I’m still convinced one of the reasons the writers are too cowardly to let Steve and Tony kiss is because they know they’ll immediately loose one of their go to conflict angst duos. They’re too lazy to come up with another source of conflict besides making Steve and Tony fight. The writers know, once they kiss, that’s gonna lead to sex, and then Steve and Tony are gonna bang out their frustrations rather than fight it out. After that they’ll both be filled with dopamine and more willing to talk like adults.
Example A: Avengers Assemble. They don’t kiss on screen, but we all know Steve and Tony be making out once the camera is off.
Example B: Universe 3490, they kissed and Civil War became Civil Union.
