What's often interesting to me, is Dream spells it out in the finale and people often still don't get it, so I thought it'd be interesting to see what he was actually referencing here. To see where it all started.
[24:27] Tommy: “That first war, me and Tubbo versus you–how it should have ended–why’d you take it?” Dream: “Tommy, you ambushed me and killed me. You stole all my shit! You tried ambushing me in a little cave–you don’t remember that? I feel like you just–your memory is just–gone.”
So here is the ambush Dream is talking about, where Sapnap and Tommy basically decide to just kill Dream and then kept all of his shit. [Death 1]
He gets killed again when he tries to take back his stuff. [Death 2]
Tommy kills him for fun right after he respawns with nothing. [Death 3]
Then after Dream gets his stuff back (via our boy Punz) and he takes the discs to get Tommy to stop, he gives Tommy back his items. But unsatisfied, Tommy goes after Dream, gets one of his discs back and hides it in the little cave. Dream tries to find it, while Sapnap and Tommy try to stop him. They are unsuccessful until, Tubbo brings them axes and they sneak up and corner Dream in the little cave, ambushing and killing him. Once again, taking all of his shit, (including, yes, the other disc.) [Death 4]
[27:58] Tommy: “Think about that, we could’ve been friends but no because you have to figure out the reason you have to get–”  Dream: “Yeah we could’ve but you–you ruined the chance of that long ago. It was you.” Tommy: “I ruined it?” Dream: “You ruined it!”
And I don’t think it’s unfair for Dream to say that in the finale, because for Dream it’s this stream early on, these moments that started it all. It’s these instances of of Dream getting murdered and robbed and made fun of over and over. Him, trying to not just make peace for everyone, but also reclaim respect and peace for himself. It’s Tommy chasing after Dream when he has nothing to kill him and rub it in his face. It’s Dream, even after all of that, giving back their items. It’s these instances of violence taken too far to the point they clearly pissed Dream off and didn’t care or follow his very simple request of just giving an apology and his belongings back that shape my distaste for Tommy and sympathy for Dream. It’s these moments that I feel like are gone from Tommy’s and our memory that highlight a different story.
[28:34] Dream: “Yeah, we could have been friends if you weren’t a little shit.”

There’s been some recent talk about c!Tommy’s attitude towards c!Dream’s torture, but I’d like to balance out the conversation with two moments that I think aren’t getting enough consideration:
1) Tommy confronting Quackity over the (suspected!) torture. His tone is not approving. It is something Tommy is confronting Quackity over: the context is that Tommy’s trying to poke holes in Quackity’s obfuscations and explaining that Sam, and more generally anything associated with the prison, is terrible. Quackity and Wilbur are both trying to win him over. Tommy’s working through complex feelings about this. Also, notably, it’s something Tommy assumes; Quackity denies it and Tommy backtracks a little.
2) Tommy reacting to Dream telling him flat-out that he’s been tortured. He seems shocked by Dream’s insinuation that Tommy had anything to do with it, and he doesn’t seem happy.
I think there is plenty of space for a character to be both a) vengefully be, in theory, in favor of the torture of someone who hurt them badly, and b) also be uncomfortable with the actual reality of serious bloody torture.
Tommy’s full of big words. Dream is full of big words too. Let’s not forget about what Dream promised he’d do to Quackity, and Sam, and Tommy. They’re both full of shit (and lbr I’d believe Dream’s brand of shit over Tommy’s).
if we’re going to talk about c!Tommy’s attitude towards torture I think it’s more relevant to talk about things he actually did vs things he said.

Now after covering the past events, Dream references in the finale [here] it is perhaps only fair I also cover what Tommy says, specifically this line which I feel like we don’t talk about enough.
[28:17] Tommy: “The first day I’m here what do you do, you fucking banned me! You send to me to the Antarctica!”
Because the thing is, Tommy could've been just referencing Dream trying to banish him as his sentence after killing George and breaking the rules [17:05]. A sentence, Tommy blatantly ignores and doesn't follow instead going on to break even more rules and public property.
But his highlight of Antarctica means he's referring to Dream's attempts after just trying to force him to leave, where he straight up teleports Tommy 1,000 blocks away to the artic - making Dream's op power of teleportation canon.
Even further, Dream /gives Tommy many beds [clip of one example] so he will set his spawn and stay in his banishment in the artic because he continued to kill himself to end up at spawn again (huh and suddenly Dream's surveillance during Exile makes so much more sense...) - meaning that Dream can /give people items canonically.
After this, Dream does literally ban Tommy from the server.
And given that it is something he does to Schlatt later it does seem to be implied that - banning too is canonical. In fact, in the later stream that begins the disc wars, he even threatens to do the same thing to Sapnap - [50:18] Dream: “You’ll be banned for a week–” (should he burn Alyssa's house down) which given it's a threat that’s taken seriously and he's using it to enforce rules in a canonical war, I'd say that it counts as lore.
Dream’s op is canon.
Tommy’s words in the finale make not only getting banned, but also getting teleported to Antarctica lore, which means Dream is canonically op-ed or at the very least able to /tp, /give and /ban and like do we even realize how big that is? What that means? It implies that from the beginning, Dream has access to commands, presumably all commands or at least a bunch of commands… and oh how that paints lore in a whole new light…
Dream, I have so many questions…

Their base is almost finished. It’s a spare, utilitarian thing, made of oak planks and dirt. Dream has made a neat row of chests and dug out two places to sleep; that’s all a starter base really needs, though.
Tommy—that’s the name of Dream’s new friend—yells for him. He’s loud, Dream’s new friend. Dream doesn’t mind that, because he’s funny, too, and because now, Dream is not alone.
“Dream! Look at this! You’d better be so impressed, I am the most impressive survival player alive, green boy, I found a sheep!”
The animal baa’s placidly, flicking one ear. Dream studies its wool, a rich, deep grey. For a moment, he blinks and it seems blue in the sinking sun.
“That’s not that impressive,” says Dream.
“Weh weh weh, I’m Dream and I can find eight sheep before breakfast,” says Tommy.
Dream laughs. “Here, push it in here,” he says. He digs a shallow pit, just a few blocks down. “Put it down here.”
Tommy hesitates, looking abruptly pale. “Down in…?”
Dream says, “Or—hold on, and I can make a fence or something.”
“We are going to be sleeping in the lap of absolute luxury,” Tommy pronounces.
The air is clean and smells faintly of salt.
“Luxury—what? It’s just wool, that’s not luxury,” says Dream.
“Just wool? Just wool? I’m offended, Dream. I’m wounded. You’d better apologize, unless you want to sleep in the dirt like a little green—caterpillar.”
Tommy brandishes iron shears, gesticulating in mock offense.
The setting sun glints. For a moment the metal is washed in orange light.
“I’m sorry,” says Dream. There’s a lump in his throat. His knees ache. He knows the words he should say. He knows none of them will save him. He knows none of them will fix anything.
Tommy’s eyes are soft. “What’s wrong?”
Dream looks down at the scars crisscrossing his hands. They twine up his arms, and he knows without looking that they go further.
“I—don’t know,” Dream says. “Nothing, I guess.”
