Hmmm, a bit of both tbh!! Oscar and the rest of the Finch's were gameplay sims first, along with Courtney, Matilda and a few others.. so in that case, the character came first! But then there's literally everyone else who came after the story, like Ivan & Bruno for a example! I suppose it depends.. sometimes the characters inspire a story, other times the story creates the characters ¯\(°_o)/¯
