mihawk shows up late and ready to fight, is only here because they’re talking about the straw hats, fucks with the marines a bit because as previously mentioned he was ready to fight when he stormed in here, and doesn’t even bother sitting down he just stands next to the table the whole time
doflamingo shows up, starts immediately fucking with the marines, loudly announces he’s only here because his (definitely illegal) business is doing so well that he’s bored and on vacation, and then SITS ON TOP OF THE TABLE NEXT TO LIKE 10 EMPTY CHAIRS THE WHOLE TIME (which is very silly and definitely something i would do, but also like, objectively a ridiculous thing to do at a meeting for your government job)
you can visibly see sengoku being forced closer and closer towards retirement the entire scene. he says that 2 out of 6 of them is more than he expected to show up. he’s trying so hard. it isn’t working. the only one doing what he wants is mostly robot at this point and another one of these fuckers was recently arrested because he fucked with the wrong 17 year old and his accompanying band of lunatics.
