Guide to The City: Chapter 2: Fixer Associations
A sequel to This Post where i catalogued The City's workshops, this time covering the fixer associations! Please note this will contain unmarked spoilers for Library of Ruina and Limbus Company.
1: Hana Association
Language: Korean Specialties: Fixer grading and management, threat classification, elimination of Impurities. Uniform: White and gold-trimmed long coats over a white suit with a black tie, emblazoned with Taoist trigrams on the shoulders. Equipment: Black crystalline weapons that can be reformed instantly to different forms, making Hana fixers dangerous and unpredictable in close combat. Most often wielded as Crystal Spears (Mirinae, Olivier, Hana Association Fixers) but also as a Crystal Gauntlet (Harold) Known Fixers: Mirinae, Harold, Olivier (Library of Ruina) Hana handles the grading and licensing of fixers and fixer offices, grading them from 1-9 (1 being the strongest, 9 being the weakest). They also handle the classification of threats to the city. from least to most dangerous, the classifications are: Canard Urban Myth Urban Legend Urban Plague Urban Nightmare Star of the City Impuritas Civitatis Impurities are special threats, classified by The Head themselves for immediate extermination or removal. Hana only personally fights against Impurity level threats.
2: Zwei Association
Language: German Specialties: Defense, peacekeeping, and bodyguard duty. Uniform: Blue and yellow coats and suits. Equipment: One-handed swords (Zwei Crew), two-handed swords, or Zweihanders if you will (Julia, Isadora, Walter, Zwei South Section 4 Faust, Zwei South Section 4 Gregor), and stun batons (Zwei South Section 6 Sinclair, Zwei South Section 5 Rodion) Known Fixers: Julia, Isadora, Walter (Library of Ruina), Faust, Gregor, Rodion, Sinclair, Heathcliff, Ishmael, Don Quixote (Limbus Company, mirror World of the Zwei Association) Affiliated Offices: Streetlight Office Zwei will handle peacekeeping within their territory, but don't mistake them for police, you will need to pay them for their protection. They specialize in defense, of people, places, whatever you need them for.
3: Tres Association
Language: Spanish EDIT: thank you to josieblueart, i had completely forgotten! Specialty: Testing and licensing of Workshop products Tests and approves all products made by the Workshops of The City, likely also in charge of "dealing with" any unauthorized distribution.
4: Shi Association
Language: Japanese Specialities: Assassination Uniform: Black and Red (varies) Equipment: Red katana (all) Known Fixers: Yujin, Valentin, Tenma, Thelma (Library of Ruina), Don Quixote, Heathcliff, Ishmael (Limbus Company, mirror World of the Shi Association) Affiliated Offices: Full-Stop Office Shi specializes in stealth and assassination. If you really want someone dead, you pay the Shi. Due to the nature of the job Shi is frequently understaffed, and thus terminally overworked and injured.
5: Cinq Association
Language: French Specialties: Dueling Uniform: Blue cape over a black suit, with a feathered cap Equipment: Rapier (All) Known Fixers: Don Quixote, Outis, Sinclair (Limbus Company, World of the Cinq Association) Have a dispute with someone, but you're too weak to duel them yourself? Hire the Cinq association to duel them for you!
6: Liu Association
Language: Chinese Specialties: War Uniform: Black suit with gold accents and red coats Equipment: Swords (Liu Fixers), Gloves (Cecil, Mei, Chun, Miris, Liu Association South Section 4 Ishmael), Guandaos (Lowell, Xiao), and Gauntlets (Liu Association South Section 6 Gregor, Liu Association South Section 6 Meursault, Liu Association South Section 5 Hong Lu) that cause fire via friction, requiring skill to use effectively. Also their signature red coats, made with Moonstone, singularity of M corp, that defends against psychological attacks. Known Fixers: Cecil, Mei, Chun, Miris, Lowell, Xiao (Library of Ruina), Ishmael, Gregor, Meursault, Hong Lu (Limbus Company, World of the Liu Association) Liu Association specializes in open combat, having great numbers and skilled fighters wielding fire. Liu are called in when you need to fight an army... or a monster.
7: Seven Association
Language: English Specialties: Information gathering, detection, hunting Uniform: Green coat, brown suit Equipment: Swords (Seven Association Fixers, Dante(LoR), Seven Association South Section 6 Yi Sang, Seven Association South Section 6 Ryoshu, Seven Association South Section 6 Director Outis, Seven Association South Section 4 Faust, Seven Association South Section 4 Heathcliff) and at least one bladed cane (Seven Association South Section 6 Director Outis) Known Fixers: Dante (Library of Ruina), Yi Sang, Ryoshu, Outis, Faust, Heathcliff (Limbus Company, World of the Seven Association) Han Hee-Joon (Distortion Detective) Affiliated Offices: Moses Office If you want to know something, you pay Seven Association. They specialize in information gathering, and if you pay extra, they'll also hunt down whoever you wanted to know about.
8: Eight? (Speculation based on the languages of the sinners and their numbers corresponding to the languages of the fixer associations, other instances of speculation will be marked with a ?)

EDIT: Credit to truboo42, i'm bad at remembering limbus tidbits lol Specialties: Delivery Devyat employs courier fixers to deliver packages around The City, it is assuredly a dangerous job requiring skilled work.
10: Dieci Association
Language: Italian Specialties: Research, accumulation of knowledge Uniform: Priestly robes with a yellow sash Equipment: Gloves that somehow grant power the more knowledge the wearer has (Dieci Association South Section 4 Rodion) Known Fixers: Rodion (Limbus Company, World of the Dieci Association) Not much to go off of yet, but it seems like the Dieci specialize in accumulating knowledge, and are somehow able to use that knowledge for power. (curious why they never went to The Library, who also claimed to accumulate knowledge. perhaps they didn't want the library to have any of their knowledge?)
11: Öufi Association
Language: Swiss German Specialties: Trades and Deals Edit: thank you project moon very cool Uniform: Purple and black outfits similar in style to that worn by the Landsknecht of 15th century Germany Equipment: Ornate Halberd (Öufi Association South Section 3 Heathcliff) Known Fixers: Heathcliff (Limbus Company, World of the Öufi Association) Not much to go off of yet, but the Öufi seem to specialize in contracts and the enforcement thereof.

Having gone through every unit and EGO's T4 that I could, this is what I've gathered:
Uptie 4 doesn't seem to be an across-the-board gamechanger, so if you were worried about needing to get there before, you can worry less about it now. Some IDs and EGOs won out more than others. Weaker units typically got better buffs than better units, but nothing immediately seems like it'll shake up the status quo. Only notable exception is W Don, who got a good buff despite being good already.
Liu probably got the best teamplay buff, gaining bonuses against enemies with Burn. Rosespanner got a similar set of buffs with Tremor, but theirs aren't as standardized.
N Corp teams got better. Some N Corp units got buffs based on you having other N Corp units on the field. N Sinclair, for example, gives N Corp units an attack buff when there's at least 4 other N Corp units in play. Most of N Corp can inflict Nails more effectively now, with some gaining further bonuses against enemies with decent stacks of Nails. (Related: Hex Nail can inflict Nails at T4. In retrospect, this should have been an obvious addition.)
If the unit had Poise/Charge, it probably gets more Poise/Charge more consistently now. They probably also got some kind of buff from having a large stack of Poise/Charge as well, if they didn't before. This includes W Don, who benefits from keeping charge now on top of being able to Rip Space.
Tanks get their Aggro values at T4. Special mention to Sloshing Ishmael for her Clash Lose mechanics that pair with a "failed to deal damage" mechanic. She can now fail upwards.
Zwei still doesn't seem great. Zwei Sinclair gets more Protection to throw around, but Rodya seems like she still needs time to get her Shield up unless you're running Poise gifts in the Mirror Dungeon. Better than before, but before wasn't good.
While the rest of R Corp got solid buffs (especially Ishmael, whose kit greatly improved), Rabbit Heathcliff got absolutely memed on. For 50 Egoshards and 150 thread, his evade gives charge and he can have 3 more bullets.
Shi Heathcliff's buff was quite nice, bringing him more in line with Shi Ishmael with Poise gain and his bonuses activating at 50% HP but also making him the second unit in the game with a built-in AoE (albeit only 2 slots and requiring him to be at 50% HP or less)
T4 for EGOs is typically good. "Good" doesn't necessarily equate to "Worthwhile" for some of these though.
For EGOs that aren't base: if it wasn't AoE before, it's probably AoE now. If it was AoE before, it's probably more AoE now. That makes up the majority of what's different besides buff/debuff number tweaks and Heads/Tails Hits just being On Hit.
It feels like some of base EGOs got done dirty. Faust's gives a whopping 2 extra SP per target. Ishmael's bursts tremor with no other changes. Not exactly worthwhile upgrades in my eyes.
For examples of good T4 bases, Meursault's lowers his self-debuffs, Heathcliff gives himself more attack power after combat and Ryoshu can inflict a second Fragile next turn on Heads Hit.
Egos don't feel like they have any special "must do" T4s, but Ardor Blossom Star, Sunshower (Yi Sang), Dimension Shredder (Hong Lu) and maybe Lifetime Stew (Sinclair) would be good picks to look at. If I had to recommend potential IDs for Uptie 4:
Yi Sang - Seven, Blade Lineage None of his are particularly great, but these two get the better buffs.
Faust - N Corp, W Corp
Don - W Corp, Cinq, Shi
Ryoshu - Kurokumo, Base
Meursault - Any but Base Rosespanner gets a special mention for its buffs vs enemies with Tremor.
Hong Lu - Any but Kurokumo or Base They're all good, but those two just don't feel like significant enough changes to me
Heathcliff - Any but Rabbit I'm not sure how N Corp's "+1 final power on ally death while 3 other living teammates are from N Corp" buff works exactly. If it persists and stacks, it might be worth it for larger teams. Otherwise, no.
Ishmael - Any but Base or Sloshing (unless you have a larger brain than I do, which is likely). LCCB is effectively an off tank.
Rodion - Rosespanner, N Corp, Kurokumo, Base
Sinclair - Blade Lineage, Mariachi, N Corp (if you run N Corp teams), Base
Outis - Any but Blade Lineage, but even that one's not bad. Seven probably got the best of it.
Gregor - Any, but Chef is only worth it if you have a Speed team with Bind/Bleed. Liu gets special mention for effectively doubling his Burn output on top of Liu's buff vs Burn stacks.

All of them are pretty low, but I can probably uptie them and level them up o.o)

before I try and reveal my reasoning for a new ID lineup, what do you think someone with a wrath/envy/sloth spread would be like?
Well, let's take a look~
Under cut because I went into way more detail than was necessary on some of this, whoops!
Wrath as a Skill 1 is interesting, as it's a little hard to find common ground between the IDs who have it as Skill 1. I mean, Base Ishmael, Shi Don, Chef Ryoshu, Rabbit Heathcliff, Zwei Rodya, BL Outis, and Liu Gregor are certainly a group, aren't they?
I think the best way I can describe S1 Wrath is as surface level dissatisfaction or opposition about something in one's current position. Ishmael is not satisfied with how her voyage ended, still searching for survivors and That Bastard despite most of them likely being dead, in a way almost defying her own urge to stay logical at all cost. Shi Don is noticeably angered by how the Shi higher-ups treat her Section, and is willing to stand up to this mistreatment to defend her subordinates. Chef Ryoshu does not enjoy working with Gregor, but she's willing to put up with him until she's able to join the Eight Chefs and completely abandon her current "lesser" position. Zwei Rodya is notably not that happy with the kind of job the Section she belongs to handles, being really good at stealthily following her client yet really disliking the boredom the lack of action causes. BL Outis got to where she is by defying and striking down her former mentor, and is in this odd position of being a "leader" figure to a Syndicate that generally does not conform to traditional hierarchies, making her role stand out as unusual for Blade Lineage. Liu Gregor seems to not really enjoy doing his job, often asking to take breaks and hang back instead of actually working hard, to the point straining himself is enough for him to come up with "a week's worth of excuses".
Rabbit Heathcliff is a little bit different though. Unlike all the other S1 Wrath Identities, R Heathcliff isn't actually dissatisfied with or opposed to anything in his position. If anything, he seems to enjoy himself much more than the other Heathcliff IDs. He's sort of an exception that solidifies the rule, I think. R Heathcliff is shown to be energetic to an almost obsessive degree - he wakes up early and stays up late into the night, he's constantly asking to be sent on more missions if he has nothing to do, and even his Uptie story compares his state to a form of intoxication. In his case, Wrath could represent a sort of defiance against his own body's natural limits, if that makes any sense.
Now, Envy as Skill 2. We actually have two base Sinners in this category - Yi Sang and Don Quixote. Besides that we also have Shi Don, Chef Ryoshu, Reindeer Ishmael, Mariachi Sinclair, Molar Sinclair, and Rosespanner Gregor.
The first and widest interpretation of S2 Envy here is as a representation of how deeply these characters are affected and influenced by the people around them. Yi Sang was completely crushed by the League falling apart, leading to him becoming passive and listening to what other people told him to do without question. Don Quixote seems to care a lot about how she's percieved, constantly announcing herself and justifying her actions, as if to make it painfully clear that she's a heroic, just figure, and being notably hurt when accused of insincerity. Shi Don specifically cares a lot about her subordinates and how they see her, defending them at all cost and putting on a much more happier facade around them (something she notably doesn't do when all alone). Mariachi Sinclair only truly takes up the mantle of the Jefe/Leader when pushed in the right direction by the rest of the Mariachis, being noted as usually meek and anxious but completely changing his attitude and entering "boss mode" when told it's time for the pañata party. Molar Sinclair is defined by his role in the Molar Office, having issues with finding what he should do due to the other Molar Office members already being able to handle what he could but better, leaving him feeling inadequate and unable to contribute in a meaningful way.
There's also a second, more specific interpretation that I'd like to point out, due to it being applicable to at least two of the IDs - interpretation of S2 Envy as seeking approval from society. Both Chef Ryoshu and Rosespanner Gregor seek to be recognised for their skills and creations on a much wider scale. Chef Ryoshu wishes to become part of the Eight Chefs, to have her Culinary Arts be appreciated by the City as a whole. Similarly, Rosespanner Gregor wishes for his invention, his prosthetic arm that could double as a workshop product, to be approved for a patent by the Tres Association and mass-produced, leading to his machine being used by far more people.
And just like with S1 Wrath, we have an outlier here as well. R Ishmael doesn't neatly fit either category, though that could be because of just how little we learn about her. We know she's seeking more information about R Corp, specifically the potential old R Corp and its Singularity, because of it being a potential lead to something else she's searching on, but we don't get to know what that is. We only learn that it's not something enjoyable to talk about. I think R Ishmael's S2 Envy could hint towards that being connected to other people. It could be that she was set on this search by someone else, or the "thing" she's seeking is actually a person (which would be on brand for Ishmael)... We just don't know enough to say for sure right now.
Ironically enough, Sloth as Skill 3 is the easiest one to describe - it represents utter resignation with one's place in life. S3 Sloth Identities are ones that don't have a lot of control in their lifes, deferring to the role they're given regardless of what they think or feel about it. They may not like this situation, and some may even performatively try to fight back, but in the end, they will back down and passively follow what they're "supposed" to do.
So, for the assessment of a Wrath/Envy/Sloth... It gives me the image of someone who's not enjoying the position they're in, who likely complains a lot. Perhaps the part they're specifically dissatisfied in is how the other people they work alongside are treated. Or, on the flipside, other people could be the oppresive force here, and this character might be dissatisfied because of that. However, despite complaining and acting like they wish for a change, deep inside they're resigned to their lot in life. Perhaps they're aware that, just like their coworkers, they're just another cog in the machine. Or perhaps they're too passive to truly stand up for themselves beyond making the ocassional excuse.

Limbus Players, do you think that some IDs that we’ve seen art of but haven’t been put in the pool yet (Rhino Gregor, Zwei Rodion, etc.) will be shadow-dropped into the gacha when the season swapover occurs? Or possibly put into the Battle Pass in addition to some EGOs we’ve seen like the bull on Ishmael and Meursault?

Like... Are LCCB Ishmael and LCCB Rodya like... Taken roles of Effie and... And, well.
For now idk about identities like Shi association, Zwei, W or R corps. But i still have this theory and thoughts

Predictions on Hellbus
So for Hell’s Chicken we got 2 IDs and 2 EGOs, and I’m going to assume (deadly, I know) it MIGHT be the same for Magic Hell Bus.
(Also known as another over-analysis by a weird orange creature)
SO IF IT IS 2 ID, 2 EGO, heres my predictions on who below;
This is what it says in the timeline;

While I thought this was gonna be a Faust and Ishmael event at first
I think
The people who are going to get New Identities Faust and Outis!
so for ID’s, my gamble is on Faust and Outis
Neither have had any recent IDs, Faust’s last one is One Who Grips (which is a HOT SECOND ago) and Outis’s was Sevens (also a while ago!)
These are the two standout of Haven’t Had IDs In A While. Especially with Rhino and Zwei up next.
However for Egos, its a lot harder to tell who.
My guesses on these are a lot less Solid than my ideas on IDs
but my guesses are Hong Lu and Heathcliff for EGOs.
Hong Lu; its because his last EGO was Dimension Shredder, which was a while ago, and if this is an event with Outis, Sirens might play a role in this, which would fit him.
My second guess on EGO is really by process of elimination. So lets go down the list of who couldn’t be EGO 2:
Not Yi Sang, because he was the focal point of Canto 4, also bro has FIVE EGOS.
Not Faust cause I am SO SURE shes an ID
Not Don because she had Soup in 3.5
Not Ryoshu because she was an ID in 3.5 AND Just had both Red Eyes released
Not Meursault, because he is at 4 EGO with Capote being on the Pass, PLUS He has an ID coming up
Hong Lu is already on the list
Heathcliff, while he has AEDD on the Pass, is only at 3 EGO, so he had the Ryoshu problem of “Where him egos at?” so my guess might be Heathcliff for Ego 2,  I could see him having a Charybdis-inspired EGO.
Not Ishmael, as she just had Liu release, and is at 4 EGO with Capote on Pass
I don’t think so on Rodya, as she has an ID coming up. But she does only have 3 EGO so I may be wrong, and her last EGO was on the last pass, which was a hot second ago. PM might have also noticed this fact.
Not Sinclair because he had Soup in 3.5
Not Outis because I am SO SURE she is an ID
Not Gregor because he had an ID in 3.5, but also has 4 EGO AND AEDD on Pass.

My guesses is that IDs are Faust and Outis
