Gaza is already the most intense starvation catastrophe of recent decades. The death toll from hunger and disease may soon surpass the body count from bombs and bullets. The Famine Review Committee reported this week that Gaza is facing “imminent famine”. The Integrated Phase Classification (IPC) system, set up 20 years ago, provides the most authoritative assessments of humanitarian crises. Its figures for Gaza are the worst ever by any metric. It estimates that 677,000 people, or 32% of all Gazans, are in “catastrophic” conditions today and a further 41% are in “emergency” conditions. It expects fully half of Gazans, more than 1 million people, to be in “catastrophe” or “famine” within weeks. A parallel report from the Famine Early Warning System Network of the US Agency for International Development sounds the same alarm. It is the clearest warning that the network has given at any time in its 40-year history. A rule of thumb is that “catastrophe” or “famine” conditions mean a daily death rate from from hunger or disease of two people out of 10,000. About half are children under five years old. The arithmetic is simple. For a population of 1 million, that is 200 deaths per day, 6,000 per month.

Thinking about Hob Gadling in 1589, or rather in the decades leading up to 1589 when we see him as Sir Robert Gadlen
Thinking about how he went north, twice, to come back as his own son, presumably to build the myth of the Gadlen family. Before that, as a soldier, a brigand, and a tradesman in printing, he probably didn't have enough money to need to "leave it" to a son, because he'd had no real assets. No houses, no businesses, nothing besides his weapons and armor, the proverbial clothes on his back, and what spoils of war could be carried with him.
But to make money you have to spend it, you have to have it, you have to invest it. 1389, the year of Hob gaining immortality, corresponds to the birth year of Cosimo de' Medici, the man who would establish the great banking dynasty of Florence, Italy. I note this because this transformation in Europe corresponds with Hob's progress through immortality and rather roughly corresponds to when, as I see it, he would have moved from an individual soldier of fortune to make his living to needing some sort of continuity of identity if he was going to move beyond that.
In this instance, pretending to be his own son (or relative) would be a necessity to inherit his own wealth so he could carry it forward for the next 10-30 years, before he'd have to reinvent himself again. The money to buy a knighthood would be the work of generations.
I'm thinking about Hob building himself up from being a printer's apprentice (because printing was so new a trade that it was probably one of the few where he could get in as a man perpetually in his 30s, most apprenticeships would require you to begin as a child) to gaining his knighthood. By his own admission of faking his death twice by 1589, he'd be Robert Gadlen the Third, possibly the Fourth (not that this was a naming convention back then for commoners, but more to illustrate where 1589 Hob stood in the line of his own fictional family inheritance).
The first half of the 1500s in England under Henry VIII still saw a predominance of nobility holding the lion's share of power, but it did see something of a shift where you had noteworthy men rise to great heights from common origin, like Thomas Wolsey and Thomas Cromwell (yes, I'm rewatching Wolf Hall, why do you ask?).
But now to the point that got me thinking about this: imagine Hob in the 1500s. At the beginning of the century he is the first of his name, building his fortune. Robert Gadlen, who made his money in the printing business then invested it, through a great stroke of luck in to the powers-that-would-be that century: the Tudor shipyards. Hob building himself from very nearly nothing, peasant stock, nothing more than a soldier and a brigand before that. It's still grubby to build oneself up from trade, better to have been born to wealth of course, this isn't American Yankeedom and we're before the Puritans, where showing one's hard work was a virtue rather than an ugly necessity of the common people. But Hob still did it, with his own hands.
Imagining Robert Gadlen II, and Robert Gadlen III, the "scion" of a family on the rise, sniffing around the edges of the Tudor court, eventually finding his way in, having enough gold to buy himself a knighthood.
Imagining Robert Gadlen, meeting one of those common men in the service of Henry VIII, noting with chagrin their own common birth, the sons of blacksmiths and butchers, unlike Sir Robert, whose father was a man of means who left a growing fortune to his son.
And I can't help but imagine Hob smiling, a little slyly because he did it, he slipped passed the censors, no one knows of the fact he was born to peasant stock almost 200 years ago, and no one ever will. As far as anyone knows, he was born wealthy, a gentleman in the rising social consciousness that all it takes to be a gentleman is to have the money to act as one.
But I can't help but wonder if that smile would be just a little uncomfortable, too. Because no one will ever know. No one will ever know that Sir Robert Gadlen didn't inherit his money, that he's not some child of nepotism and generational wealth who has never worked and never starved. He is the founder of his own family, he built it himself and with each generation that goes by he has to leave more and more of that story behind him. Except with Dream.

Calabacitas rellenas | Stuffed zucchini
This is a very easy and usually fast recipie. It's really cheap where I live because fruits and vegetables are cheap.
INGREDIENTS:
4 Zucchinis (big ones) (23.80 MXN | 1.19 USD)
2 smoked pork chops (50 MXN | 2.50 USD ) I really can't remember how much it was but it was around that number.
Some melty cheese (29.40 MXN | 1.47 USD) OPTIONAL
A cup of rice (9.60 MXN | 0.48 USD)
1 Tetrapack of tomatoe paste x ( 7.30 MXN | 0.36 USD)
Salt and pepper (5 MXN | 0.25 USD)
TOTAL: 125.1 MXN | 6.23 USD
Servings: 4 (31.27 MXN | 1.56 USD PER SERVING)
INSTRUCTIONS:
Cut zucchinis in half and hollow them with a spoon. The inner part you're gonna dice it small, as small as you want, really.

The zucchinis i used (or i don't know if that is the name of this specific variation) were frickin' huge this time so i was missing meat at the end of it :T
Now, dice the pork chop. I usually do half the zucchinis, then do the pork chops so i can start frying them and finish the zucchinis just in time. Anyways, throw your diced pork chops into a pan with a little oil and fry til they are lightly browned.

Now throw in your diced zucchini cores and season with salt and pepper. Cook them until they have skrinked half their size and they are mushy.

At this point you should start cooking your rice. Wash your rice and fry with a little oil in a pot with a lid. This is the mexican way of doing rice. When rice is lightly brown (enfasis on lightly) add the tomatoe paste and let fry for a few minutes. Then add 1 1/2 to 2 cups of water (as needed) and let boil, then lower the flame and simmer with the lid for about 15 min or until there is no water in rice. Do not stirr it. Just let it do it's thing.

Almost done, now fill your hollow zucchinis with the pork chop and cores mixure we made. To that you can add some grated cheese on top to add some flavor and pop that into your oven. I use a mini electric oven so i had to make it in batches but the results are delicious.

Serve with the rice and enjoy! This is honeslty a recipie i really like. The zucchinis end up really juicy and flavourful and i can never skip the cheese. I love to brown it but right now my oven is broken so it only emits heat from the bottom so i can not brown the cheese but believe me, don't skip browning the cheese.

Found some really good analysis of Astarion having 10 Charisma on a Youtube video, plus comparisons to a bard Tav because bard supremacy.

Astarion having a default Charisma of only 10 feels like the biggest joke of the entire game. Like, the one characters whose background story as a vampire spawn involves is him having spent the past 170 years being basically prostituted by Cazador his vampire master, being forced to rely on seduction and manipulation to survive, the guy that even various NPCs and even the Narrator remark about how beautiful he is canonically... But instead of the game devs making him a Bard, he's the DEX-based Rogue (I mean, he's a darn good Rogue, but) with the potential Arcane Trickster subclass (which needs INT as base attribute). When I played an Origin run as Astarion, I respecced him slightly and lowered his CON from 15 to 14 and his WIS from 13 to 12 and used that to upgrade his CHA to 12. Astarion being a Rogue is the anomaly here... because when did he learn that? If he was a magistrate while alive -- although the writers chucked the rest of his tentative background story from the earliest stages of the games back in 2020 into the dumpster and changed "corrupt" into "tragic", which gave him more depth, so maybe him claiming at first meeting that he's a magistrate in Baldur's Gate is him serving you a double-lie instead of just a single lie (as he hasn't been whatever profession or status he had while alive for the past nearly 200 years).

tbh I agree. Feels like he always not taking things serious, like always joking around, so in a sense you usually don't trust him for anything with his attitude, it's not someone you would trust or take a word irl. Guy tells you "only a sip" and proceeds to suck you dry like a capri sun 😂

I think he has a 10 in charisma because he is naturally and superficially charming. But in reality, he is not a SKILLED charmer or a smooth talker. Someone who has 16 or more charisma, is a capable of lying, deceiving, performing, even at the cost of one's ego. He/she has the skills to adapt and spin new wild stories on the spot, improvising at all times. I don't think Astarion really has that. He knows how to sound fancy. He knows how to be sarcastic and witty. But he is not someone who can appeal to any person and talk his way out of anything. Say he gets blamed for something. His selfish and defensive instinct would be to insult the person back. A true charisma giga chad is able to see that this sort of behavior will not get him/her what he/she wants. He/she is able to de-escalate the situation and redirect it into a direction that gets the rizzler what he/she wants.

Exactly. Playing a bard Tav highlights this difference really well. Half the options listed as solutions during conversations are ones you know Astarion wouldn't think of, or fail miserably at because of all the reasons you listed. He's fun and funny, but also he should thank his lucky stars you're there to talk for him cause he'd be so freakin dead on his own.

Map of werewolf witch trials

   Mapping the location of 223 witch trials that included accusations of turning into a wolf, mostly based on Lorey's online list (just under 200 listed). Blécourt gives a few corrections to Lorey's list, Klaniczay has 13 Hungarian trials, and Madar, Metsvah and Winkler collectively give 14 Estonian trials; Metsvah says there are 30 recorded in Estonia in total, but data on the rest weren't provided. When a location has multiple trials, the crosses form a circle around the city so as to not overlap - this is most obvious for Tallinn, Riga, and Sopron.  
   The initial point was to visualise how the trials spread over time, but what it also makes really obvious is how tightly clustered most of them are - this matches how regional the witch trials in general were, but also that beliefs in werewolves weren't evenly spread across Europe; hence the lack of anything in Great Britain, Basque Country, but weirdly also Scandinavia where southern Sweden is known for having a decent number of werewolves in its folklore.  
   Finally, after going through all of Lorey's descriptions, there's a few that stood out that I wanted to share (machine translated from German):  
   1619 Tonnis Steven von Grevenstein, shepherd in Kallenhardt (Electoral Cologne Office of Rüthen). “Out of pain and unbearable torment, I had to say that  I was a magician and a Wehrwolf, but God in heaven knows that everything is a lie and I have never seen a devil in my life.”  
   1652 Wilhelm Scheffern, shepherd from Metterich (di Metternich near Münstermaifeld, Kurtrier). One of the reasons he was talked about was because - in contrast to his successors - there were never any losses due to wolf attacks during his time as a shepherd. "It is entirely believed that the defendant could turn himself into a werewolf" (6th count) and "that he ... once made himself invisible in the field" (point 15). However, previously in points 2 and 3 "that his "The father was burned because of the vice" and "that the defendant's sisters were burned years ago because of the vice of magic." (Court verdict not received; according to Krämer, however, probably executed.)  
   1661 Cuno Jung, a shepherd from Westerburg, had not defended himself strongly enough against being called a werewolf. Because his parents were already under suspicion and his sister had been executed as a witch, he spoke out against the witchcraft trials. He also refused to take part in an execution as a lay judge. He once even tried to buy his way out as an observer at a witch trial. Executed in Westerburg.

Our first finalist is Arthmael de Silfos, who appears to be a prince from the fantasy book Sueños de Piedra, which i think may have had an english translation at some point under the name Dreams of Stone but I couldn't find any place to read or buy it, so I may just be wrong about that.
The other is Varvara Lukinishna from a book called The Slynx. I was unable to find anything about Varvara specifically, but the book takes place 200 years after an apocalypse, and all 3 reviews on Barnes and noble are positive. It's also in english, which I imagine is a big plus for the (I assume) english-speaking majority of my followers
I don't think it's surprising to anyone that the finals will be 2 book characters. Oh and while I have you here, if you are the submitter of either of these characters please let me know how you feel about them getting this far.
May the more obscure win. I don't know about you all but will be following the tag for whichever source wins.

Delimitation discussions appear stuck at present over Azerbaijan’s demand that it gain control of eight villages in border areas currently under Armenian jurisdiction. Pashinyan in comments to journalists signaled a willingness to unilaterally hand over four of the disputed villages. In doing so, he also suggested a practical way of settling the boundary between the two states. His initiative appears intended to deprive Azerbaijan of a pretext to launch new military action to seize territory, including any assault that could cut Armenia’s direct access to Iran.
“The de jure border that existed at the time of the collapse of the Soviet Union was reaffirmed by the [1991] Alma-Ata declaration and not only by that declaration, but also by the agreements held in Prague on October 6, 2022,” Pashinyan said at a March 12 news conference.
Four of the disputed villages – Baghanis Ayrim, Lower Askipara, Kheyrimli, and Gizilhajili – were on the Azerbaijani side of the border between the two former Soviet republics and were occupied by Armenian forces in the 1990s, during the first Karabakh war, which concluded in 1994 after the signing of the Alma-Ata declaration.
Citing the Alma-Ata and Prague agreements, Pashinyan acknowledged that “the former administrative border, which existed during the Soviet Union, is somewhat beyond that present administrative border.” He went on to call for both states to reaffirm the frontier defined by the Alma-Ata agreement. Earlier in 2024, Armeniamaintained that Azerbaijan currently controls 31 villages situated in roughly 200 square kilometers of land that are rightfully Armenian. There had been some talk in Yerevan of proposing a trade involving all the disputed settlements. But Pashinyan in his most recent comments made no mention of such a swap.[...]
Prior to Pashinyan’s March gambit, Azerbaijan had staked out an intransigent position about the return of the eight villages. “As for the four non-exclave Azerbaijani villages occupied by Armenia, their affiliation to Azerbaijan is beyond any doubt and they are subject to immediate liberation,” Deputy Prime Minister Shahin Mustafayev said in the statement issued March 9, two days after the latest round of border delimitation talks. Mustafayev leads the Azerbaijani negotiating team.
“The issue of liberation of four of Azerbaijan’s exclave villages occupied by Armenia will also be resolved within the delimitation process,” he noted.[...]
The villages that Pashinyan seems willing to unilaterally hand back are important to Armenia from an infrastructure point of view. A highway to Georgia, as well as a pipeline carrying Russian gas to Armenia, pass through these villages. Pashinyan also addressed the issue in press comments, saying that he has instructed relevant state bodies to “reroute those lines so that they pass through Armenia’s de jure territory and so that we don’t have problems in that area.”
The prime minister’s remarks triggered an immediate outcry from long-standing government critics, who accuse Pashinyan of treachery and a failure to defend state interests.
“By unilaterally giving in, not only do you not create a guarantee that Azerbaijan will not attack, but on the contrary, you give them better conditions to attack you from those positions,” Anna Grigorian of the Hayastan alliance said in comments broadcast by RFE/RL’s Armenian Service.

Chapter 7. Polluted Politics? Confronting Toxic Discourse, Sex Panic and Eco-Normativity by Giovanna Di Chiro

Queer ecology as defined by Mortimer-Sandilands (2005, 24) “both about seeing beauty in the wounds of the world and taking responsibility to care for the world as it is”. (200)
Environmental justice constructs an eco-politics that defines the environment as our communities: the places where ‘we live, work, play, and learn’ (200). Environmental justice activists embrace inhabited/built places---cities, villages, reservations, agricultural fields, workplaces, poor and low-income neighborhoods next to hazardous industrial facilities as environments worthy of recognition and protection (Di Chiro 1996)
There has been rising environmental anxiety that surrounds cultural fears of exposure to chemical and endocrine-disrupting toxins especially as it relates to the troubling and destabilizing of normal/natural gendered bodies of humans and other animal species aka the “chemical castration” or the “feminization of nature” (Cadbury 1998; Hayes 2002)--rising fears that we are “swimming in a sea of estrogen” (Raloff 1994b, 56; Sumpter and Jobling 1995 173) as a consequence of rising levels of estrogenic, synthetic chemical compounds emitted into our water, air and food known as estrogenic pollution (ova-pollution). (201)
Pop-science warning about the ‘instability of maleness’—warns that the rising incidences of male-to-female gender shifts and intersex conditions observed in the ‘lower’ species of animals, such as frogs, fish, and salamanders, represent the newest ‘canaries in the coalmine’ portending an uncertain fate for human maleness and for the future of ‘normal’ sexual reproduction (Robert 2003) (201) also anti-toxins discourse has concerns about estrogenic chemical toxins disrupting/preventing/disturbing ‘normal’ prenatal physiological development and natural reproductive processes, leading to rising cases of infertility and producing disabled, defective, and even monstrous bodies (201)…

What can develop is a “sex panic” that resuscitates familiar heterosexist, queerphobic, and eugenics arguments classifying some bodies as not normal: mistakes, perversions, burdens (I would add ‘freaks’)…under the guise of laudable goal/progressive goals, a certain type of anti-toxics environmentalism mobilizes knowledge/power of normalcy and normativity and reinforces compulsory social-environmental order based on a dominant regime of what and who are constructed as normal and natural (Davis 1995; Garland-Thompson 1997; McRuer 2006).
Disability becomes an environmental problem and lgbtq people become disabled—the unintended consequences of a contaminated and impure environment, unjustly impaired by chemical trespass. (202) The true scope of the mortality and morbidity of POPs (persistent organic pollutants) becomes distorted by alarmist focus. This fixation ends up de-emphasizing and worse--naturalizing and normalizing other serious health problems associated with POPs that are on the rise: breast, ovarian, prostate and testicular cancers, neurological and neurobehavioral problems, immune system breakdown, heart disease, diabetes and obesity (202).

There is good reason for alarm concerning the continued use and accumulation of toxic chemicals that are wreaking havoc on the health and reproductive possibilities of the living world. Our cumulative exposures to endocrine disruptors, carcinogens, neurotoxins, asthmagens, and mutagens in our normal, everyday lives from our daily contact with plastic water bottles, shampoos, and kitchen cleaners to insect repellents, food preservatives, and factory farmed meats, among others, are most certainly putting at risk the health of our own bodies and our earth. (210) But where should the critical attention lie?
The hyperfocus on the world turning into hermaphrodites participates in a sexual titillation strategy summoning the familiar ‘crimes against’ nature’ credo and inviting culturally sanctioned homophobia while at the same time sidelining and naturalizing ‘normal’ environmental diseases such as cancer (211).

Environmental theory and politics in the US have historically mobilized ideas of the normal, to determine which  bodies and environments/landscapes embody the distinctly American values of productive work, rugged individualism, masculinity, independence, potency, and moral virtue upon which environmental advocacy movements should be based (Haraway 1989; Cronon 1991). Critical histories of U.S. environmentalism have revealed the capitalist, patriarchal, colonialist, heteronormative, eugenicist, and ableist histories underlying its “progressive” exterior (Boag 2003; Darnovky 1992; Evans 2002; Gaard 2004; Jaquette 2005; Sutter 2001).
Eco-normativity (or eco[hetero]normativity) appear in alarmist discourse in the anti-toxins arm of the environmental movement. Their alarm about contaminants effect on sex/gender appeals to preexisting cultural norms of gender balance, normal sexual reproduction and the balance of nature. The use of “anti-normal” “anti-natural” in antitoxins discourse is highly questionable and risks reinforcing the dominant social and economic order (the forces actually responsible for environmental destruction and toxic contamination of all our bodies and environments) by naturalizing the multiple injustices that shore it up”…and thus creates what the author terms, polluted politics.

Sean bienvenidos japonistasarqueológicos, a una nueva entrega de arqueología nipona en esta ocasión os hablaré del castillo de Sunpu que se encuentra en la ciudad de Shizuoka, en la Prefectura de Shizuoka. - El castillo de Sunpu, fue en el lugar en donde vivó, Ieyasu Tokugawa en los siglos XVI-XVII, donde pasó sus últimos años de vida, las ruinas de las torres del castillo que se construyeron con diferentes métodos de construcción durante el período Sengoku y el período Edo. - Sunpu Castle Park es uno de los lugares turísticos representativos de la ciudad de Shizuoka es un parque que utiliza las ruinas del castillo, macizo de flores Aoi lleva el logo de la familia de Tokugawa como proyecto conmemorativo del 400 aniversario de Ieyasu Tokugawa. El área está bajo excavación, se encuentra en la zona noroeste y se está realizando actualmente la excavación de la torre del castillo. - Hay una parte del castillo que está muy reconstruida y que se puede visitar con un módico precio, dado que el segundo piso y los superiores no se pueden abrir al público debido a la ley de construcción, el piso se quita para que la estructura se pueda ver desde abajo. - La Puerta Este/Tatsumi Yagura, está rodeada por un foso y está cerca de la estación Shin-Shizuoka. Welcome, Japanese archaeologists, to a new instalment of Japanese archaeology. This time I will be talking about Sunpu Castle, located in the city of Shizuoka, Shizuoka Prefecture. - Sunpu Castle was the place where Ieyasu Tokugawa lived in the 16th-17th centuries, where he spent the last years of his life. The ruins of the castle towers were built with different construction methods during the Sengoku and Edo periods. - Sunpu Castle Park is one of the representative tourist sites of Shizuoka City is a park that uses the ruins of the castle, Aoi flowerbed bears the logo of the Tokugawa family as a project commemorating the 400th anniversary of Ieyasu Tokugawa. The area is under excavation, it is located in the northwest area and the excavation of the castle tower is currently underway. - There is a part of the castle that is heavily reconstructed and can be visited for a small fee, as the first floor and above cannot be opened to the public due to construction law, the floor is removed so that the structure can be seen from below. - The East Gate/Tatsumi Yagura, is surrounded by a moat and is close to Shin-Shizuoka Station. The Tatsumi Higashigomon turret and Tatsumi Yagura are connected, the Tatsumi Yagura was restored in 1989 and the east gate was restored in 1996. The entrance to Momijiyama Garden is near the north gate of Sumpu Castle Park. 静岡市を代表する観光地の一つである駿府城公��は、徳川家康公400年記念事業として城跡を利用した公園で、葵花壇には徳川家のマークが刻まれています。発掘調査中のエリアで、北西部に位置し、現在天守閣の発掘調査が行われています。

城の一部は大規模に復元されており、1階以上は建築法の関係で一般公開できないため、床を撤去して下から構造を見学できるようになっており、低料金で見学できる。 。

新静岡駅からもほど近い、お堀に囲まれた東門・巽櫓。巽東御門櫓と巽櫓はつながっており、巽櫓は1989年、東門は1996年に復元されました。紅葉山庭園の入り口は駿府城公園の北門近くにあります。中央に大きな池があり、季節の花々が彩る静岡の風景をイメージした9つのエリアに分かれています。弥次さんと喜多さんの像があり、200年を記念して建てられました。

My cheapest recipie for chili
Hello! This is my first post. I'll be posting real cheap foods that me and my brother eat. I wanted my first post to be lentil soup 'cause it fucking rocks and it's really cheap but i fucked it up and didn't document the process... so i'll be sharing my cheap chili recipie. Not the cheapest recipie i have but a cheap alternative for this meal.
INGREDIENTS:
-Chorizo 200g (17 MXN | .85 USD)
-1/4 onion (7 MXN | .35 USD)
-2 Bell pepers (28 MXN | 1.41 USD)
-3 Garlic cloves (1.75 MXN | .088 USD)
-Ground meat 500g (55 MXN | 2.76 USD)
-Pinto beans 350g (19.95 MXN | 1 USD)
-Lentils 300g (cooked) (11 MXN | .55 USD)
-2 boxes of tomato puré (17.2 MXN | .86 USD)
You will also need salt, peper, paprika, garlic powder, oregano, thyme, cumin, sugar and cooking oil. I really don't know how much it is for the spices because we always keep the spices well stocked but it must be like 5 MXN | .25 USD in total.
TOTAL: 161.9 MXN | 8.11 USD
Servings: 8 - 10 ( 20.23 MXN | 1.01 USD per serving)
INSTRUCTIONS:
Before anything you'll have to cook the beans. I cooked them in a pressure cooker for 50 min and let it cool while fry the first ingredients.

Begin preping by cutting the onion, the garlic and the bell peppers into small cubes.

Fry the chorizo in your big pot and let it release it's oil, which we'll use to fry the vegetables.

If your chorizo didn't let out a lot of oil, like mine, add a little oil and then add the onions and peppers. 5 minutes later add the garlic and cook for 1 minute. Don't let the garlic burn.
Next, add the ground meat and cook it 90% through and add a little salt.

Add the beans with bean water and the cooked lentils. Lentils are a great source of protein and they are very cheap compared to meat, so you can use it as a substitute for meat in whichever quantity you want. I'm doing about 70/30 but you can increase or decrease the percentage.

Now it's time for the spices. First, add the tomato puré. Then, add about a teaspoon of black pepper, tyme, sugar and garlic powder (a teaspoon each); about a half teaspoon of cumin and paprika (each); two teaspoons of oregano and try it for salt. Let this simmer for about 20- 30 min. Serve.

Photo 1: the Orangery built under Louis XIV to try to grow oranges and lemons. At the time, they were luxury fruits because they were not grown in France. They continue the tradition of keeping them under cover in winter and taking them out in summer. Some trees are over 200 years old!

RUSSELS (AP) — The European Union is pressing ahead with a plan to use the profits generated from billions of euros of Russian assets frozen in Europe to help provide weapons and other funds for Ukraine, a senior official said Tuesday.
EU foreign policy chief Josep Borrell got a green light for the plan from most of the bloc’s foreign ministers this week, and he hopes that EU leaders will endorse it at a summit in Brussels starting on Thursday. The move comes as Ukraine runs dangerously low on munitions, and U.S. efforts to get new funds for weapons have stalled in Congress.
The 27-nation EU is holding around 200 billion euros ($217 billion) in Russian central bank assets, most of it frozen in Belgium, in retaliation for Moscow’s war against Ukraine. The bloc estimates that the interest on that money could provide around 3 billion euros ($3.3 billion) each year.
“The Russians will not be very happy. The amount of money, 3 billion per year, is not extraordinary, but it is not negligible,” Borrell told reporters.
A small group of member countries, notably Hungary, refuse to supply weapons to Ukraine, so these windfall profits would be divided up. Around 90% of the money would be put into a special fund that many EU countries already use to get reimbursed for arms and ammunition they send.
The other 10% would be put into the EU budget to help bolster Ukraine’s defense industry. Countries that object to sending weapons could then claim that they are not arming the country, Borrell said.
The EU budget can’t be used to buy arms, under current expert interpretations of the bloc’s treaties, but the special fund — known as the European Peace Facility — runs off-budget and doesn’t have to respect the same legal standards or be approved by the European Parliament.
The European Central Bank, or ECB, has warned in the past against seizing Russian assets as this could undermine confidence in the euro currency and EU markets. But Borrell said that no assets would be taken, only the windfall profits they make. He added that the ECB has been consulted on the plan.
Some EU leaders, including Belgian Prime Minister Alexander De Croo, have said that they want to use the windfall profits to fund Ukraine’s reconstruction, but Borrell said he believes that “the best thing is to avoid that anything is destroyed” in the first place.
