As cold weather sweeps across the U.S., some electric vehicle owners are learning a bitter truth: Low temperatures can stop the cars dead in their icy tracks.

The issue crystallized this week when some Tesla owners in Chicago discovered their EVs' batteries had died in sub-zero temperatures. Drivers also said some of Tesla charging stations weren't working, or if they did work that the stations were taking longer than usual to charge up their vehicles.

“I've been here for over five hours at this point, and I still have not gotten to charge my car,” Tesla driver Brandon Welbourne told CBS Chicago. “A charge that should take 45 minutes is taking two hours.”

What happens to electric vehicles in cold weather?

Here's what to know.

Electric vehicles are less efficient in cold weather, with Recurrent's research finding that below-freezing temperatures reduced driving range up to 30% on 18 popular EV models.

An EV with a 200 to 215 mile range may only go 150 to 175 miles in the cold, Recurrent's Case said, while noting even that reduced mileage is often sufficient for most drivers. “The average person with an EV drives 30 miles a day,” he said.

Still, a shorter range in cold weather could be an issue for some owners if their EV runs out of juice miles earlier than expected, potentially leaving to hunt for an available charger or, worse, stranded in dangerously frigid conditions.

The United Kingdom installed nearly 6,000 new public electric vehicle (EV) chargers in the first three months of this year — a record number — in the race to accommodate the influx of battery-powered cars.

The quarterly figures were provided by Bristol-based data company ZapMap and published by the UK’s Department for Transport.

“I think there is a coming together of two things,” said Ben Nelmes, chief executive of EV thinktank New AutoMotive, as The Guardian reported. “Some of the barriers have been mitigated. And the private sector has woken up to the opportunity.”

Nelmes pointed out that local councils had gradually been taking advantage of charger installation grants provided by the central government.

Roughly 1,500 of the new installations were rapid chargers, which can charge a car in under an hour.

At the end of April, the UK had 61,232 EV charging points at 32,697 charging stations, ZapMap said. That’s a 45 percent increase in total chargers since April of last year.

"The Quebec government is investing nearly $60 million to bolster its public network of electric vehicle charging stations by 30 per cent.

Environment Minister Benoit Charette said in a statement Monday that 367 new charging stations will be available at 131 sites across the province. They will be part of Hydro-Québec’s Circuit électrique.

The initiative is part of the province’s plan for a greener economy by 2030, which includes having 1.6 million electric vehicles on the road by that year."

To encourage the purchase of electric vehicles and EV charging stations, the Italian government approved a new incentive measure, which has officially come into effect in 2023. The incentive measure is part of dedicated funding for the automotive industry, with about $8.7 billion expected to be spent in the year 2023-2024 to provide subsidies for the purchase of vehicles of low-pollution and low-emission and charging infrastructure. What incentives are there for buying an electric car in Italy?

The most important new content of the electric vehicle incentives announced officially in 2023 include subsidies for the purchase of charging stations and a list of beneficiaries. For example, the long-term rental companies offer double subsidies for those whose income is below 30,000 euros .The total fiscal coverage of electric vehicle incentives in 2023 is $150 million.This move will further expand the user groups of electric vehicles and allow more people to enjoy the convenience and benefits of environmentally friendly travel.

Additionally, further donations are expected to be used to purchase and install electric vehicle charging stations. 40 million euros will be used to subsidize the installation of EV chargers. By the end of 2022 , Italy had 36,772 EV chargers installed at 19,334 charging stations (stations or poles) and 14,048 public locations. Equally important, the output power of charging point is also growing.The number of ultra-fast charging points has been tripled, with the output power ranging from 100kW to 350kW. This improvement measures will greatly improve charging efficiency and meet the growing charging demand.

The number of charging stations close to city centers and major cities is growing rapidly . There are more than 600 charging stations every 10 kilometers, aiming to solve the charging problem in the popularization of electric vehicles and provide users with more convenient charging services. Motorway charging points increase rapidly compared to the previous year. In one year, the number of charging stations has been quadrupled , with 64% of them having the power of 150kW or more, providing drivers with shorter charging times for long-distance journeys.
