Losing his Tony affects Steve more than he wants to admit
Very first time, that fear of losing him despite of not understanding why that thought made Steve shiver with heartbroken agony
look at his relieved smile
And then they fight, breaking each other in the process during CACW.
Next time we see Steve, he is like this, a broken shell of a man with a breakup beard
And then he loses him again, and cevans talks about how vulnerable and broken Steve Rogers felt when he lost Tony again
Steve's beard when they're still searching for Tony, as shown in Captain Marvel movie
and shaving it after Captain Marvel is sent to bring his Tony back to him
Steve throwing himself in Tony's personal space

Steve loved Tony, his actions after their fight, Tony's disappearance left a massive hole in his chest.
Never forget, Steve never stayed on the planet after Tony's death, he left to the past, honoring Tony's words, he couldn't bear to be in a universe where there was no Tony in it
Headcanon : Steve did go back in the past, to a universe where Tony still exists.

I’m still convinced one of the reasons the writers are too cowardly to let Steve and Tony kiss is because they know they’ll immediately loose one of their go to conflict angst duos. They’re too lazy to come up with another source of conflict besides making Steve and Tony fight. The writers know, once they kiss, that’s gonna lead to sex, and then Steve and Tony are gonna bang out their frustrations rather than fight it out. After that they’ll both be filled with dopamine and more willing to talk like adults.
Example A: Avengers Assemble. They don’t kiss on screen, but we all know Steve and Tony be making out once the camera is off.
Example B: Universe 3490, they kissed and Civil War became Civil Union.
