Hello I usually don't really comment on ships but here I go and people who like these ships dni I go on an extremely cynical rant.
NaruHina: since being part of the Hyuga main family Hinata has to produce an heir but of pure Hyuga blood to maintain the Byakugan. Neji and Hinata were probably intended to be married for the sake of a pure bloodline, before he died ofcourse. Being the Hokage Naruto was the only person she could marry without consequences. Probably why KibaHina and ShinoHina went down the drain
SasuSaku: Sakura is probably not of a shinobi clan, a clan maybe but likely civilian because she has no bloodline trait or hidden jutsu either of them would be enough proof but neither exist. I believe the reason heirs tend to marry either civilian-borns or within their clans is because 1 Makes a person too powerful and tougher to write. 2 Bloodline trait clashing might be a problem, as we don't really know what could happen to the offspring. Sasuke and Sakura got married for the sake of an Uchiha heir. Kakashi probably made Sasuke do it, to preserve the sharingan which keeps Konoha in power because of the war we already known Uchiha is the strongest bloodline.
ShikaTema: interesting pair because sand syblings don't seem to have any hidden abilities or kekeigenkai. While better pair it was most likely was only allowed to better The Sand's relationship with Konoha and since Gaara is now the Kazekage it's now his job to have heir, that's where I think Shinki comes in.
SaiIno: SaiIno is mutually beneficial. Ino needs an heir as clan head and Sai needs legitimate ties to Konoha. Like a marrying to gain citizenship thing. I think while they enjoy eachothers company, they do not love eachother plain and simple.
Also for the clanless people it would be quite useful as we know people with clans are treated better than those lacking
