Newsom's UI Veto Is a Sign of CA's Dysfunction on UI

Introduction:
While I'm not yet up to a full blogpost, I thought I'd chime in on social media to buttress a point that my colleague Erik Loomis made in regards to Gavin Newsom's veto of the Unemployment Insurance strike bill. While Erik is absolutely correct that Newsom's veto is a pretty nakedly anti-union move, (especially in the wake of a major entertainment industry strike in which management attempted to use the threat of eviction and foreclosure to break the union), I think the veto also reflects the dysfunction in the California Unemployment Insurance system.
California's UI System:
Back when I was a freelance policy analyst in grad school, I had the opportunity to write about a wide range of topics in social and economic policy - and it just so happened that one of those topics was unemployment insurance.
One of the problems with the U.S' social insurance system is that, because UI is a joint Federal-state program that's financed by state payroll taxes that are then forgiven against Federal taxation (or in the case of the pandemic or the Great Recession, Federal loans), there is a powerful incentive for states to under-tax and under-finance their UI systems and rely instead on the Federal backstop to keep the system ticking over.
For all of California's progressive reputation, it actually ranks towards the bottom of the national league tables when it comes to underfunding its UI system:
"Unemployment benefits in California are funded by a payroll tax on businesses, but the tax is so low and generates so little revenue that the state had to borrow $20 million from the federal government to provide benefits during the pandemic. In a veto message, Mr. Newsom said that $302 million in interest is due on the federal loan in September alone. “Now is not the time to increase costs or incur this sizable debt,” he said." (source)
To be fair, California is not absolutely terrible - it's not Texas or Mississippi or Alabama - and a lot of its current predicament has to do with how hard California was hit by the COVID-19 pandemic, but even in good times, California taxes itself so lightly that it routinely owes the Federal government UI money. This creates another reason/excuse for the state government to not follow the California Labor Federation's lead and transform the UI system into something that can fight not just poverty but all forms of economic exploitation.
State Capacity:
Now, to my mind, this only makes it more imperative for the state to get its act together - and a big part of that is adopting labor's proposal for decoupling strikes and starvation through the UI system. As I see it, that goes hand in hand with raising minimum benefit levels, such that UI plus strike pay should allow people to live with dignity even during a long strike of 5-6 months duration, improved administration so that people don't have to wait three weeks to actually get their hands on their own money, and improved financing so that the system as a whole can actually work as an automatic stabilizer in economic crises.
To me, this is the essence of community unionism: we work to improve the lives of our members, and in so doing improve the lives of the entire community.

the thing is though that these checklists don’t mean if you have BPD it is not allowed that you have nightmares / if you have CPTSD you are legally obligated to never experience impulsiveness etc etc; it’s not just “making stuff up” — though ig in the strictest sense yeah, first you make stuff up but then you test it and see if your hypotheses align with the population. Basically chances are if you meet 8/9 BPD criteria and some for CPTSD but not enough to meet the diagnostic standard (which afaik isn’t recognized just yet but i think they’re trying to get it recognized in the diagnostic manuals but correct me if i’m wrong) then it’s pretty likely you’re going to respond better to BPD treatment and ALSO if your practitioner completely ignores one diagnosis in favor of the other they’re probably not that good at their job. Psychology doesn’t speak in “rules” and absolutes, it speaks in trends and likelihoods and everyone trying to sell you a 100% true and immovable psychology fact is a sham
as someone who unfortunately has a degree in psychology (and whose undergrad began right as the infamous replication crisis became more widely acknowledged in the field), yes, historically a lot of this field is bias and hegemony imbued with some metric. when homosexuality was still classified as a mental disorder, the conversion therapy program by masters and johnson (who were like, some of the earliest pioneers of research into human sexual responses lmao) would often boast high success rates due to participants merely adopting signifiers of heterosexuality. the modern day pop psychology movement (and it's subfields, new ageism, self help books, uhhh Market Christianity) also cannot be disentangled from academic psychology, which further bends the way in which people understand and interact with psychological phenomena. this of course does not mean that all data is junk data, or that methods of measurement are without some rigor, or that therapy is completely useless, but it's just patently incorrect to insist that this field is even predominantly an apolitical force attempting to further our understanding of human beings. it's bizarre that you acknowledge that credentialized individuals in the field can be flawed while also being uncritical of psychological categorization for mental illness.
It's not that I don't get what you're saying, but it's not reflective of reality. yes, I know that practitioners are supposed to help you feel out your symptoms and see what treatment works for you, but that isn't just what they're doing (assuming it's even being done with care and competence). it's inaccurate to insist that psychology doesn't speak in absolutes- I know that we are taught not to do this, but for any social science related field this is the equivalent of going "stop hitting yourself". in any practical real-world setting where accredited institutional psychology is present, there are rules. in a clinical setting, there are rules, and you can be inpatiented against your will for breaking those rules (or recently here in canada, randomly stripped of your driver's license). in neuromarketing (<- yes this is a real discipline.), which is intensively oriented towards results due to the profit incentive, there are rules. the conditions of release for many offenders necessitates staying on court-mandated medication or participating in specific programs. when H.B. Phrenology from The Heritage Foundation wheels out his thousandth manicured study on crime and race (and when a different journal publishes a study indirectly debunking it), that is him tacitly acknowledging that there are rules.
anyway did I ever tell you guys that in my first year at University of Toronto (UTSC campus baybee) they brought in a guest speaker to my abnormal psych course who gave us a lengthy talk on how autogynephilia theory is objectively true. this was like 2013ish maybe 2014 btw.

A top House Democrat has reintroduced a bill to federally legalize, tax and regulate marijuana, with provisions to expunge prior cannabis convictions.
Rep. Jerrold Nadler (D-NY), ranking member of the House Judiciary Committee, refiled the Marijuana Opportunity, Reinvestment and Expungement (MORE) Act on Wednesday. There are 33 initial cosponsors—all Democrats.
The comprehensive legalization legislation has passed the House twice in recent sessions—but this marks the first time it’s being introduced with Republicans in control of the chamber, raising serious questions about whether it will move. The Judiciary Committee, which is the primary panel of jurisdiction, is chaired by anti-cannabis Rep. Jim Jordan (R-OH).
Even the prospects of a modest marijuana banking bill that’s set for committee action in the Senate next week are uncertain in the House under the GOP majority. That said, a GOP-led House panel did advance legislation on Wednesday to prevent the denial of federal employment or security clearances based on a candidate’s past cannabis use.
In any case, advocates have long touted the MORE Act as an example of the type of wide-ranging cannabis reform legislation that would not only end prohibition but take steps to right the wrongs of prohibition and promote social equity.
Here are details about the key provisions of the MORE Act:
“Nadler’s MORE Act would deschedule marijuana by removing it from the list of federally banned drugs under the Controlled Substances Act (CSA). However, it would not require states to legalize cannabis and would maintain a level of regulatory discretion up to states.
Marijuana products would be subject to a federal excise tax, starting at 5% for the first two years after enactment and rising to 8% by the fifth year of implementation.
Nobody could be denied federal public benefits based solely on the use or possession of marijuana or past juvenile conviction for a cannabis offense. Federal agencies couldn’t use 'past or present cannabis or marijuana use as criteria for granting, denying, or rescinding a security clearance.'
People could not be penalized under federal immigration laws for any cannabis related activity or conviction, whether it occurred before or after the enactment of the legalization legislation.
The bill creates a process for expungements of non-violent federal marijuana convictions.
Tax revenue from cannabis sales would be placed in a new 'Opportunity Trust Fund.' Half of those tax dollars would support a 'Community Reinvestment Grant Program' under the Justice Department, 10% would support substance misuse treatment programs, 40% would go to the federal Small Business Administration (SBA) to support implementation and a newly created equitable licensing grant program.
The Community Reinvestment Grant Program would 'fund eligible non-profit community organizations to provide a variety of services for individuals adversely impacted by the War on Drugs…to include job training, reentry services, legal aid for civil and criminal cases (including for expungement of cannabis convictions), among others.'
The program would further support funding for substance misuse treatment for people from communities disproportionately impacted by drug criminalization. Those funds would be available for programs offering services to people with substance misuse disorders for any drug, not just cannabis.
While the bill wouldn’t force states to adopt legalization, it would create incentives to promote equity. For example, SBA would facilitate a program to providing licensing grants to states and localities that have moved to expunge records for people with prior marijuana convictions or 'taken steps to eliminate violations or other penalties for persons still under State or local criminal supervision for a cannabis-related offense or violation for conduct now lawful under State or local law.'
The bill’s proposed Cannabis Restorative Opportunity Program would provide funds 'for loans to assist small business concerns that are owned and controlled by individuals adversely impacted by the War on Drugs in eligible States and localities.'
The comptroller general, in consultation with the head of the U.S. Department of Health and Human Services (HHS), would be required to carry out a study on the demographics of people who have faced federal marijuana convictions, 'including information about the age, race, ethnicity, sex, and gender identity.'
The Departments of Treasury, Justice and the SBA would need to 'issue or amend any rules, standard operating procedures, and other legal or policy guidance necessary to carry out implementation of the MORE Act' within one year of its enactment.
Marijuana producers and importers would also need to obtain a federal permit. And they would be subject to a $1,000 per year federal tax as well for each premise they operate.
The bill would impose certain packaging and labeling requirements.
It also prescribes penalties for unlawful conduct such as illegal, unlicensed production or importation of cannabis products.
The Treasury Secretary would be required to carry out a study 'on the characteristics of the cannabis industry, with recommendations to improve the regulation of the industry and related taxes.'
The Bureau of Labor Statistics (BLS) would be required to 'regularly compile, maintain, and make public data on the demographics' of marijuana business owners and workers.
Workers in 'safety sensitive' positions, such as those regulated by the Department of Transportation, could continue to be drug tested for THC and face penalties for unauthorized use. Federal workers would also continue to be subject to existing drug testing policies.
References to 'marijuana' or 'marihuana' under federal statute would be changed to 'cannabis.' It’s unclear if that would also apply to the title of the bill itself.”
Some advocates say that the MORE Act’s time has passed, however, and that it doesn’t realistically grapple with the need to enact truly justice-focused legalization through a fair and equitable market.

“We’re in a period of rapid corporate consolidation, with a real possibility that big pharmaceutical corporations will be entering the industry in the near future,” she said. “Outdated legalization bills like this would quickly allow for monopolization, putting small farmers and mom-and-pop shops out of business and undermining the public health and racial equity goals of most state cannabis programs. They should all be updated with an intentional regulatory structure and a thoughtful plan to transition to a national market.”

you know what i'm thinking about? how johnson, even while planning to make himself immortal, sounds so sure he won't make it, which is also the only moment he's serious and conscious of what's really happening around him. how we never get a definitive death date for him. how there's a big gap between glados' first and final activations, during which the scientists kept her in a state of limbo while they tried out different ways to make her docile. how her original chassis was inflexible and inexpressive and how she remakes it in her own image later. how caroline could've left the company to rot after johnson's death, knowing she'd be forced into a life she doesn't want - but how, presumably, she chose to stay because of undying dedication. how we can see her passion shine through glados - she wants to do science without an incentive, and views her facility as something precious, despite it being built to be a prison for her. how she talks gently about caroline in the end, despite wishing to leave her behind; wishing, perhaps, to free her, being equally repulsed by humanity and ineffably full of it. how she lies when she's nervous, and creates and adopts life, and treats them like her children. how she's never named, first to show the fear she instills in others, only to then make it clear she was programmed to be and viewed as a tool. in the eyes of the system, she's just a "corrupted core", replaceable - the chassis is built to accommodate any other core despite it being built for her, because the scientists knew they couldn't break her down to where they'd be safe forever, and they needed a plan B. how everything is about secrecy - condemn, vitrify, eliminate, bury away. most of the employees working at aperture after johnson's death had no idea who they were working for, weren't allowed to go home, and didn't know glados was being built. their fates were in the hands of less than a dozen scientists playing god.
how glados' first instinct upon being activated, each time, was to kill.

Today I was bored at work with less to do than usual so I popped open the ChatGPT my company licenses for employees (I have no fucking clue why, nobody uses it for anything but entertainment and they give us 50 prompts per day) and tried a little informal experiment.
I gave this thing the classic fox chicken grain puzzle but with a simple twist to make it impossible: the fox will also eat the grain if left alone. The program responded exactly how I expected it to: it saw the rough outline of the problem and instantly spat out the answer as fast as you could if you'd googled it. No time to "think" needed, this is a standard, frequent question, so just give the known answer.
Except, of course, it was wrong. Step 1 fails with the fox eating the grain while I'm on the other side of the river with a chicken. I pointed this out and it apologized and spat out a new answer, this time telling me to take the fox across first. I pointed out that now the chicken eats the grain and this cycle began to repeat. For a time it picked one of the three items at random to take across and regurgitated the whole thing with minor changes, only to take in my reply and "fix" with a different item. As my answers got shorter, we eventually hit a point where it would respond to me saying that the fox would eat the grain with an apologetic, mildly rephrased re-issue of the failed sequence where the fox eats the grain.
Pointing out the obvious loop didn't break us out. Changing my responses and clarifying information didn't break us out. The only thing that stopped it from giving me wrong answers was telling it in no uncertain terms that there was no right answer. Only then did it realize/admit that there was no solution.
When I asked why it refused to give an "unsatisfactory" answer until practically told to do so, it spat out the token "as an AI language model still in development blah blah blah" and ignored my question.
This is a trend I've noticed in stories published about AI. Not only is it bad at reading the question and coming to conclusions (read: since it can't do that. It's an input/output function that predicts an acceptable answer and displays it), but for some reason it would rather give 100s of wrong answers than to say there is no right answer or even that it just doesn't know. I think back to that story of the lawyer who used ChatGPT like Google and asked it if there were previous cases that backed up his argument, and instead of saying that none exist (because none exist), it just started writing fake legal documents cause "yes" was predicted to be a more favorable outcome than "no".
These tools were created by humans with desires, incentives, priorities, biases, values, etc. For reasons they will never tell me, they made a robot that would rather lie to you than say "I don't know".
That's just one reason why I'm concerned about how this technology is being adopted.

…protections for horses are enshrined in federal law. The 1971 Wild Free-Roaming Horses and Burros Act mandated that the animals “are to be considered … as an integral part of the natural system of the public lands,” and as such, they “shall be protected from capture, branding, harassment, or death.”
Under Trump in 2018, the Department of the Interior adopted a bold new program for the management of horses that exploited loopholes in the 1971 law. The program, Path Forward, was the brainchild of Republican Rep. Chris Stewart of Utah, a longtime friend of public land livestock grazers who consider horses to be their cows’ competitors on western rangelands.
Path Forward was a wholesale gift to the livestock industry. It directed the Interior Department’s Bureau of Land Management, or BLM, to expand roundups on federal herd management areas where the animals were alleged to have overpopulated. The benefit to livestock interests was obvious: Cows also use these same management areas, and the fewer horses in them, the better for stock-growers dependent on public forage to fatten their herds.
With Path Forward, the BLM began holding horses in “off-range” facilities in larger numbers than ever before, exposing the animals to rampant disease and extremes of cold and heat. It offered $1,000 a horse to would-be adopters, a much-ballyhooed “adoption incentive.” The agency promised that once the number of horses on the open range had been sufficiently reduced, it would begin widespread fertility control through darting of mares with contraceptives.
By 2020, Congress had fully funded Path Forward, and Secretary of the Interior Deb Haaland, whom Joe Biden celebrated as the first Native American to hold the post, did not hesitate to implement it. Haaland’s BLM has overseen the largest increase in roundups of wild horses on record. It should be remarked as one of the minor ironies of history that a woman whose appointment was supposed to represent a break from the past has ended up perpetuating a violent and cruel status quo.
Occasional horse roundups, conducted humanely, are not out of keeping with the Wild Free-Roaming Horses and Burros Act. The legislation stated that when the animals exceed the carrying capacity of management areas, the federal government should step in to regulate their numbers.
The problem is that the BLM has no scientific understanding of the carrying capacity of western rangelands where horses and burros roam free. This was the conclusion of a National Academy of Sciences report in 2013. The NAS investigators found that the BLM had failed to use “scientifically rigorous methods to estimate the population sizes of horses and burros,” failed “to model the effects of management actions on the animals,” and, pivotally, failed “to assess the … use of forage on rangelands.”
When I reported on wild horse controversies for my book on the fate of federal public lands under capitalism, I found that carrying capacity for these persecuted animals was mostly determined by the needs of cattle corporations. In every herd management area, there are cows, and they outnumber horses by orders of magnitude. Allotted the majority of the forage, the cattle do well, and the horses are left to survive on what pittance remains.
From the moment the 1971 legislation to protect horses and burros passed, the number of herd management areas, along with the total acreage included in them, has been continually declining. Horses today don’t enjoy full access to the meager acreage federal regulators designate for their survival. Livestock operators dominate even those parcels, while fences bar the horses from moving freely across the landscape. Maltreatment of horses is only one facet of a long historical process in which the BLM has treated wildlife with barely disguised contempt.
None of this appeared to be a consideration when, in 2022, the BLM decided to capture and place in holding facilities some 21,000 horses and burros, nearly twice the number of the last highest capture year, 2012. More horses and burros were rounded up and sent to holding between 2018 and 2022 — a total of 55,000 — than in any four-year period since passage of the 1971 act.

There is also a single Paisley Desert horse in the auction - he was a failed TIP horse. "This gelding was returned to BLM after being adopted through the Trainer Incentive Program.  Due to his previous training, he is NOT eligible for the Adoption Incentive Program. Reason for return: Gelding was not gentled enough for adopter to accomplish their goals."
He is a very tall boy, at 15.1 hh. Theoretically, he is 'halter trained'.

[“As demand rose for overseas adoptions, a number of popular “sending countries” or “source countries” emerged, and in waves hundreds of children began to arrive from South Korea, Romania, Russia, China, Vietnam, and Guatemala. Many countries’ adoption programs ballooned quickly, rising in just a few years from a handful of annual adoptions to hundreds or even thousands—sudden increases often indicative of behind-the-scenes corruption.
International adoptions are often slightly more expensive than domestic adoptions, and although the sums aren’t delivered directly to any one orphanage, the cut that does go to various middlemen is worth far more in developing nations than it is to the adoptive parents writing the check, creating a powerful incentive for adoption workers to find children who match the desires of Western families: most often babies or small children, with a high premium on girls. When a country emerges that can supply numerous healthy, young children through a relatively quick and uncomplicated process, an influx of adoption agencies is usually close behind.
As a result, in recent years international adoption has become an ever-quickening boom-bust spiral. “Corruption skips from one unprepared country to the another—until that country gets wise, changes its laws, and corrupt adoptions shift to the next unprepared nation,” wrote journalist E. J. Graff, who researched international adoption corruption for several years at the Schuster Institute for Investigative Journalism at Brandeis University. The corruption goes unnoticed, Graff continued, because “American perception and policy about orphans have been distorted by a fundamental myth”—that is, the myth of the orphan crisis. The belief that developing nations are full of healthy babies waiting for Western homes also assures aspiring American parents that their desire for a family is likewise an act of charity.”]

El Salvador Offers Passport for $1 Million in Bitcoin
El Salvador, the first country to adopt Bitcoin as legal tender, has announced a new initiative called "Adopting El Salvador Freedom." In partnership with stablecoin company Tether, the government is offering foreigners the opportunity to acquire a Salvadoran passport in exchange for paying $1 million in Bitcoin. However, the move has been met with controversy and slow adoption among citizens, who have preferred to stick with cash rather than embrace the cryptocurrency.
The decision to adopt Bitcoin as legal tender was made in 2021, and businesses were mandated to accept it as a form of payment. El Salvador's new initiative, announced on Thursday, marks a new phase in the country's commitment to Bitcoin. President Bukele claims that his Bitcoin investment has turned profitable due to a recent price rally. The partnership with Tether, an affiliated company of Bitfinex, appears to be a long-standing collaboration. Tether, the world's leading stablecoin, has faced criticism for its lack of transparency and offshore jurisdiction. The new visa program seeks "visionary individuals" and high-net-worth investors, who are required to make a one-time payment of $1 million in Bitcoin to obtain a Salvadoran passport.
