DAKBAYAN SA BUTUAN, Pebrero 24 -- Gisugdan na ang sunod-sunod nga mga konsultasyon og workshops sa Technical Working Group (TWG) nga gitahasan pagpahiluna sa proyekto nga mag-upgrade sa Virgin Coconut Oil (VCO) Production sa Libas Farmers Multi-Purpose Cooperative (LFMPC) sa Libas, Agusan del Norte.   Nauyonan nila Gob. Dale B. Corvera, Kong. Angel Amante-Matba, Mayor Napoleon Montero ug mga ahensya sa pagpanguna sa Philippine Coconut Authority (PCA) nga nag-converge aron hiniusang suportahan ang pagpakusog sa produksyon sa VCO sa lugar nga mugnaon ang maong TWG aron mapadali ang proseso.   Sa maong unang miting, gihisgutan sa TWG ang mahimong papel sa matag usa, apil na ang draft sa Memorandum of Agreement (MOA) tali sa PCA, nga maoy mahimong tinubdan sa Php17 million gikan sa Balikatan 2 alang sa building og mga ekwipo, ug sa munisipyo nga magsilbing tulay aron mapadangat ang maon pasilidades sa LFMPC.   Ang proyekto nagpunting pagpaangat sa produksyon sa VCO sa LFMPC gikan sa 200 nuts lang matag semana karon ngadto sa 10,000 nuts matag adlaw.   Nagkauyon ang tanan sa mahimong papel sa matag usa, apil ang pagtinabangay paggama sa business plan nga mahimong basehan sa mas detalyado pang papel sa matag ahensya. Gilantaw nga mahuman ang konstruksyon sa building, mapahiluna ang mga ekwipo ug masugdan na ang operisyon sa Agosto, ning tuiga.   Ang pagpakusog sa  produksyon sa VCO sa Jabonga ug pagpahiluna og uban pang mga processing activities sa lugar gamit ang lubi nga maghimo sa Jabonga nga “Coconut Processing Center” sa probinysa, usa sa mga core processing projects nga buot ipahiluna ni Gob. Corvera sa lugar ubos sa Process! Process! Process! Project sa AGUSAN UP!, ang kampanya sa pagpalambo sa iyang administrasyon kaabag ang buhatan ni Kong. Amante.     Apil usab sa mitambong sa maong meeting nga kabahin sa TWG ang AGUSAN UP! Coordinating Center, ang Provincial Agriculture Office, Department of Agriculture, Cooperative Development Authority ug Department of Social Welfare and Development. 美国第七舰队3月23日在脸书公开导弹驱逐舰「贝瑞号」(USS Barry)试射导弹照片。同日，解放军也在微博发布南海反潜演习画面，还击美方举动。之前四天，美军在菲律宾东部水域发射标准二型中程导弹，导弹巡洋舰「希罗号」（USS Shiloh）也在演习中发射同型导弹。美中在两国在国内新冠病毒肆虐，内部穷于应付下，南海相互秀肌肉更趋激烈，意味着什么？

美太平洋舰队4艘航母纷纷“中招”，其中以“罗斯福”号航母的疫情尤为严峻。有中国网民认为现在是武统台湾的好时机

从美方角度看，有几个原因：一、警告对方。近期中方频出现声音，指美国疫情紧急，是动武统一台湾的良机，美中都通过军演和新武器展示传达相同讯息，不因疫情而降低军事上应对任何突发冲突的准备。

二、中国军力飞速发展，缩短和美军差距，即使实力仍远逊于美国，但近年海军装备和武器实现快速更新换代。去年6月，解放军在南海试射有「航母杀手」之称的东风-21D（射程1500公里），和射程可达关岛的反舰弹道东风-26。「南华早报」引述专家观点称，美军实弹射击可视为对解放军的警告，美军担心中国可能将导弹当作区域冲突的王牌。导弹射击在警告北京，美军有拦截共军导弹的能力。

三、美国国防战略改变。自2018年美国加强在南海军事活动，去年美军在印太地区部署舰艇数量激增，同时在南海保持高强度军事活动，航母、两栖攻击舰、轰炸机等频繁进出南海、台海，海空侦察密集演训，「自由航行」次数增加，也不断航经台海水域，力度空前。

3月底，部署印太地区的两栖攻击舰「黄蜂号」(USS Wasp)，首度搭载F-35B垂直起降��踪战机，参与美菲澳2019「肩并肩」(Balikatan)联合军演，该舰4万多吨，配载F-35B后就成轻型航母，战力远胜过「辽宁号」，美军在南海航母数量和战力增加。另外，南海航道是中国「一带一路」全球重要通道，美军此举威慑和掌控南海的意图也不言可喻，南海成为美中战略竞争的最前沿。

从中方角度看，解放军加强在南海及台湾周边海域行动，想警告美国与台湾不要走太近。2月9日至10日24小时内，共军连续派轰-6及歼-11等军机执行「远海长航训练」，绕台湾岛屿飞行，10日并短暂逾越海峡中线。

台湾国防部说，共军远海长训是「运用计画性作为，常态赴西太平洋远海飞训，目的在向周边国家具体展现战略威慑意涵」。中共党媒「环球时报」称，冠状病毒疫情爆发，并不影响解放军战力，派军舰和军机绕行台海，目的就是要锁定台独分子。

北京国台办发言人马晓光2月10日说，解放军军机绕台是「警告和打击台独，防止台美勾连的新动作，奉劝民进党当局不要玩火」。此外，共军绕台也意在警示美国。1月下旬以来，美中在台湾周边海域及菲律宾海域，一直有演训交锋。

美军在1月31日曾派遣B-52Ｈ轰炸机从关岛起飞，以飞弹攻击航线进入台湾防空识别区。此举是与在菲律宾海域训练的两栖攻击舰「美利坚号」远征打击群，以及从美国本土出发的「罗斯福号」航母，共同对甫通过巴士海峡、进入菲律宾海的共军年度远海联合训练的161编队进行模拟夹击，也是美军对共军机舰绕台的强硬回应。

中美先后因疫情，各自陷入国内紊乱紧张，南海军事动作频频，主要在传达信息，暗示已为军事冲突做好准备，美军要震慑共军，共军则不甘示弱反击，所以相继公布各自的军事行动消息。

两国关系随着疫情发展，对病毒起源的争议、外交口水战，和防疫物资封锁和供应之间的摩擦纷争，在川普总统和习近平主席通话后虽有缓和，但彼此关系比过去更紧张、更不确定，疫后可能出现新低潮。即使表面上两国开始联手抗疫，但包括第一阶段贸易协议能否顺利完全执行，也有变数，双方关系不易缓和。

美中都在调整南海和台湾周边的战略部署。美方意图想把解放军压制在第一岛链内，阻止其对台湾构成实质威胁。北京则想结束美军在西太平洋独大格局，甚至将美军赶出该区域。

罗斯福号航母染疫，大陆出现武统台湾大好时机的论调，但两国军力对比仍很悬殊；当前欧美反中共声浪高涨，各国经济前景悲观，美中如不慎军事冲突，习近平的压力和劣势远高于川普。衡量美中两国条件，疫后滑向新冷战的机会很高；如出现武力冲突，后果和代价都难以想像。

I just had to write this down.

When I was 15, I had a major crush at someone. We belong to the same religion but we were not church mates. I remember the first time I gathered up my courage to chat him. I was using my dad’s old phone at that time. I remember asking him if we could play chess which he replied, “sure”. From that day on, I eagerly waited for our match. I remember playing chess every time I get the chance to so that I could improve what I have already learned. I remember putting his nickname beside my name to come up with a signature. It’s what I use ‘till now. I remember writing his name on my project and on the back of my notebooks and calculator. I remember writing it in hangul so no one could recognize. It was just a crush and I know I won’t have the slightest chance to even become friends with him. I remember writing what my goals are in a small notebook and two of them were: to beat him in a chess competition and to become friends with him. 2013 - at that time, I thought they were impossible and were merely a 15-yr-old’s dream. 2014 came, he didn’t attend the summer camp. Then 2015 came. It was the first he talked to me and vice versa. I clearly remember him saying “ay si nicole pala to. balita ko magaling sa chess to eh. hinamon pa nga ako” I remember my heart skipping a beat the mI turned around and saw that it was him. HE. TALKED. TO. ME. I remember him saying ‘yes!’ when he thought I’d be his opponent in chess. he was 6, I was 7. I remember him writing his and my name down on a sheet of paper. I still have that paper until now. I remember getting excited and my thoughts were filled with “makakalaban ko na siya, i will beat him!”. But unfortunately, even before the match started, he left early because he had classes the next day. It was also the year that I knew he was leaving for the states. I was heartbroken at that time and it got me thinking, why now?! When we have talked already, when we were about to have a match? I thought he’d be leaving that year but alas - 2016 came! I remember seeing him at the summer camp. April 14 - his birthday - came and I badly wanted to greet him face to face but I can;t bring myself to. There came a session and I was looking for extra chairs, and he was a few steps behind me. He saw me and asked if I was going to play chess this year. I said yes and then took his chair lol but there was already a chair in the spot I wanted to take so I brought it back to him. Finally, after 3 yrs, two things that were in my bucket list happened! I became friends with him and I also beat him in chess. I remember my heart pounding so loudly when we faced each other and shook each other’s hands. I remember being so nervous and excited at the same time. I remember having flutters in my heart the moment I chose my number. He was three, I was four. Our numbers were always right next to each other. I remember going back to our tent feeling giddy and all. I just can’t believe it. I’ve always just written his name down and hoped and hoped but expected nothing to happen. And now, he even sends me his pictures! AND I JUST CAN’T BELIEVE IT. I mean, why would he? Our conversation in real life didn’t even amount to 30mins. Why would he send those? Why would he chat me? Is he bored, did he saw me online and just wanted to have a talk? Whatever the reason may be, I’m just glad he did. I’m happy that he did. Jonathan, I have liked you for 4yrs now. Oh and I remember talking to him in balikatan! We were in the same scene. I have liked you then and I still do now. I don’t know if you like me or not but you probably don’t because i know who you like. I still don’t know a lot of things about you but I’m willing to. The mere fact that you’re chatting me first means a lot to me. You mean a lot to me. But you know what, I hope we talk about God more. Because I think I’m drifting away. And I want you to help me out. I want to get back to knowing Him more than knowing you. Jonathan, I still like you and I know I’m not going to see you for a long time. But know that someone’s waiting for you to come home.
