The simple and clear answer is yes and no.
Let us understand it in break up form.
Case 1
Yes, the marriage is based on decision as every individual and his family and relatives makes decisions to finalize a proposal from an alliance.

MARRIAGE DELAY DUE TO OUR FREE WILL
Yes marriage can be delayed due to our own free will. One need to understand that by mere prediction of an astrologer does not guarantee of a marriage event to happen during period of time IF THE NATIVE DO NOT WANT TO ACTIVATE THE EVENT.
