Berlin (The Times Groupe) – The German government announced on Wednesday that it would allow adults to possess up to 25 grams of cannabis (also known as Marijuana among other names) for personal consumption.
Health Minister Karl Lauterbach announced at a news conference in Berlin that the new legislation at a press conference in Berlin.
“The previous cannabis policy failed,” Lauterbach said, adding that prohibition did not restrict use and actually gave criminal groups an advantage.
“Our new policy is about the controlled distribution of cannabis to adults within clear limits,” he said.
Those aged 18 and older will be allowed to possess up to 25 grams of cannabis under the government’s blueprint.
Self-cultivation of up to three plants for personal consumption will also be permitted.
Cannabis will be allowed to be grown and distributed by non-profit associations with a maximum of 500 members.

Kyiv (The Times Groupe) – Ukrainian President Volodymyr Zelenskyy said on Tuesday that society and Kyiv’s partners should not lose sight of the path that must be followed in order to defeat Russia.
“Compared to last year, it’s quieter in many places now. But this does not mean that somewhere you can ignore the war or be less focused on helping the state,” Zelenskyy said during an evening address.
“We have managed to do a lot together with our partners to protect people. Ukraine and the whole of Europe. But that doesn’t mean it’s time to rest on our laurels. We have a long way to go. The movement is forward. It’s something for which we need unity no less than before. We must be no less focused than before,” he said.
“Just as before, our positions at the front, all our soldiers at their positions must be supported by Ukrainian positions politically and in terms of information, by the power of weapons and the power of our social unity, our internal stability and the strength of Ukraine’s ties with the rest of the world.” TIMES OF OCEAN
Zelenskyy also said that this is the task of the state and its people, both on the domestic and international level, who value “a free life and an international rules-based order.”

Washington (The Times Groupe) – Former US President Donald Trump says the greatest threat to the world is nuclear warming, surpassing even global warming.
“Nobody talks about nuclear…the biggest problem we have in the whole world. It’s not global warming, it’s nuclear warming,” Trump told Fox News host Tucker Carlson in an interview that aired Tuesday night.
“And all it takes is one madman…and it’s only a matter of seconds. You don’t have to wait 200 to 300 years for it to happen,” Trump declared.
Trump also expressed concern about Russia’s nuclear weapons capability and its impact on Ukraine. He argued that while many people talked about Ukraine‘s situation, Russia is “sitting back.”
“First of all, Ukraine is being obliterated, but let’s not even talk nuclear. Let’s say it wasn’t. Let’s say they were doing better than anticipated. If he (Russian President Vladimir Putin) decided to use his second form of destruction, which is nuclear, that’s the end of that,” he added.
2024 presidential race
In addition, Trump was asked if he would withdraw from the 2024 presidential race if convicted of any charges, including those involving Stormy Daniels’ ongoing hush money case.
In response, he stated that he would never drop out.
“I’d never drop out. That’s not my thing. I wouldn’t do it,” he added.
He also claimed that police officers and courthouse employees were moved to tears upon seeing him appear for his arraignment in Manhattan. TIMES OF OCEAN US ELECTIONS
“People were crying, people that worked there, professionally work there, that have no problems putting in murderers and they see everybody,” he said.
Trump was charged last week with 34 counts for allegedly paying “hush money” to Daniels before the 2016 election by Manhattan district attorney Alvin Bragg.

London (The Times Groupe) – The Global Electricity Review published Wednesday by independent think-tank Ember suggests wind and solar contributed 12% to global electricity generation in 2018.
Wind and solar generation are predicted to drive the world into a new era of falling fossil fuel generation and power sector emissions starting in 2023, according to the fourth annual report.
“In this decisive decade for the climate, it is the beginning of the end of the fossil age,” said Małgorzata Wiatros-Motyka, report author and Ember’s electricity analyst. “We are entering the clean power era.”
According to the report, 93% of global electricity demand is represented by 78 countries in 2022.
In 2022, wind will account for 7.6% of global electricity generation, up from 6.6% in 2021. Wind energy generation in the UK increased by 17% year-on-year, enough to power almost all of the country.
Last year, solar power generated 4.5% of the world’s electricity, up from 3.7% in 2021.
Adding enough electricity to power all of South Africa, solar power grew by 24% year-on-year for the 18th consecutive year.
China accounted for 37% of the growth in solar power’s share globally, while the US accounted for 17%.
The data shows that more than 60 countries now generate more than 10% of their electricity from wind and solar.
Compared to last year, wind and solar generation met 80% of the increase in global electricity demand, which reached 2.5%.
Countries with highest shares of wind and solar in electricity generation
With 418 terawatt-hours, or 4.7% of its electricity, China generated the most solar electricity last year.
Chile had the highest share of solar energy in its electricity output last year with 17%, followed by the Netherlands with 15% and 13%.
With a 9.3% wind share in its electricity mix, China is also the largest generator of wind power in the world, while Denmark has a 55% percentage share.
Last year, wind and solar contributed 22% to the European Union’s energy mix.
With about 15.5% of its electricity generated from wind and solar, Turkey remains above the global average.
Coal still largest electricity source with 36%
A new record high of 39% of global electricity was generated by all clean electricity sources combined. In terms of clean energy sources, hydro generated 15% of global electricity, followed by nuclear with 9%.
Despite record clean energy generation, fossil fuels still accounted for 61% of global electricity. In 2022, coal accounted for 36% of global electricity generation.
It was found that wind and solar generation limited the increase in coal generation by 1.1%.
Gas accounted for 22% of global electricity generation last year, a slight decrease by 0.2%.
Last year may be peak of power sector emissions
Last year, power sector emissions reached an all-time high of 1.3% due to the high share of coal and gas in global electricity generation. Power sector emissions rose last year despite record clean energy generation.
Ember calculated that last year’s emissions from the power sector would have been 20% higher if all electricity from wind and solar came from fossil fuels.
The report forecasts that 2022 may be the year of “peak” electricity emissions and the last year of fossil fuel growth.
As wind and solar deployment accelerates, there will be a drop in fossil generation of 0.3% this year.
“The stage is set for wind and solar to achieve a meteoric rise to the top. Clean electricity will reshape the global economy, from transport to industry and beyond. A new era of falling fossil emissions means the coal power phasedown will happen and the end of gas power is now within sight,” Wiatros-Motyka said.
“Change is coming fast. However, it all depends on the actions taken now by governments, businesses and citizens to put the world on a pathway to clean power by 2040.”
Global CO2 emissions are dominated by electricity generation, which accounts for about 40% of all energy-related emissions in 2021. Gas accounted for almost 25% of the power sector’s emissions in 2021, while coal accounted for 75%.
In order to achieve net zero emissions by 2050, the global electricity sector must first be decarbonized, and clean sources need to be deployed much faster than they were in the past.
“A total of 942 gigawatts of solar PV have been installed in the last decade, whereas 853 gigawatts of wind energy have been installed. According to Ajay Mathur, director general of the International Solar Alliance, “China, the United States, India and Japan have contributed the most to the global solar PV capacity.”
Solar and wind energy costs have decreased by 82% and 34%, respectively, while coal-fired energy has remained at similar levels and nuclear energy costs have increased by 61%.
“The global renewable share is increasing, but to achieve net zero by 2030, the renewable generation must cater to at least 60% of the total generation from renewables,” Mathur said, stressing that the way forward lies in pacing up renewable energy and making renewable energy technology a global public good. As a result of the Coronavirus pandemic and Russia’s war in Ukraine, the global economy has been recovering gradually.
As China reopens its economy, supply chain disruptions in the world economy are easing.
Meanwhile, war-related disruptions to energy and food markets are receding, it said.
“At the same time, the massive and coordinated tightening of monetary policy by most central banks should start bearing fruit, with inflation returning to targets,” according to the IMF.

Istanbul (The Times Groupe) – Bitcoin jumped above $30,000 for the first time since last June by more than 6% on Tuesday.
The price climbed to as high as $30,280 at 10 a.m. EDT for a 6.4% daily gain. The world’s largest cryptocurrency by market value was trading at $30,048 at 10.48 a.m. EDT — a 6.1% increase.
By market value, Ethereum, the world’s top altcoin, rose around 2.7% to $1,923, before dipping to $1,904.
According to CoinMarketCap, some altcoin prices have risen by around 13% in the past 24 hours.
Cryptocurrency market value increased by 4.9% to $1.24 trillion.

Istanbul (The Times Groupe) – A group of protesters jeered at French President Emmanuel Macron during his speech in the Netherlands on Tuesday.
While Macron was describing his vision for the future of Europe at the Nexus Institute in The Hague, protesters unfurled a banner reading “President of violence and hypocrisy” and shouted, “Where is French democracy? Where did we lose it?”, the Dutch News said.
Their anger was exacerbated by a controversial French pension reform bill, recently passed without parliamentary approval, and police violence against protesters.
“There are millions of people in the streets, conventions of climate have been disregarded, what can you say about Europe?” shouted one protester.
Despite Macron’s attempts to respond, he was drowned out by the demonstrators. Protesters were forced out of the lecture hall by security guards.
Following the removal of the protesters, Macron resumed his speech, saying: “It is very important to debate.”
According to Macron, the retirement age will be raised to 64 by 2030 as part of the pension reform bill.
In some European countries, the retirement age is even higher, and reform is needed.
Pension reform plan fueled ire
In January, the government unveiled the reform project, and parliament began debating it in February.
Demonstrations and walkouts have been held by workers and unions against the reform, which would also require at least 43 years of employment to qualify for a full pension.
On March 16, Macron and Prime Minister Elisabeth Borne used special constitutional powers to force the plan through without parliamentary approval, raising political and social tensions.
Because the government does not hold an absolute majority in parliament, lawmakers could block the reforms.

Mogadishu, Somalia (The Times Groupe) – UN chief Antonio Guterres arrived in Mogadishu on Tuesday for an official visit to the Horn of Africa country, which is suffering from the worst drought in decades.
At Adan Adde International Airport in Mogadishu, Secretary-General Antonio Guterres was welcomed by senior Somali government officials, including Foreign Minister Abshir Omar Jama Huruse.
In Somalia, Guterres met with President Hassan Sheikh Mohamud and discussed humanitarian challenges and the war on terrorism.
The Somali presidential palace said Mohamud thanked the UN chief for his “historic and solidarity visit to Somalia.”
His visit comes as Somalia is witnessing one of the worst and longest droughts in recent history.
In Somalia, 6.5 million people are expected to suffer from food insecurity between this month and June, with 223,000 facing “catastrophic hunger,” according to the UN.
The UN estimates that 43,000 people died because of the drought in 2022 – half of them children.
Over 1.5 million people have been displaced by the current drought.

Paris (The Times Groupe) – Media reports claim that almost 40% of gasoline stations in Paris are out of stock.
A partial fuel shortage continues in some parts of the country due to workers’ walkouts protesting the government’s pension reform since March.
According to Le Figaro, 9.7% of stations in France lacked all types of gas on Tuesday, while 10% of stations in 25 French departments had partial or total gas shortages.
According to the same source, 38% of gas stations in Paris are lacking stocks.
After the government announced the reform project in January, parliament began examining and debating the draft bill.

Dhaka (The Times Groupe) – US and Bangladesh have focused on the ongoing cooperation to address the climate crisis the world is facing, including Bangladesh’s vulnerable population.
On Monday, US Secretary of State Antony Blinken and Bangladesh Foreign Minister AK Abdul Momen met at the US Department of State in Washington, DC.
During the meeting, they discussed bilateral ties and issues of mutual interest, including climate change, resolving the Rohingya crisis, strengthening the economic partnership, labor rights, civil liberties, and elections, according to a statement by the Bangladesh Foreign Ministry on Tuesday.
Bangladesh is ranked seventh in the UN’s Global Climate Risk Index 2021.
Climate change cost the country 1% of its GDP every year, the Bangladesh Foreign Ministry said.
It noted in an earlier statement that rising sea levels may submerge some 17% of Bangladesh’s coastal lands by the year 2050, displacing about 20 million people.
“It is an important fact that the relation between Bangladesh and the US has grown tremendously over the last 50 years –economically, our people-to-people ties, work we’ve been doing more recently on everything from climate to health, we very much value … and the generosity Bangladesh showed to 1 million Rohingya,” Blinken said, in his initial remarks in presence of the media.
Momen said that Blinken assured Bangladesh that the US would continue to support the repatriation of the Rohingya to Myanmar, citing Blinken’s comments.
In Myanmar, more than 1.2 million forcibly displaced Rohingya Muslims live in 33 congested refugee camps, including 30,000 on the silt island of Bhasan Char. There had been a brutal military crackdown in Rakhine State, a Buddhist-majority nation in Southeast Asia.
According to the statement, the US also asked Bangladesh to permit the refugees to work and engage in economic activities.
Momen, in response, said: “We have arranged some (economic activities) for them but we have 2 million fresh manpower to join the job market and we could not provide jobs to all of them, while some 500,000 of them have become migrant workers to find jobs. So, we could not arrange jobs for all Rohingya.”
As Bangladesh’s main priority, he emphasized the need for sustained international pressure on Myanmar to take back Rohingya.
According to Momen, if repatriation begins, the US, UN, and the global community will help improve things with the help of Blinken. TIMES OF OCEAN

Ankara (The Times Groupe) – Turkish President Recep Tayyip Erdogan on Tuesday released the AK Party’s presidential and parliamentary manifesto ahead of the May 14 elections.
The AK Party chairman, Erdogan, unveiled a 23-point election manifesto in Ankara, beginning with steps to heal the wounds of the victims of the Feb. 6 earthquakes in southern Turkey.
“Every attack, every disaster, every pain we experience, especially the earthquakes of Feb. 6, shows that we need to tighten our unity, protect our unity more, and strengthen our brotherhood even more,” Erdogan said.
Erdogan said Turkey, which lost more than 50,000 people in the earthquakes, would rebuild its cities across 11 provinces as soon as possible.
“We will completely heal the wounds caused by the disaster in 11 provinces and their neighboring cities by building a total of 650,000 new houses, 319,000 of which will be delivered in one year,” he added.
Pledging to raise Turkey in the upcoming period, the Turkish leader said: “Turkey has no choice but to be strong, stay strong, and increase its power in order not to fall back into the pit of political and economic bondage.”
In addition to economy, environment, family, justice, and freedom, the manifesto includes other areas as well.
Turning to the economy, Erdogan said Türkiye aims to bring inflation down to single digits, adding: “We will increase the welfare level of our employees, from civil servants to retirees and workers, by always increasing their wages above inflation.”
Turkey will continue with investment, production, and exports until reaching the goal of bringing its foreign trade volume to $1 trillion. TIMES OF OCEAN

Ankara (The Times Groupe) – A new high-resolution observation satellite named IMECE will be launched by Turkey this week, President Recep Tayyip Erdogan announced on Sunday.
“Our first high-resolution observation satellite, IMECE, will be launched into orbit on April 11 using domestic and national resources. Turkey
“Our trained human resources, our opportunities, and our technologies will allow us to remain competitive in the global space race,” Erdogan said on Twitter.
It is a remote sensing satellite produced with up to 60% local resources by the Space Technologies Research Institute of the Turkish Scientific and Technological Research Council (TUBITAK).
According to the Ministry of Industry and Technology, Turkey will, for the first time, provide space history with an electro-optical satellite camera with submeter resolution.

Belgrade, Serbia (The Times Groupe) – The Georgian capital Tbilisi was filled with thousands of protesters calling on the government to maintain the country’s EU membership course. GEORGIA
On Sunday, demonstrators gathered outside the parliament and urged the government to implement the necessary reforms to integrate Georgia into the European Union.
A rally was organized by the United National Movement (UNM), the main opposition party founded by jailed ex-president Mikheil Saakashvili.
They chanted slogans for closer ties with the EU as they waved Georgian and EU flags.
As well as banners supporting Saakashvili, who is serving a six-year prison sentence for abuse of power, protesters also condemned Russia.
UNM opposition leaders accused the government of backsliding on democracy and acting under Russian influence.
As a result of not meeting the EU’s 12-point criteria, the government of Prime Minister Irakli Garibashvili failed to secure Georgia’s EU candidate status last year.
After Ukraine applied for EU membership on Feb. 28, just four days after Russia launched its first attack, Georgia and Moldova applied on March 3 last year.

Istanbul (The Times Groupe) – Beijing conducted joint flights of jets and naval frigates on Monday after a US warship sailed through the disputed South China Sea.
People’s Liberation Army (PLA) said it “organized naval and air forces to track and monitor” the US Navy destroyer USS Milius that “illegally trespassed into waters near China’s Meiji Reef in Nansha Islands in the South China Sea on Monday.”
Earlier on Monday, the 7th Fleet of the US military in Asia-Pacific deployed its Arleigh Burke-class guided-missile destroyer USS Milius (DDG 69) in the South China Sea.
On April 10, the Arleigh Burke-class guided-missile destroyer USS Milius (DDG 69) asserted navigational rights and freedoms in the South China Sea near the Spratly Islands, consistent with international law.

During the US warship’s voyage, China continued its three-day “military sword” exercises around Taiwan.
According to the Chinese daily Global Times, the PLA Navy Shandong aircraft carrier group was in waters east of Taiwan island where Chinese sorties, including those of J-15 carrier-borne fighter jets equipped with live missiles, took off and landed.
Taiwan’s Defense Ministry said its air defense units “remain on high alert for contingencies, steadfastly maintaining their posts 24/7, showing that we can and we will defend our skies.”
Taiwan detected 70 PLA aircraft and 11 PLA naval vessels around the island nation earlier today, 35 of which crossed the Taiwan Strait and entered Taiwan’s southwest and southeast air defense identification zones (ADIZ).
“And we will never give up our beliefs,” Taiwan’s Defense Ministry said on Twitter.
Neither the median line nor the ADIZ are recognized in Beijing.

According to reports, the New York Judge donated $15 to Joe Biden’s presidential campaign as part of his donations to Democrats in 2020.
Elie Honig, a CNN legal analyst and former federal prosecutor, explained the significance of the revelation.
“While the amounts here are minimal, it’s surprising that a sitting judge would make political donations of any size to a partisan candidate or cause,” Honig said.
In July 2020, Merchan donated three times through ActBlue, an internet fundraising tool for Democrat candidates and causes.
The judge had been made $15 to the Biden campaign and two other $10 donations, one to the Progressive Turnout Project, a group that encourages voter turnout, and the other to Stop Republicans, a group that is affiliated with the Progressive Turnout Project.
According to Stephen Gillers, a professor of legal ethics at New York University, New York has adopted language from the American Bar Association Model Code of Judicial Conduct that forbids judges from “soliciting funds for, paying an assessment to, or making a contribution to a political organization or candidate.”
“The contribution to Biden and possibly the one to ‘Stop Republicans’ would be forbidden unless there is some other explanation that would allow them,” Gillers said.
According to the professor, given the minimal sums, the donations “would be viewed as trivial.” He claimed that the state’s Commission on Judicial Conduct would remind the judge of the guidelines in the event of a complaint.
As a result, allies of the former president are urging the judge to recuse himself from the case as a result of the contributions.

Istanbul (The Times Groupe) – A slow global economy and lower demand after COVID19 have caused Samsung Electronics to reduce its memory chip production.
In January-March, Samsung’s operating profits fell $454m from $9bn in the previous year. Samsung’s shares rose by more than 4% in spite of this.
Comparatively to its competitors, the company resisted cutting memory chip production. Samsung faces a “double whammy” of losing money on dynamic random access memory (DRAM) and NAND memory chips, as well as updating the process technology used in its factories, analysts say.

Beijing (The Times Groupe) – As French President Emmanuel Macron wrapped up his three-day visit to Beijing, both China and France called for the peace in Ukraine. WAR
They agreed to strengthen political dialogue, foster mutual political trust, jointly promote world security and stability, and respond to global challenges jointly, according to a joint statement released by Macron and Xi Jinping.
“Both sides support all efforts to restore peace in Ukraine on the basis of international law and the purposes and principles of the United Nations Charter,” they said in a joint statement.
Following Macron’s meeting with Xi in Guangzhou, the statement was released.
In the meeting, Xi reiterated China’s call for a cease-fire in Ukraine, emphasizing that China would welcome concrete proposals from France for a diplomatic solution.
No party would benefit from the continuation of the war, according to Xi.
The French president also addressed students at Sun Yat-Sen University in Guangzhou.
In his speech, Macron underlined that the war in Ukraine was a clear violation of international law and called for joint efforts for the preservation and reconstruction of the international order focused on peace and stability.
China has avoided using the words “war” and “occupation” for the conflict that broke out in February last year and it also abstained in a UN Security Council vote about Russia’s annexations of parts of Ukraine.
China was among the few countries that did not condemn Moscow.
On the anniversary of the war, China released a statement outlining Beijing’s position on a political settlement to the war in Ukraine in 12 points that included respecting the sovereignty of all nations, ceasing hostilities, resuming peace talks, and resolving the humanitarian crisis in the region.
The plan also called for the safety of nuclear power plants, the facilitation of grain exports, and the cessation of unilateral sanctions, stressing that “dialogue and negotiation are the only viable solutions to the Ukraine crisis.” TIMES OF OCEAN
