoption the one he reaches first, who turns out to be Jeremy, which even Alexandra didn't know there were 4, not 3.
And years later Jeremy learns that he is adopted, and begins to look for his biological family, he hears rumors of some pretty interesting brothers, and after investigating, he realizes that his brothers.
And one afternoon Jeremy comes knocking on his door, Alexandra opens it.
Jeremy standing at the door with a "hello" and the others seeing that his sister does not say anything, they look out and see Jeremy and the "hello?" And everyone is left "(゜ロ゜)"
