Bart's relationship to all of his civilian friends is really something that is god-tier, but his relationship to Preston really gets to me. Particularly when Bart really does go above and beyond just to make him happy.
I think back to Impulse #51 where we see Bart become interested in comics through Preston, and we also see Bart being a great friend by being attentive and just wanting to make Preston happy.
We find out that After-Life Avenger is a major fictional super-hero and comic in their world with Cherub as the main sidekick, it is Preston's favorite. Preston doesn't have issue #16 and he says he would do anything to have it. It is listed with a price of a whopping $23 in 1999 which in today's money is $30.72 - that's pretty steep for a single issue.
When asked what he was going to get Preston for his birthday he at first was completely blank until Helen helped him remember the conversation from earlier and he tears off of a mission with only one end game; to get Preston that rare comic only because he knows it will make him happy.
Look at how happy Bart is at having been successful in finding this comic, look at his face, look at his little daydream. He literally only wants to make Preston happy.
Also a side note we never find out how much Bart actually paid for this comic (or if he exchanged any cash for it). Bart's strongly hinted through his comics that Max does give him an allowance and Bart is shown buying things like snacks, games etc so he likely would have enough to buy it.
Also, as I like to say. "There's a lotta loose change in the world."
Either way Bart spent a long time finding it having had to go all the way to Seattle, WA from Manchester, AL to find it.
There comes a point in the comic where Bart is left with an opportunity to impress Preston by providing him with an even rarer Cherub figure when he finds it while cleaning up after a heist he apprehended. Instead of thinking about keeping it for himself due to its high collectable value, Bart's immediate thought is giving it to Preston and how much that would make him happy.
Ultimately Bart decides against it, as it would not be fair, but he did in fact think about it at first.
Bart does so much for Preston in his comic; everything from being willing to out himself as Impulse to report his abuse, performing petty crime, running around everywhere to find a comic he knows he will like and being tempted to blatantly steal for him.
Bart loves his friends so much.

impulse 1995 is genuinely one of the best comics ever made because the way it balances the humour and serious topics and goes in depth about characters and their relationship is so perfect and each character has something to offer and how it shows how bart, a kid raised in a video game reality from the future, is adapting to live in the current times is so interesting and so well done because it highlights how bart has no concept of danger and how max is helping him learn that because he's too well, impulsive.
but i think my personal favourite thing about impulse 1995 is barts relationships with the characters around him like max, helen, preston, carol and the rest of his friend group etc because we can see how bart grows through them specifically max.
because with max it stats off wobbly because barts just a kid with no concept of danger and max is trying so hard to make bart slow down and just think for a moment but barts not used to doing that and in his eyes if a plan works then its fine. but then past the bickering and stuff you can clearly see how much max and bart care for each other and come to see each other as father/son.
its really shown during the mercury falling arc because bart is willing to do anything and everything it takes to help bruce and even ends up breaking down in one of the young justice issues because hes so worried about max whilst max didnt even want to tell bart because he didnt want to worry him.
and then bart gets replaced with thad and thad realises that all he's really wanted is a family and people who care for him and that hes JEALOUS of bart which is where his hatred of him stems from.
and as often as bart is aloof, he's equally as emotional and intelligent like when he talks about how people got used to thad and maybe would prefer thad more because thad was more "efficient" than he was and even before that when they were travelling to the speedforce and bart caught up to max and thad, max and bart offered for thad to come back and live with them and you could TELL that thad wanted it and it's just so interesting because thad and bart mirror each other so much and its so visible in this comic but WHATEVER im so normal about it

I get a kick out of the idea of Bart trying to set up a double date with Tim and Bernard and everyone is like ??? with who???
And Bart is like “With Preston? My Boyfriend?” and everyone starts ribbing him for getting a blond civilian BF right after Tim did.
Bart just responds with “Yo I’ve been dating him for like 4 years, I swear I’ve brought it up multiple times”, to which everybody gets Real Quiet. Bart, naturally, decides to choose violence and enter Roast Mode to basically shame Tim into agreeing to the double date, now with the express purpose of sharing this incredibly embarrassing incident with Bernard.

I love that sometimes Bart accidentally just slips blatant information to Preston that could easily lead to him being Impulse or at the very least a cape and yet... Preston just never puts two and two together.
The best example of this is during Impulse #54 which is narrated by Preston. We get the impression this is supposed to be a vlog of some kind he is filming.
Throughout the rest of the issue many blatant and strange things occur right in front of him and yet he just... brushes them off as one of the many weird things about Bart!
⬆️Preston has the biggest crush on Bart istg.
Every time Preston is in the woods with Bart something really messed up happens and yet the boy doesn't question it!
"How... How didja do that, Bart?"
"Huh?! Oh, um... I dunno..."
I love how Preston immediately thinks somehow he was at fault for this, and Bart still barely acclimated to living in the real world has to question if he was actually at fault after all (he wasn't, this was due to Max, Jay and Zatanna).
Not even debating it Preston just moves on. "Well, that sure was weird, wasn't it gang?!"
Bart still has no clue what the fuck just happened.
In the morning, because they are still in the woods and Preston cannot be in the woods with Bart at the same time otherwise something weird happens, they get fired upon by a known maniac.
TBF they knew the risks involved with their two crimes performed in this issue.
Just suddenly has all his things in his arms, on top of all the other bizarre happens in proximity to Bart. Doesn't question it.
Bart could probably just blatantly change into Impulse right in front of him and he'd just brush it off as his Halloween costume. "Oh you're dressing up as him again? Weird, Halloween isn't for another 5 months!"
Bless Preston.

i don't think dc could ever release anything better than impulse 1995 like that was their best nothing can touch it in my eyes. like the intricate and personal relationships between bart and the people around him like max, helen, preston, carol etc him just BEING a kid whilst also being impulse and eventually settling down into a strange unfamiliar world and like even the relationship between him and thad because each of barts relationships goes further than skin deep and because he doesn't think too much about them either but he does at the same time too and it's just something to special to me that i fear nobody understands because bart allen impulse is such a complex character i could talk about forever about his relationships between each of the people in his lives cuz even if they seem insignificant bart makes them significant and i'll just shut up now.
