وفاقی حکومت کے تحت نیشنل الیکٹرک ریگولیٹری اتھارٹی 1997 کے ایکٹ کے تحت قائم ہوا۔ نیپرا کا انتظامی بورڈ چاروں صوبوں کے ماہرین اور ایک چیئر پرسن پر مشتمل ہے۔ اس ادارے کا بنیادی فریضہ بجلی کی پیداوار اور تقسیم کے نظام کے لیے قابلِ اعتبار مارکیٹ اور صارفین کے لیے بہتر ماحول فراہم کرنا ہے۔ نیپرا کا ایک بنیادی فریضہ بجلی صارفین اور اداروں کے درمیان توازن برقرار رکھنا ہے، یوں قانون کے تحت نیپرا کی ذمے داری ہے کہ صارفین کے مفادات کا تحفظ کرے۔ نیپرا نے گزشتہ دنوں بجلی تقسیم کار اداروں کے بارے میں رپورٹ افشاء کی تو بجلی صارفین کی شکایات کی تصدیق ہوتی ہے۔ نیپرا کی اس رپورٹ میں۔ نیپرا کی اس رپورٹ کے سرسری مطالعہ سے ہی ظاہر ہو جاتا ہے کہ بجلی تقسیم کار بعض اداروں نے صارفین سے حقیقی بل سے صد فی صد زیادہ رقم وصول کی۔ نیپرا کی اس جامع تحقیقاتی رپورٹ ظاہر کرتی ہے کہ تمام کمپنیاں صارفین سے زائد بل وصولی کی ذمے دار ہیں، ملک بھر میں ایک کمپنی بھی ایسی نہیں ہے جو صارفین نے زیادہ بل وصول نا کرتی ہو۔

اس سال جون کے مہینے میں بجلی کے نرخ غیر معمولی طور پر بڑھائے گئے ہیں ، چھوٹے صارفین کی قوتِ خرید جواب دے گئی، یوں چند سر پھرے لوگوں نے اوور بلنگ کے خلاف احتجاج شروع کیا، جب صورتحال قابو سے باہر ہونے لگی تو اوور بلنگ کے بارے میں تحقیقات کا فیصلہ کیا گیا۔ یوں ماہرین نے ایک مستند رپورٹ مرتب کی۔ یہ رپورٹ بجلی گھروں کی تقسیم کے نظام کے بغور مطالعہ، اس موضوع پر ہونے والی تحقیق کے جائزہ اور بجلی کی کمپنیوں کے طویل سروس سے حاصل کردہ اعدادوشمارکی بنیاد پر تیار کی گئی ہے۔ اس رپورٹ میں کہا گیا ہے کہ صارف کے میٹر کی ریڈنگ سے زیادہ رقم وصول کی گئی ہے اور بعض کیسوں کے غور سے جائزے سے ظاہر ہوتا ہے کہ بلوں میں اوور چارجنگ سوچے سمجھے منصوبہ کے تحت کی گئی ہے۔ اسی طرح صارفین کو طے شدہ مدت کو نظرانداز کر کے بل بھیجے گئے۔ یوں یہ بل 30 دن کی طے شدہ مدت سے زیادہ ہو گئے۔ اس صورتحال کا نقصان ان لاکھوں صارفین کو پہنچا جو ہر ماہ 200 یونٹ سے کم بجلی خرچ کرتے ہیں۔ ملکی قانون کے تحت 30 دن کے اندر بجلی کے میٹر کی ریڈنگ حاصل کرنی چاہیے مگر اس قانون کو مد نظر نہیں رکھا گیا۔

نیپرا کی اس رپورٹ میں کہا گیا ہے کہ پورے ملک 13.76 ملین صارفین کو 30 دن سے زائد ریڈنگ کی بنیاد پر بل بھیجے گئے۔ اسی طرح 3.2 ملین صارفین سے اوور بلنگ کی گئی۔ اس رپورٹ میں کہا گیا ہے کہ گجرانوالہ میں 1.65 ملین صارفین سے اوور بلنگ کی گئی۔ فیصل آباد کے 1.9 ملین صارفین کو زیادہ بل بھجوائے گئے۔ بجلی کے نظام کو ریگولیٹ کرنے والے سرکاری ادارہ کی اس رپورٹ میں سفارش کی گئی ہے کہ ��ے الیکٹرک سمیت تمام کمپنیوں کے خلاف قانونی کارروائی کی جائے اور عوام کو بجلی کے بلوں میں رعایت دی جائے۔ نیپرا کی یہ رپورٹ گزشتہ جولائی اور اگست کے بلوں سے متعلق ہے۔ سال کے باقی 10 مہینوں کے بارے میں کیا صورتحال ہو گی اس کے بارے میں ایک جامع تحقیقات سے ہی حقائق کا علم ہو سکتا ہے۔ بجلی بلز میں اووربلنگ کے تناظر میں افسوس ناک یہ حقیقت ہے کہ کم آمدنی والے کروڑوں صارفین کو استعمال سے زیادہ بجلی کے بل بھیجے گئے۔ جب لاکھوں افراد ان بلوں کی ادائیگی سے قاصر رہے تو ان کے کنکشن منقطع کر دیے گئے۔

بنیادی انسانی حقوق میں بجلی کے استعمال کا حق بھی شامل ہے، مگر اس ملک میں ہر سال بجلی کے نرخ بڑھا دیے جاتے ہیں۔ اس کے ساتھ بجلی کی لوڈ شیڈنگ بھی ہوتی ہے۔ کراچی پاکستان کا سب سے بڑا صنعتی شہر ہے جہاں بجلی استعمال کرنے والے صارفین کی تعداد سب سے زیادہ ہے۔ کراچی میں بجلی کی تقسیم کے حوالے سے شہر کو طبقاتی بنیادوں پر تقسیم کر دیا گیا ہے۔ جن علاقوں میں صد فی صد بلنگ ہوتی ہے، وہ لوڈ شیڈنگ فری زون قرار دیے گئے ہیں اور جہاں بلز کی ادائیگی کم ہے وہاں لوڈ شیڈنگ ہوتی ہے۔ جہاں بجلی بلزکی وصولی کی شرح کم ہے وہاں سردیوں میں 8 سے 10 گھنٹے لوڈ شیڈنگ ہوتی ہے۔ ایک صورتحال یہ بھی ہے ان علاقوں میں جہاں صارفین صد فی صد بل ادا کرتے ہیں مگر ان صد فی صد بل ادا کرنے والے صارفین کی بستیوں سے متصل بستیوں میں بل ادا کرنے کی شرح کم ہوتی ہے تو وہاں 10 ,10 گھنٹے لوڈ شیڈنگ ہوتی ہے اور جو لوگ ہر ماہ بل ادا کرتے ہیں وہی سزا پاتے ہیں۔ ایک طرف تو لوڈ شیڈنگ کی بناء پر بجلی نہیں آتی تو دوسری طرف ہر مہینہ دو مہینہ بعد بجلی کے بلوں کے نرخ بڑھا دیے جاتے ہیں۔

ایک اندازے کے مطابق گزشتہ ایک سال کے دوران بجلی کے نرخ میں صد فی صد کے قریب اضافہ ہوا ہے۔ یہ صورتحال تو گھریلو صارفین کی ہے، تجارتی اور صنعتی استعمال والے اداروں میں ایک نیا بحران جنم لیتا ہے۔ جب بھی بجلی کے ٹیرف میں اضافہ ہوتا ہے تو تیار کی جانے والی اشیاء پر آنے والی قیمت بڑھ جاتی ہے، یوں برآمدات کا شعبہ اس صورتحال سے براہِ راست متاثر ہوتا ہے۔ برآمد کنندگان مسلسل یہ شکایت کر رہے ہیں کہ گزشتہ 15 ماہ کے دوران بجلی اور گیس کے نرخ بڑھے تو ان کارخانوں کی تیار کردہ اشیاء کی برآمدی قیمت اتنی بڑھ گئی ہے کہ پاکستانی اشیاء غیر ممالک کی منڈیوں میں مقابلہ نہیں کر پا رہی ہیں۔ نیپرا نے گزشتہ جولائی اور اگست کے مہینوں کے بارے میں جب یہ تحقیق کی تھی تو اس وقت میاں شہباز شریف کی قیادت میں اتحادی حکومت کر رہے تھے۔ پارلیمانی نظام کی روایت کے تحت حکومت میں شریک تمام جماعتیں حکومتی فیصلوں کی ذمے دار ہوتی ہیں،

یوں پی ڈی ایم حکومت میں شامل تمام جماعتیں اس صورتحال کی براہِ راست ذمے دار ہیں، جس کے وزراء آنکھیں بند کر کے حکومت کے بجلی کے نرخ بڑھانے کے فیصلے کی وکالت کرتے رہے۔ سابق پارلیمانی سیکریٹری زاہد توصیف کا کہنا ہے کہ بجلی کی کمپنیوں نے 1700 ارب روپے زیادہ وصول کیے ہیں جو ہر صورت صارفین کو واپس ہونے چاہئیں۔ وہ یہ بھی کہتے ہیں کہ دنیا میں سب سے زیادہ بلند ترین مارک اپ ریٹ اور مہنگی ترین بجلی اور گیس پاکستان میں ہے۔ ملک میں ایک نگراں حکومت برسرِ اقتدار ہے جس کے بارے میں تصور یہ ہے کہ وہ خاموشی سے اپنی پیش رو حکومتوں کی پیروی کررہی ہے مگر اس کے باوجود نگراں حکومت کی ذمے داری ہے کہ فوری طور پر بجلی کے نرخ کم کرے اور تمام شہریوں کو بجلی فراہم کرنے کے بارے میں لائحہ عمل تیار کرے۔ نیپرا کی اس رپورٹ پر غور کرنے کے لیے پاور ڈویژن نے چار رکنی ایک کمیٹی بنائی ہے۔ مگر کیا یہ کمیٹی طاقتور کمپنیوں کا کیا احتساب کرے گی ؟ شہریوں کا کہنا ہے کہ یہ کمیٹی وقت ضایع کرنے کے سوا کچھ نہ کر پائے گی۔ سیاسی جماعتوں کو بجلی صارفین کے ساتھ ہونے والی زیادتی کے خاتمے کے لیے اقتدار میں آنے کے قابل عمل پالیسی بنانی چاہیے۔

بجلی کے عجیب و غریب بل

ملک بھر میں بجلی صارفین کے لیے مہنگے ٹیرف کے بل عذاب بنے ہوئے ہیں۔ حکومت بجلی کی مہنگی پیداوار، لائن لاسز اور بجلی چوری کو بجلی کے نرخ بڑھانے کی وجوہات قرار دیتی ہے۔ بہرحال اب ورلڈ بینک نے بجلی کی قیمتوں میں اضافے کی مخالفت کر دی ہے اور حکومت سے کہا ہے کہ اب بجلی کی قیمتوں میں مزید اضافے کی ضرورت نہیں، اس لیے بجلی مزید مہنگی کرنے کے بجائے لائن لاسز کم کریں اور بجلی کی چوری روکی جائے۔ بجلی اب ملک و قوم کی اشد ضرورت ہی نہیں بلکہ انتہائی مجبوری بن چکی ہے ، اس لیے معاشی اور کاروباری ترقی کے لیے سستی بجلی انتہائی ضروری ہے۔ ملک کے سب سے بڑے شہر کراچی کو بجلی فراہم کرنے والی کے الیکٹرک اٹھا رہی ہے۔ کے الیکٹرک کراچی کے علاوہ ضلع لسبیلہ کو بھی بیس سال سے بجلی فراہم کر رہی ہے جس کے لیے وہ حکومت سے رعایتی بجلی لیتی ہے۔ انتظامی خرابی یہ ہے کہ صارفین کے اضافی بل کبھی درست کر کے نہیں دیے جاتے بلکہ صارفین کو مجبور کیا جاتا ہے کہ وہ پورا بل ادا کریں یا انھیں قسطوں پر ادائیگی کی سہولت دی جا سکتی ہے۔

قسطیں صارفین کے لیے کوئی سہولت نہیں بوجھ ہے جو قسطیں کرانے پر ان پر بڑھتا رہتا ہے۔ بل کی ادائیگی میں تاخیر پر ملک بھر میں صارفین پر دس فیصد جرمانہ عائد ہوتا ہے اور قسطیں کرانے پر باقی رقم پر دس فیصد سرچارج اس وقت تک صارفین ادا کرتے ہیں جب تک بل کی مکمل ادائیگی نہ ہو جائے۔ ملک بھر میں بجلی کے بھاری بلوں کی شکایات عام ہیں کیونکہ بجلی کی تقسیم کرنے والے تمام ادارے کسی اصول کے بغیر من مانے بل جاری کرتے ہیں اور سونے پر سہاگہ حکومت کے نافذ کردہ متعدد ٹیکسز ہیں جو استعمال کی جانے والی بجلی کے نرخوں سے کہیں زیادہ ہیں۔ حکومت کی ایک زیادتی ٹیلی وژن لائسنس فیس کی جبری وصولی ہے جو جب سے نافذ ہے جب نجی ٹی وی نہیں تھے اور پی ٹی وی واحد سرکاری چینل تھا اور لوگ مجبوری میں پی ٹی وی دیکھا کرتے تھے جس کی سالانہ فیس ادا کر کے ہر سال ڈاک خانوں سے ٹی وی لائسنس بنوانا پڑتا تھا، جب سے حکومت نے ٹی وی ایل فیس بجلی بلوں میں شامل کر کے جبری وصولی شروع کی ہے وہ کمرشل ایک سو روپے ماہانہ اور گھروں کے لیے 35 روپے ماہانہ مقرر ہے۔

ہر گھر کے بل میں حکومت چار سو بیس روپے سالانہ ٹی وی فیس وصول کر رہی ہے جب کہ سرکاری ٹی وی اب صرف ان علاقوں میں دیکھے جاتے ہیں جہاں ٹی وی کیبل سروس نہیں ہے۔ لاکھوں گھروں میں ٹیلی وژن ہے ہی نہیں یا نہیں دیکھا جاتا مگر ٹی وی فیس وصول کی جارہی ہے۔ عام اصول ہے کہ اگرکوئی چیز زیادہ مقدار میں خریدی جائے تو اس پر خصوصی ڈسکاؤنٹ یا رعایت ملتی ہے مگر ملک میں گیس و بجلی جتنی زیادہ استعمال ہونے پر نرخ کم ہونے کے بجائے بڑھتے بڑھتے رہتے ہیں اور بجلی و گیس زیادہ ادا کرنے پر مختلف ٹیرف مقرر ہیں ۔ یوں عوام کی مالی حالت پتلی ہوتی جارہی ہے، اوور بلنگ کا مسلہ الگ ہے، حکومت کو اس حوالے سے ضرور کوئی پالیسی بنانی چاہیے۔

How much Britons pay for electricity

Falling energy costs in the UK have led to a sharp fall in inflation, but Britons still pay the highest electricity bills in Europe, INews reports.

According to the Household Electricity Price Index (Hepi), Ireland and the UK topped the list of the most expensive household electricity prices in Europe last month.

The cost of electricity including taxes was 48.94 euro cents per kilowatt hour (c€/kWh) in Dublin and 41.25 c€/kWh in London, according to an index comparing prices in European capital cities.

According to the calculations, London residents paid €99 (£86) for electricity for the average UK home last month. This is down from last year’s figure for October, when electricity bills were around €102 (£89). Germany had the third highest electricity cost (€39.35/kWh), followed by Italy (€38.09/kWh), Denmark (€37.40/kWh) and the Czech Republic (€37.11/kWh).

Hepi reports that if average households in other countries consumed the same amount of electricity as in the UK, prices last month would have been around €95 (£83) in Berlin, €92 (£80) in Rome, €70 (£61) in Paris and €52 (£45) in Madrid, according to INews.
