Heres my hot take: Hifumi is not the perv of D1. Sure he’s a little odd, he submits like a dog to Celeste, and he loves fictional women, but like so do most of us. He makes some icky comments, but NONE of that even COMPARES to TOKO.
Hifumi’s a little freak but Toko is downright creepy. She stalks Byakuya, ignores him repeatedly telling her no, and makes so many comments about and to him. Not to mention to tons of pervy things shes said to about most of the cast. She’ll accuse them of being creepy then openly enjoy it, meanwhile whoever it was about didn’t even consider the creepy side. Makoto spaced out when meeting her, she accuses him of “undressing her with his eyes” then smiles and giggles and says something about not really minding while blushing
She assumes the perviest of everyone and just really makes them all super uncomfortable. She ignores them asking her to stop
Hifumi may be a bit of an oddball and a bit freaky, but most of it is towards Celeste, who PLAYS INTO IT and ENCOURAGES IT, and fictional women
TLDR: Hifumi’s uncomfortable and odd, but Toko is a literal stalker and ignores all boundaries, making her the perv of D1

I'm thinking about how I find that Seiji's silence and no movement whatsoever to confirm his suspicious or curiosity kinda of scary ...
I speak of him knowing that Natsume might hold something he shouldn't know about and Natsume doing his best to hide it from him ...
in the manga Natsume tried saving both Madara AND his bag that had the book inside from his attacker which catch Seiji's attention (in the anime he only saved Madra and this whole scene asking about it is deleted to no one's surprise)
another detail which's easily overlooked from their next meeting was this little panel...
Seiji's asking about Natsume's bag which's easily missed and ignored even though I believe him asking about it prove he do know and wanna confirm what's this book he hold dearly inside his bag ...
but after that we had nothing .. he makes no more movement or even trying to ask anything which's why I find it scary ..
It's no wonder cuz every upcoming meeting was them having a full plate each, for him to try digging the matter further ..
but I wonder, on Homura arc .. did Seiji really hadn't noticed Natsume giving his bag to Natori ??
I don't know which's worse Seiji not making any reactions or Midorikawa-Sensei not wanting to do anything out of this yet ...
in the current arc there was this little one too ..
where Seiji said Natsume having tight lips, so it's safe he won't expose his secret :)
he's referring to the book, isn't he ?? because that's the only thing that Seiji knows Natsume doing his best to keep whatever it is a secret from him <3
btw this scene was before Seiji noticing Natsume keeping something from him, so it wasn't referring to Tanuma here but something else in case someone said this is about Tanuma ^^
Is Seiji being silent about this out of respect for Natsume's feelings and privacy, or is he waiting for a perfect chance ?? And with the way him and Natsume's relationship developing more and more, where will this fall I wonder ...
Also it's kinda scary if Midorikawa-Sensei doesn't want to present Seiji finding the truth about book till she firstly present his sister and her gang into the picture ... yup a scary thought ...
This's my pure observation and thoughts so either way, I'm too excited to see the upcoming development and fear for the future :)
