With the recent annoucement from Ofgem that the electricity price cap will be increased to £3,500 a year from October, and many predicting it could double by next April, I thought some British Tumblr users would be interested in this campaign. Don’t Pay UK is a movement against the rise in energy bills. In particularly they are specifically demanding a reduction in energy bills to an affordable level. Their strategy is get 1 million people to pledge to cancel their energy direct debits by October 1 if their demands are not met.

Note that they will only go through with this action if pledges reach 1 million by October 1. Currently pledges are only in the 150,000 range so they need many more people to sign up in order to send a message that action needs to be taken before millions of people in Britain become unable to afford to heat and power their homes this winter. The concept is that by reaching a critical mass of over 1 million people refusing to pay their bills at the same time, energy companies will be unable to disconnect or pursue all million plus clients for outstanding debts simultaneously. At the same time, they will also face a massive hit to cashflow by not having incoming payments from hundreds of thousands of customers coming in for at least 28 days.

Of course this is essentially a civil disobedience campaign and comes with a number of risks, however the fact of the matter is many hundreds of thousands of people are going to be unable to pay their bills this winter, whether they wish to or not, and the chances of people literally dying of hypothermia in their own homes is extremely real. The government has so far declined to take substantive action to prevent this occurring so it is ultimately up to us to demand action.

What is a non-payment campaign?

A non-payment campaign is when people collectively commit to not paying a bill or charge. One example would be the resistance to the Poll Tax: more than 17 million people refused to pay and it became impossible for the government to force people to pay. Even then many people were scared to act and not pay the tax. But as confidence grew and local Poll Tax Groups were formed to support each other, it became socially acceptable to not pay. Tens of thousands of liability orders were issued forcing people to pay - but people refused and eventually the Poll Tax was scrapped. A more recent example was the non-payment campaign against Southern Water in Kent in 2020 after they were fined £90 million for dumping raw sewage into the sea. Outraged by those costs being passed onto consumers, a non-payment campaign took off and eventually residents won by getting 50% taken off their bills.

Won't they just cut off my gas and electricity?

It'll be extremely difficult for energy suppliers to do so on a mass scale - but it is possible and you should know how the energy companies may respond if millions of us withhold payment. Energy supply disconnections for non-payment are already extremely rare - as few as 8 in 2018 were reported. This is because certain rules govern energy suppliers' behaviour in non-payment cases:

If you haven't paid your bill after 28 days, your supplier may contact you about the possibility of disconnecting your gas or electricity supply. Their first port of call will be to try to install a prepayment meter.

Before any further action can be taken, though, they must give you a chance to pay your debt through a payment plan.

The guidance says that, if you can’t reach an agreement with your supplier on clearing your debt, they can apply to a court for a warrant to enter your home to disconnect you. If you have a smart energy meter then your supplier could be able to disconnect the supply remotely without needing to access it, but they'll first need to have visited your home to do an assessment of your personal situation and the potential impact of disconnection.

We'll only go ahead with the non-payment strike if we have power in numbers. So, if energy suppliers decide to try to disconnect people, they'll be forced to first contact thousands, tens of thousands or even more customers about the possibility of disconnecting supply - but only after 28 days have passed. Then they'll have to give a chance to set up a payment plan before, in most cases, applying to a court for a warrant. It'll cause paralysis and create a months-long backlog. We are very clear in that everyone that pledges to strike also pledges to defend the strike and that means protecting and supporting each other that are threatened by debt collectors. We will look after each other in this movement and build the solidarity to do that.

Will striking affect my credit score?

Your energy bills aren't a loan, so missing payments aren't certain to affect your credit score in the same way. But some suppliers do report missed payments to credit agencies, so in those cases it's possible that there will be consequences to your credit score.

If you are worried about your credit score, remember that energy suppliers can't take any action if you make a payment within 28 days. It would still devastate a company's cashflow if thousands of people cancelled their direct debits and paid a few weeks later, with no consequences to the strikers.

When prices go up and our energy usage increases over winter, millions of us will miss payments whether it affects our credit score or not. It's important we take action together to stop it getting to that stage.

I have. I'm not fully convinced by it.

What I have also seen, which may be a more realistic suggestion, is for people to cancel their direct debits and only pay when they are billed for the electricity/energy they actually use (and when they can afford it).

Anyway. More importantly a couple people I know of through IG are sharing key information on refusing to pay your energy bill in the UK, ie. How to "safely" (for lack of a better word) participate in @/dontpayuk via logging a complaint with the energy ombudsman. I'll see if I can figure out how to share on here.

«Δεν πληρώνω»: Η κρίση ξεσηκώνει τους πολίτες από τη Βρετανία έως την Κίνα

To hashtag #DontPayUk τρεντάρει στη Βρετανία τα τελευταία 24ωρα. Πρόκειται για την πρωτοβουλία μίας ομάδας που καλεί τους καταναλωτές να κηρύξουν στάση πληρωμών στους λογαριασμούς ρεύματος και θέρμανσης. Περίπου 100.000 πολίτες έχουν ήδη υπογράψει τη σχετική online διακήρυξη κόντρα στις προειδοποιήσεις για τις συνέπειες που θα έχουν όσοι αφήσουν απλήρωτες τις οφειλές τους.

Με τις προβλέψεις να κάνουν λόγο για άλμα 81% στο κόστος ενέργειας τον Οκτώβριο, ύστερα από αύξηση 19% τον Ιανουάριο, που θα οδηγήσει τον ετήσιο λογαριασμό ενέργειας πάνω από τις 4.000 στερλίνες, η στήριξη στο βρετανικό κίνημα «δεν πληρώνω» δεν αποκλείεται να ενισχυθεί περαιτέρω. Στόχος είναι οι υπογραφές να φτάσουν ακόμη και το 1 εκατομμύμριο. Εξάλλου οι απλήρωτοι λογαριασμοί υπολογίζεται ότι ήδη υπερβαίνουν το 1 δισ. στερλίνες και σύμφωνα με τη Citizens Advice τα ενεργειακά χρέη είναι σχεδόν διπλάσια σε σχέση με το 2019. Ο οργανισμός προτρέπει τους καταναλωτές να μην ρισκάρουν να κοπεί η σύνδεσή τους και να πολλαπλασιαστούν τα βάρη τους, αλλά να επιδιώξουν ρυθμίσεις πληρωμών απευθείας με τις εταιρείες.

Το κίνημα Don't Pay Uk όμως επιμένει ότι η κατάσταση είναι τέτοια που δεν υπάρχει άλλη λύση από μία μεγάλη «απεργία των καταναλωτών». Σημειώνει δε πως οι ιδέες του δεν είναι νέες αφού έμπνευση αποκάλεσε ο ξεσηκωμός εκατομμυρίων Βρετανών στα τέλη του 1980 και τη δεκαετία του 1990 κατά του φόρου Poll Tax.

Και αν στη φιλελεύθερη Βρετανία δεν προκαλεί έκπληξη η ανάδυση ενός τέτοιου κινήματος σε συνθήκες οξείας ενεργειακής κρίσης, στην κομμουνιστική Κίνα ένα αντίστοιχο κίνημα φαίνεται να έχει αιφνιδιάσει το καθεστώς του Σι. Η κινεζική μεσαία τάξη - που σχηματίστηκε και μεγάλωσε γρήγορα τις τελευταίες δεκαετίες- «επαναστατεί» κατά τραπεζών και κατασκευαστικών κολοσσών. Εκατοντάδες χιλιάδες αρνούνται να πληρώσουν τις δόσεις των στεγαστικών δανείων που έλαβαν, αφού τα ακίνητα που αγόρασαν δεν τους έχουν παραδοθεί ακόμη.

Οι αναλυτές της Citi υπολογίζουν ότι το μποϊκοτάζ θα αυξήσει τα κόκκινα δάνεια των κινεζικών τραπεζών κατά 83 δισ. δολάρια, αλλά το τίμημα θα είναι πολύ μεγαλύτερο για τον πρόεδρο Σι στη μορφή της όξυνσης μίας κοινωνικής αναταραχής, που είναι ήδη ορατή. Η Μπέτι Γουάνγκ, επικεφαλής οικονομολόγος της ANZ πιστεύει ότι η έκταση του προβλήματος είναι πολύ μεγαλύτερο. Υπολογίζεται ότι στεγαστικά δάνεια ύψους 1,5 τρισ. γιουάν (223 δισ. δολαρίων) ή το 4% του συνόλου των δανείων, που έχουν εκδώσει οι κινεζικές τράπεζες, θα επηρεαστεί από το πρωτοφανές για τα κινεζικά δεδομένα κίνημα «δεν πληρώνω». Αν αυτό επιβεβαιωθεί θα έχουμε ισχυρές πιέσεις στις τράπεζες και απότομο φρένο στην πιστωτική επέκταση, την ώρα που η κινεζική οικονομία (έως πρόσφατα ατμομηχανή της παγκόσμιας) έχει ήδη κατεβάσει αισθητά ταχύτητα.

Κοινό στοιχείο σε ανεπτυγμένη, φιλελεύθερη Δύση και στα αναδυόμενα "υβριδικά" καθεστώτα; Η εξάντληση των πολιτών από τις αλλεπάλληλες κρίσεις που έχουν κληθεί να πληρώσουν, αδειάζοντας τις τσέπες και τα ψυχικά αποθέματά τους. Πριν καλά - καλά συνέλθουν από τη χρηματοπιστωτική κρίση και κρίση χρέους - και παρά το γενικευμένο κλίμα ευφορίας στις αγορές μετοχών και ομολόγων, απόρροια του άφθονου φθηνού χρήματος των κεντρικών τραπεζών- είχαν να αντιμετωπίσουν συνεχείς γεωπολιτικές εντάσεις, εμπορικούς πολέμους και τελικά μία πανδημία και σκληρά lockdown, που διέλυσαν προσδοκίες και περιουσίες.

Και ενώ όλοι περίμεναν την επιστροφή σε μία «κανονικότητα» (έννοια που πλέον μόνο ειρωνικό τόνο μπορεί να φέρει) ήρθαν οι πολιτικές της «μηδενικής ανοχής», που έκλεισαν κινεζικά λιμάνια κομβικής σημασίας για λίγα κρούσματα, προκάλεσαν έμφραγμα στην παγκόσμια εφοδιαστική αλυσίδα και έστειλαν στα ύψη τις τιμές πρώτων υλών και κοντέινερς. Ούτε εκεί τελείωσαν τα βάσανα. Ένας νέος πόλεμος, αυτή τη φορά συμβατικός, στην καρδιά της Ευρώπης και το ενεργειακό πόκερ του Πούτιν φουντώνει κι άλλο τις φωτιές που είχαν ήδη ανάψει.

Όσο αυτές δεν σβήνουν η ύφεση θα πλησιάζει, τα κινήματα «δεν πληρώνω» θα πολλαπλασιάζονται και η μόνη «κανονικότητα» θα είναι η πολιτική και κοινωνική αναταραχή.
