FEMA Reservist Position Information (2022)

These are on-call intermittent FEMA employees that are activated/deployed when necessary. Work ranges from assisting survivors of natural disasters to improving occupational safety to preserving historic structures, depending on cadre.
I asked some FEMA employees for more info today. Paraphrased:
Housing?
Your housing is covered when you are deployed. (This works somewhat differently than in FEMA Corps, but the details weren’t clear.)
Your housing will not necessarily be good. Hotels/motels are expected, but there’s a chance it’ll just be a cot in a room if you’re in an active disaster, such as with the disaster survivor assistance (DSA) cadre.
Depending on which cadre you’re working with, you may barely spend time home at all. In this case, you might be able to save some money if you can stop renting and change your permanent address to a friend/family’s place.
Can you decide where to deploy?
Not really. You’re deployed where you’re needed.
You can get out of going somewhere in a pinch if you say you’re not available; however, this is not ideal. If you feel unsafe going somewhere (ex. due to bigotry), talking to human resources is probably a better idea.
Can you only work a few months per year?
Yes and no. If you’re only available on specific months, it could be an issue. However, if your only desire is not to be deployed for months on end, just choose a cadre that doesn’t deploy as often/for as long (ex. DSA), and you’ll probably be fine.
How’s the health insurance work?
You don’t get insurance unless your deployment lasts a certain length of time. This amount of time is likely around 30 days.
Once you are eligible, the insurance is actual insurance, equivalent to that which you would get through many full-time jobs. As a result – and unlike with the FEMA Corps health plan – it may cover pre-existing conditions. Details are available through the FEMA intranet (I have not looked into it yet.) You also get worker’s compensation if you’re injured on the job.
You get kicked off the insurance after not being deployed for a certain amount of time. You can do some trainings to get hours which may be used to somewhat extend the length of time you’re covered for.
Don’t rely on a reservist position for health insurance, unless you’re working with one of those cadres that regularly deploys for months at a time (ex. environmental historic preservation).
What about an additional job?
You’ll likely want one for a stable income and health insurance.
Flexible jobs are best. Substitute teachers, Uber or Doordash, or virtual jobs would pair nicely. Same goes for jobs you don’t mind losing when you deploy.
There may be a piece of legislation passing Congress that would allow reservists to be re-employed/not lose their other jobs after a deployment. (See Updates)
Can you do work with more than one cadre?
Not if you’re a reservist. Cadre of On-Call Response/Recovery (CORE) and permanent full-time employees may hold titles with more than one cadre, but reservists work for a single cadre at a time.
Switching cadres is common for reservists. It’s easier than getting a reservist position for the very first time, and is similar to applying for a new position at a company you’ve already been working for. Seems like the worst you’d get for trying would be a no.

If the CREW Act (Civilian Reservist Emergency Workforce Act of 2021) is passed by the House and signed into law, it would extend USERRA (Uniformed Services Employment and Reemployment Rights Act of 1994) employment protections to FEMA reservists.
These protections include:
Protection from employment discrimination based on membership in uniformed services
Rights to re-employment at the same status/pay/benefits upon return from service (conditions may apply)
Some rights to employment benefits, which may include pension and health care (conditions may apply)

In Torres v. Texas Department of Public Safety, the Supreme Court on Thursday reversed a Texas court and held that a military veteran could proceed with a lawsuit against his former employer, the Texas Department of Public Safety.
Le Roy Torres sued under the Uniformed Services Employment and Reemployment Rights Act, alleging that the department failed to hire him back into a comparable job after he suffered injuries during his military service that left him unable to perform the duties of his previous job as a Texas state trooper. The department argued that under doctrines of state sovereign immunity, it was immune from suits brought by private individuals. A Texas court agreed and dismissed Torres’ suit.
In an opinion by Justice Stephen Breyer, joined by four other justices, the Supreme Court reversed. It held that by ratifying the Constitution, states ceded their sovereign immunity from suit under statutes (including USERRA) that Congress enacts pursuant to its authority under the war powers clauses of Article I of the Constitution.
