I don't think there's a major lack of detail:
After having overseen emissions increases every single year in which they have been in power, the Liberals have set a target that is not in line with what the best available science says is needed, and won’t do enough to prevent the catastrophic consequences of warming above 1.5 degrees.
Parliament recently passed C-12, to put in law our collective commitment to reaching net-zero emissions by 2050. New Democrats are proud of the role we have played in getting here – from Jack Layton’s advocacy for climate accountability legislation almost 15 years ago, to our success in ensuring C-12 included short-term accountability measures – measures that will be so critical in setting Canada up to meet those targets.
C-12 was a step in the right direction, but it was not the bill New Democrats would have written. New Democrats are committed to helping stabilize the global temperature rise to 1.5 degrees Celsius. To that end we will set a target of reducing Canada’s emissions by at least 50% from 2005 levels by 2030, reaching further wherever possible to account for Canada’s fair share. We know that reaching net-zero by 2050 means taking action now, during the term of this next Parliament. We will work with partners to establish multi-year national and sectoral carbon budgets as a key guiding framework to develop Canada’s path to 2030 and beyond. And we will create and fund a Climate Accountability Office, to provide independent oversight of federal climate progress, to engage the public, and to make recommendations on how to achieve our goals.
Putting a price on carbon has been an important tool in efforts to drive emissions reductions. We will continue with carbon pricing while making it fairer and rolling back loopholes this Liberal government has given to big polluters. But we also recognize that carbon pricing won’t be enough to tackle the climate crisis. Further action is needed.
Building on net-zero legislation will also be a priority for a New Democratic government. We will support Canada’s net-zero target by reviewing financial legislation, such as the Bank of Canada Act, the Export Development Canada Act, and the Canada Pension Plan Investment Board Act, to ensure federal financial levers and Crown corporations are aligned with the goal of net-zero. We will work with provinces to put in place a framework for corporate climate accountability to ensure mandatory transparency on carbon risk from publicly traded companies. And we will ensure that strict rules are in place to prevent big companies from using the purchase of offsets as a way to escape their net-zero obligations.
One thing we won’t do is continue down the path that Liberal and Conservative governments have chosen when it comes to spending public money on oil and gas subsidies. Under Prime Minister Trudeau, the federal government spent $18 billion to support oil and gas exploration, production, refining, transportation and more in 2020 alone – and that’s on top of purchasing the Kinder-Morgan oil pipeline. New Democrats know that public funds are best spent supporting the transition to renewable energy, rather than on profitable oil and gas companies. We will fulfill Canada’s G-20 commitment to eliminate these fossil fuel subsidies and redirect these funds to low carbon initiatives, and make sure that future governments can’t reverse this by putting in place legislation to ban any future oil, gas and pipeline subsidies.
We’ll work with the provinces and territories to make Canada an innovation leader on methane reduction in such areas as real-time monitoring and leakage detection, ensuring that provincial methane regulations are genuinely equivalent with the federal regulations, and increasing the ambition of those targets in the 2025-30 period.
The federal government can also model change, by becoming a trail-blazer in energy efficiency, clean technologies and renewable energy use. We will lead by example and procure from Canadian companies producing clean technology, ensure that federal buildings use renewable energy, and move the vehicle fleets of the federal government to electric by 2025, choosing made-in-Canada wherever possible. We will protect Canadian businesses who are taking action to transition to a low-carbon future with a border carbon adjustment that will level the playing field on imports from areas without a carbon price. And we will appoint a Climate Emergency Committee of Cabinet and establish astrong Climate Emergency Secretariat in the PMO to ensure a whole-of-government approach to responding to the climate emergency.

Canadian workers are worried about their place in the changing global economy. The global climate is changing, and Canadian jobs are changing too. But successive Liberal and Conservative governments have left workers to navigate these shifts on their own. New Democrats know that skilled Canadian workers - construction, trades, engineering and others - will be needed to build a low-carbon economy. We will put those workers front and centre of our climate action plan, and fight for workers and their communities to make sure nobody is left behind.
We have a plan to create over a million new good jobs in all communities and rebuild local economies with meaningful, family-sustaining work in every part of the country, all while helping to make the changes we need to succeed in a low carbon future. This will include jobs building green infrastructure in communities across the country, and because products produced by Canadian workers have some of the lowest carbon emissions in the world, we will require the use of Canadian-made steel, aluminum, cement and wood products for infrastructure projects across the country. And just as climate change disproportionately impacts marginalized communities, we are committed to ensuring these same communities benefit from the job-creation and community-building benefits of these investments.
As we turn the corner on COVID-19 and build an economic recovery for people, we have a precious opportunity to build back better. New Democrats would ensure that recovery funding is used to support our net-zero objectives. To that end we would ensure that large businesses receiving recovery funding agree to plan for net-zero – and we would ensure those funds go to supporting Canadian jobs, not executives or shareholders.
The workers most impacted by the changes in our economy cannot pay the price of inaction on climate change. We will work together with labour, employers and the provinces and territories to find solutions for workers and communities. This includes providing dedicated employment support combining access to expanded EI benefits, re-training and job placement services, ensuring companies retain and redeploy their workers when in transition, and ensuring that workers nearing retirement have the retirement security they have worked their whole lives for, without penalties to their pensions if they retire early.
We will boost clean tech research and manufacturing with new funding, incentives and Buy Canadian procurement of environmentally friendly technologies. This will help bring more innovative Canadian clean technology to market and support Canadian manufacturing of batteries, energy storage solutions and alternative fuels like biofuels made from waste. It will also help keep jobs here in Canada.
We will work to put in place joint workplace environment committees – modelled on the successful joint workplace health and safety committees which have had a major impact on making workplaces safer – to help reduce emissions at the source in every workplace.
And we will support sustainable agriculture, working with Canadian farmers to promote sustainable land-management techniques and methods to reduce GHG emissions. We’ll also work with the agricultural sector to help them access low carbon tools and technology, and adapt to climate-induced weather changes and other impacts of the climate crisis, including the associated increase in pests and invasive species.

Our communities are where we can most clearly feel the impacts of the climate emergency – and one of the best places that we can invest to rapidly reduce emissions, save money and make life better.
At the current pace, it will take 142 years to retrofit all low-rise residential buildings in Canada. New Democrats will undertake a mission-based approach, setting an ambitious retrofitting program to upgrade where people live and work, including requiring large scale building retrofits in all sectors. And we will set a target of retrofitting all buildings in Canada by 2050 – beginning with upgrades to all buildings built before 2020 in the next 20 years. Helping families make energy efficient improvements to their homes through low-interest loans help save families almost $900 or more per year on home energy costs. Targeted supports would be provided to low-income households and to renters. Supporting retrofits to improve indoor air quality will also help prevent further waves of COVID-19.
We will work with provinces, municipalities and Indigenous government to make sure that communities have the resources they need to cope safely with extreme weather events. This National Crisis Strategy will help communities plan for and adapt to the changing climate and the weather extremes we are already facing – particularly for vulnerable, remote, and Indigenous communities. The strategy would be supported with long-term funding for adaptation, disaster mitigation, and climate resilient infrastructure. And a new Civilian Climate Corps would mobilize young people and create new jobs supporting conservation efforts and addressing the threat of climate change by undertaking activities such as helping restore wetlands, and planting the billions of trees that need to be planted in the years ahead.
We’ll improve the National Building Code to ensure that by 2025 every new building built in Canada is net-zero. Energy efficiency and sustainable building practices will be at the core of our national housing strategy, leveraging the power of federal investments to create good jobs all across the country delivering the affordable homes Canadians need.
As more Canadians have become accustomed to working from home as a result of the pandemic, more than half of Canadians living in rural areas still don’t have access to high-speed internet. We will make sure that every Canadian has access to affordable, reliable high-speed broadband within four years. This will include taking the first steps to create a Crown corporation to ensure the delivery of quality, affordable telecom services to every community. Supporting more remote work will reduce commuting times and support efforts to reduce greenhouse gas emissions.

The tit for tat game was well known to both of their top confidants and lieutenants because it had been going on ever since Natsu and Lucy broke up. Plus, it was hard to get around such knowledge considering most of them came from the same neighborhoods. These intrigues ebbed and flowed like waves. Months could pass by without any interactions between the two, at other times they’d go back and forth continuously until one of them finally gave up, and on the odd occasion ended in a huge fight that led to another round of ignoring each other. Up until now, it had been kind of amusing to watch them torture each other because it was better than a drama shows on television. But that didn’t mean Natsu, and Lucy’s friends didn’t worry about one or both being truly hurt one day because of it.
“It’s fine,” Natsu rolled his eyes as Gray chastised him after the soapland incident. The two men were at Natsu’s home after work hours and supposed to be relaxing. But clearly his friend didn’t want to drop the subject. “What’s the big deal?”
“Dude, you let yourself be blindfolded in a public space! Have you forgotten what kind of business we’re in? What if it had been an assassin instead?”
“Oh, that’s just ridiculous. We’re talking about Lucy’s company, and I trust their security measures because she has just as much to lose if a hit took place there.”
“Still, you should be more careful, at least take a bodyguard with you…”
Natsu’s eyebrow twitched in irritation. “And what, so they can watch the show? We got any voyeurs on the payroll? Cause I can’t think of anyone here who’d wanna see another guy getting his balls fondled!”
Gray ran a hand down his face. “So not the mental image I wanted. You’re missing the point.” He sighed. “Natsu you are the head of this clan, and your safety is my top priority.”
“I get it, I get it,” Natsu drawled.
“And frankly,” Gray continued, “you’ve become distracted by her lately.”
“Tch! No, I haven’t!”
“Yeah, you are. You think I haven’t noticed? I know you drive by her place sometimes. I know you’ve followed her to that coffee shop she likes to frequent. But ever since her employee was robbed, things have escalated again.”
“You’re imagining things and apparently spying on me. I’m just keeping an eye on the competition.”
“Watching over you is my job! That’s not spying.” Gray crossed his arms. “And oh, it’s no doubt that you’re keeping an eye on her. That’s why you went to Katsunuma’s party and to soapland too. The problem is you’re getting sloppy and sloppy gets people killed.”
Natsu groaned. “Are you done yet? We’re supposed to be enjoying the baseball game, not psychoanalyzing my life.”
“Almost.” Gray placed a hand on his friends’ knee and leaned in. “Natsu, you’ve been chasing that tail since high school, just lock her down and convince her to work together already.”
Natsu snorted a laugh. “Gray we all grew up together, so what in all these years makes you think that’s a possibility? You know damn well Lucy’s not a woman you can control without her consent.” Natsu knew that, and frankly he loved that part of her. In fact, it made him even more fired up whenever he thought about it, just like a treasure you don’t just find but must win at the end of a game. “I’ll find a way, some day.”
“Well until that day arrives, could you promise me you’ll be more cautious?”
“Fine, fine,” Natsu waved his hand. “I’ll back off of Lucy for now.”
“Good.” Gray relaxed back onto his recliner thinking the drama was over.
“However, there is a new guy I want surveillance placed on.”
“Who?”
“The bartender from the party.”
Gray groaned. “Seriously? Why? He’s just a bartender!”
“I don’t trust him.”
“Was he spiking the drinks or something? Dealing drugs at the party?”
“Maybe.”
Gray huffed. “You really gonna try that? Do I look like an idiot? This is just straight jealousy talking.”
“I don’t care! I want someone to dig up what they can on the guy!”
“No, what you wanna know is if he fucked Lucy that night!”
Natsu jumped up with his fists clenched. “Fuck you!”
“Fuck you too!” Gray stood up and matched his boss’s energy. “Unless you give me a damn good reason to check into him, I’m not wasting my guy’s time! You might be the boss, but don’t you fucking forget who you’re talking to! I’m not some punk off the streets!”
Realizing he was taking things too far, Natsu sat back down. “Sorry.”
Gray sighed and plopped back down too. “I only joined because you asked me to and you’re my best friend, then I helped you build this new empire, so I’m just as invested in protecting it as you are. But Natsu, personal emotions have led to the downfall of many in this business, and as a friend, I’ll check you any time I think you’re going to far.”
“You’re right…” Natsu sighed too. “She just gets me so worked up.”
“Don’t I know it,” Gray laughed, but stopped when Natsu glared at him. “Sorry, it slipped out.”
“But I swear, there’s something suspicious about him. When he saw me, I thought he just reacted because he thought I was Lucy’s boyfriend or something, but the more I think about it, he might have recognized me.”
“Well, that wouldn’t necessarily be suspicious either.”
“True. But the look in his eyes just made me wonder.”
“Alright…” Gray groaned, “if it’ll make you feel better, I’ll have someone do some digging. So, you said he has orange hair and glasses, and the name on his tag was Loke?”
“Yeah.”
“That’s an unusual name, shouldn’t be too hard to check on.”
Over the course of a couple of weeks, Gray sent out feelers for any information on this Loke guy. Katsunuma junior gave them their first small lead that the bartender had worked the party through a local food catering company. That catering company was a legitimate business who had both full-time staff as well as independent contractors brought in per event as needed. Loke had been one of the latter. From there Gray obtained a last name, de Lioncourt.
According to his sources at the local precinct, Loke de Lioncourt had no rap sheet, no prior dealings with police, and for all they knew was an average citizen. The man’s Line blog profile listed him as a 28-year-old, Japanese/French American, model and bartender, and it was filled with pictures from events, parties, as well as many gorgeous women— none of which contained Lucy. But as Gray trolled through the man’s feed, he did come across one person he recognized and passed the information along to Natsu.
“Wow, she’s in a bunch of photos,” Natsu mumbled as he scrolled through the blog.
“Well, considering Cana’s reputation are you surprised. Parties and alcohol are the two things that woman lives for.” Gray laughed. “Now see, this makes sense to me. Lucy and him, not so much.”
“Tch… still pisses me off he even tried.”
“Lucy’s a free woman, she can go out with whoever she wants to.”
“We’ll see about that,” Natsu mumbled low.
“What was that?” Gray asked with a raised brow.
“Nothing.”
“Better be nothing, cause this is a dead end. He’s just a flirty bartender. It’s how they make tips.”
“Yeah, yeah, fine.” Natsu sat back in his chair. “So, back to business. What this I heard about some missing stock?”
“Oh, right. One of the warehouse clerks noticed a shortage, but when I checked with Yura, he said the books were fine. I had him show it to me, and it appears the numbers were just inverted by accident. So, instead of 185 kilos, it’s supposed to be 158 kilos.”
“Did you talk to the clerk again? Does he have any history of messing up like this?”
“Nah, he’s one of our better clerks.”
“Just keep an eye on it.”
“Sure thing, boss. By the way, have you seen Gajeel today?” Gray questioned. “I haven’t seen him.”
“He called me this morning said he wasn’t feeling well, thinks he ate something bad for dinner last night.”
“Tch, seriously? Thought he had an iron stomach?”
Natsu shrugged. “Must’a been some bad sushi or something. We ain’t got much happening today, so it’s fine. Anything else? I got some stuff I need to finish.”
Gray tapped his chin. “Just a reminder you have an appointment with our tech guy dropping by later this week to go over some upgrades on the system.”
“Like I’m supposed to know anything about that stuff, it’s what I pay him for.”
“You still gotta approve it,” Gray shrugged and took his leave.
Once the man was completely out of the office, Natsu opened a drawer in his desk and pulled out a nondescript box he’d hidden inside. He grinned to himself. It was time to make another special delivery. Even though he’d told Gray he was backing off the whole Lucy and Loke subject, there was no way he was gonna let it slide. Natsu didn’t care if the man seemed legit, and he wasn’t the first nor would probably be the last that he’d eventually scared away. And besides, being a Yakuza boss had a lot of down times too, easily filled with having a little fun.
Today’s little care package was being sent to Lucy by a courier service and Natsu just had to drop it off to the delivery company. Just a normal company like Kuroneko Yamato so it wouldn’t rouse too many suspicions. It was turning into a fun game for him just coming up with ideas of what he could do to rile Lucy up or irritate this Loke guy. Natsu chuckled to himself. So far, his favorite prank was a box of small sized condoms and a bottle of enhancement pills that he’d had delivered to Loke while on the job at another party. He’d even snuck in to watch it delivered, gaining a good laugh when the man took a peek in the box and frowned at its contents.
It was childish, but Natsu didn’t care. Every day for two weeks now, something new was sent to Loke. Random gifts like children’s candy to a toy gun, a big bottle of lubricant wrapped in a bow, a week’s worth of meals sent for lunch one day, even an empty box with rocks inside it just to drive the man crazy wondering who in the world was sending them. Lucy too wasn’t immune to his pranks, though hers had a different feel to them. Flowers with no note attached. Tickets to a canceled show he made up. A supposed dinner invite from Loke that wasn’t real— okay that was to test her, but she didn’t fall for it. And today’s little care package fit right into his prank scheme.
Natsu dropped off the package at a Kuroneko Yamato office with the address instructions already filled out and paid the company’s employee extra to keep their mouths shut. ‘She’s gonna kill me one day,’ he laughed to himself as he rode back to his office. ‘If it’s suffocation by her boobs it wouldn’t be a bad way to go!’
“Anymore stops sir?” The driver asked Natsu.
“Nope. Back to the office.”
He looked at his watch. The package should be arriving at Lucy’s office within the hour. Give or take another to open it, and by 4pm he would be receiving another phone call. Maybe he won’t answer it. Oh, that would piss her off even more! ‘Well, if she’d just take the hint...’
The afternoon was supposed to be mellow at headquarters that day. No shipments, and no appointments. But when Natsu got back, another general in the organization named Jellal Fernandez came to his office to inform him of a problem. One of the new local restaurants in their territory was refusing to cooperate and he wanted to know how Natsu wanted it handled. They were right in the middle of discussing it, when Natsu’s office door flew open with a loud bang!
In stomped Lucy who immediately threw a box at his head, causing Natsu to duck and Jellal to pull his gun.
“Don’t!” Natsu screamed at his general and motioned for him to stand down, to which the man complied. “Do you have a death wish Lucy!”
“Get. Out.” She snapped at the general. “Get out! This is between me and your boss!”
Jellal looked to Natsu, who nodded his head to scram. “I got this, don’t worry.” The man holstered his gun and left, but Natsu could see he’d stayed right outside of the now closed door.
“I take it you didn’t like the gift,” Natsu pretended to stay calm.
“Gee, me throwing it at you give you that impression? I know it’s you sending all these damn deliveries to me and Loke. That needs to stop now!”
He crossed his arms and scoffed. “I don’t know what you’re talking about.”
“Play dumb all you want. Just stop! Why are you even doing this?!”
“Take a guess,” he sneered back.
“I could’ve sworn we were adults now, but apparently I’m the only one who grew up. Stay out of my love life Natsu!”
“So, you admit you’re sleeping with the guy!”
“That’s none of your damn business! I can fuck whoever I want!”
“Not as long as I’m alive,” Natsu growled back.
Lucy crossed her arms. “That could be arranged.”
“Is that a threat?!”
“Yes! If you don’t stay out of my love life!”
“A woman shouldn’t be sleepi—”
“Don’t you finish that sentence!” Lucy grabbed a stapler that was within reach and chucked it at Natsu’s head. “Stop trying to control me!”
“Are you crazy?!”
At that moment, Gray barged into the room. He’d heard the screaming from the other side of the office, and when he got close enough to see Jellal standing outside the door, he became alarmed. Why would a general leave Natsu vulnerable! The man told him their boss told him to leave, but as the sounds inside escalated, Gray couldn’t wait anymore.
“Stop it!!” Gray got between them. “What are you two doing! Lucy you shouldn’t be here!”
“Then tell your damn boss to leave me the fuck alone!” Lucy spat back. “Ask him how he’s been harassing Loke and me!”
Gray turned to his boss with a groan. “Natsu, we talked about this!”
“Tell Gray what you been doing!” Lucy pressed. “Show him the stupid packages you send!”
“What packages?” Gray looked to Lucy, then repeated the question as he stared at his boss. “What packages?”
“Tch,” Natsu crossed his arms, “it’s not even that bad.”
Lucy stomped over to where the box fell and picked it up, pulling the contents out. “Bullshit!” She snapped as she held up a very racy, red nightie with flame prints, a pair of fluffy handcuffs, and a large dildo. “See this shit?!” Lucy shook the floppy latex toy at Gray before chucking it to the ground again. “He includes messages too,” then handed the man a folded piece of paper.
Gray read it aloud, “to make up for what playboy lacks. Had it custom made to my size wink wink. Ugh, seriously man,” he tossed the letter.
Natsu shrugged. “I was just having fun.”
“This is the yakuza, not a daycare!” Gray snaps. “I’m not here to babysit the boss so he stops harassing the competition! There’s more important business to worry about!”
“That’s right listen to Gray,” Lucy sneered.
Gray turned to her. “Oh, you ain’t innocent either, so don’t even try it. You both do things to purposely rile the other up and get mad when there’s consequences. Stop it!” He looked back and forth between the two. “Just stop it already!”
Natsu and Lucy looked away from the man with scowls on their faces. Neither wanted to admit he was right.
“Jellal,” Gray called out. When the man entered, he instructed him to escort Lucy out of there. “Next time, just call me instead. It’s best you two just stay away from each other. Got it?!”
“Yeah,” Lucy grumped.
“Got it?!” Gray questioned his boss.
“Yeah,” Natsu mumbled.
“Fucking like high school,” Gray ran a hand down his face in irritation. “You two need therapy.”

The Soldier gasped, followed by immediate coughing and gagging as if his lungs were being seared from the inside-out. The air was so hot it burned and he wheezed as the dryness of it irritated each breath he took.
Opening his eyes did absolutely nothing to clue him in as to where he was, or assuage his growing panic. The sky was dusty and red along the horizon, but straight above him was a strange nightscape. There were two moons or small planets, close enough that their circumferences were hidden past the horizon.
It was the spattering of stars that made him go still with shock. The Soldier didn’t recognize a single constellation, nor could he tell where the light around him was coming from. Only that there was a circle of darkness that blocked out the stars, as if the sun itself was a void.
He carefully sat up and looked down at himself, finding his uniform was tattered, singed with burn marks and spattered with bullet holes. Even now he could hear the echo of close-range gunfire and the impact of his body being riddled with Soviet slugs. The Soldier lifted his tac vest and traced his hand along his stomach. The skin was smooth and clean, no trace of wounds or blood.
He raised his head to take in his surroundings, confirming what his training told him. He was dead, and this was Hell. A sandy landscape, dotted with jagged outcroppings of rocks, went as far as the eye could see. In the distance was a range of craggy mountains, but he had no way of knowing how far it was or how high the peaks truly rose.
What was most disturbing was the color of this world. From the claylike soil to the volcanic rock, everything was a various shade of red. Rose, crimson, dusky, blood. Even the stars above him seemed to be tinged with the harsh color.
The Soldier coughed again, wincing as the hot wind wiped at his face and stung his eyes with sand. As he rose to his feet he expected to feel sore at best, in agony at worse. Instead, he was… full. Sated with energy in a way he only felt the hours after a feeding. After the healing he’d just done, he should have gone into a severe heat almost immediately.
Instead, he felt… he felt… good. Strong. At least, the parts of him that were truly demonic. The weak human parts, the parts that belonged to the HYDRA soldier who had donated his body to the cause, those parts of him were not meant to survive in a place like this.
You’re in the demon realm.
The Soldier jerked up his head but couldn’t identify the source of the voice. It had been… internal. Coming from within. It wasn’t a voice he recognized.
Sometimes, when the Soldier grew confused, he would sense… an other within himself. His master (he couldn’t remember which, he’d had so many) would grow angry if the Soldier spoke of it.
But this was not the same voice that had spoken. This one was different. Unfamiliar.
You have to move. Find shelter. It isn’t safe here.
The Soldier didn’t know the purpose or agenda of the voice, but it spoke the truth in this instance. He couldn’t sit here in the sand until it covered all trace of him. The Soldier knew how to survive in hostile, unknown terrain.
Step one: find the highest vantage point.
Step two: Establish shelter within walking distance of water.
Step three: Secure the shelter so enemies can be spotted before being alerted to the Soldier’s presence.
Shelter. Water. Safety.
Food was the last priority. He didn’t need to worry about staying in one place for an extraction. No one was coming for the Soldier. Perhaps considering what he had done, that was for the best.
What was it like to kill him? The great Howard Stark?
His fists curled at his side, nostrils flaring as anger flooded his body.
That’s over now, the voice said. Not the low voice of his master. This was the new voice, the one he didn’t know. They can’t hurt you anymore. But things here can. Please, be careful.
The voice was kind. Gentle. Did the Soldier know kindness, once?
You will. One day, I promise, you will.
The Soldier didn’t trust the voice, but chose to ignore it for now. After he had secured a shelter and established a parameter, then he would investigate the source of the strange other.
Expanding his wings, the Soldier flexed them experimentally and found them likewise whole and strong. He gave several test strokes before leaping, taking to the air as naturally as any bird. The wind buffeted him but he easily adjusted, and he couldn’t help but revel in the feeling. The last time he’d gotten to free-fly was to claw out the tire of Stark’s vehicle—
The Soldier shook away the disturbing thoughts. His last mission to retrieve the briefcase and assassinate the Starks had filled him with so many confusing emotions. His fury at the Colonel seemingly came from nowhere, and he decided it was best to put the entire matter out of his mind.
The Soldier spent the better part of an hour flying, scanning the horizon for a location that would provide shelter, and he found it. A large series of hills and boulders that hid an opening, and inside he found a system of caves where he could take refuse from the relentless, dry wind. Once he landed, he explored the weaving tunnels, lit either by openings to the surface or by glowing fungus. Where there was fungus, he knew there was moisture, and he soon found that too.
Underground rivers. The Soldier expected the water to kill him, but it didn’t, and he found he wasn’t very thirsty. The fungus was sustaining, and further in the cave system he found strange shoots that resembled bamboo. The fleshy fibers inside made him believe it was an animal rather than a plant, but it didn’t matter. He ate it raw, and that didn’t kill him either.
At this point, he wasn’t sure if he could die. Or if he did, where would he go, then? Shivering, he pushed out the thought before it could take hold.
Satisfied with a source of food and water, he found a hollow that was hidden from the river but dotted with small holes along the ceiling to let in light. Having nothing but the ragged clothes on his back, he laid down to rest.
Against his will, he dozed off. He didn’t remember sleeping before. Just the cryo-chamber. When the Soldier awoke, still plagued by strange and horrible images of what he knew were nightmares, he decided he didn’t like sleep.
Over the next few days of adjusting to his new life, the Soldier began to remember the missions more clearly now that the Machine no longer burned away his thoughts. With nothing else to do, he reflected on these missions, and especially on the one that changed everything. He still didn’t understand why the name Howard Stark had filled him with such raw agony. Even now, it hurt to recall the memory of killing the human and his mate, staging their death to resemble an alcohol-induced crash.
The Soldier survived. And he waited. He didn’t know what for. He never did find the owner of the voice. It spoke to him often, telling him to be careful, to not give up hope. He ignored it, sometimes to the point where it was only a buzzing in his ear, like an annoying insect.
Eventually, he realized it had stopped talking to him. He didn’t know how long it had been since he’d last heard it speak, and something about that filled him with unease.
“Are you…” He cleared his throat, raw with disuse. “Are you… still there?”
The minutes, according to his internal clock, ticked by. It was six minutes and seven seconds before he got a response.
Yes. I’m here.
“You sound…” He struggled with the word. “Tired.”
I am, it replied with that same soft quietness. It hadn’t been so quiet before. Distant. We’ve been here a while. I’m starting to forget things.
“Things?” The voice said nothing. The Soldier grew frustrated. “What—who are you?”
I can’t tell you that.
The Soldier leaned back against the wall, frowning down at the cave floor as if he could make the voice appear. It did not.
But I can tell you who you are.
The Soldier scoffed, scratching an itch along the back of his neck. It had been a few days since he’d bathed in the river. He’d have to do it again soon.
“I’m a demon. Summoned to serve my masters.”
That’s a lie.
He tilted his head, interest piqued. Not at the words, but at the sudden flare of anger he sensed.
You weren’t always a demon, and HYDRA didn’t summon you. You were born human.
“Now who speaks lies?”
He sensed the wave of anger again, and something about it made his tail flex and his lips twitch upwards. He was… smiling?
Your name, the voice proclaimed, is James Buchanan Barnes.
“What a ridiculous name.”
Blame your mother, not me.
The Soldier snorted and rolled his eyes, but the ghost of a smile remained on his lips.
“If you know so much, then how do I leave this place?”
He could feel its hesitation. It seemed the longer he spoke to the voice, the stronger it became. It was beginning to feel like an actual presence rather than just words in his head.
I don’t… know.
“Then you are useless to me.”
The Soldier stood and walked to its hollow entrance, already stripping off what was left of his uniform to bathe.
Wait! You will escape, eventually, but I just need to figure it out!
The Soldier ignored the voice. He knew if he ignored it for long enough, it would go away again. It seemed to realize this too from the sudden desperation in its tone.
I can prove that you were human! Howard Stark!
The Soldier froze in his tracks, his wings ruffling as the plates on his arm shifted.
You… you knew him. Back during the war. He helped rescue you from HYDRA the first time they captured you. You admired him, idolized him. You even went to the Stark Expo to see him with Steve Rogers—
Pain ripped through his chest and he growled as he bent forward. That name, something about that name. It held power, or it had once. Now, it just hurt.
“Witch,” he hissed, teeth bared. “Sorcerer! Leave me alone!”
No, no, I’m not! Please, listen! the voice in his head cried. HYDRA captured you. Tormented you. Did unspeakable things to you! It’s their fault; they did all of this to you!
He gripped his head, claws digging into his scalp hard enough to sting. His tail lashed and his wings flapped open in a panic, knocking chips off the cave wall.
“Shut up!”
His scream rang hollow against the cave walls, echoing back until fading into silence.
The silence stayed. The voice was gone, and it didn’t return for a very long time. It might have been days, weeks, or months. Time didn’t mean much on this world where the day cycle lasted for eternity.
Or it seemed to. One day, the strange sunless light vanished, and the Soldier was left in the dark to wonder if he would see it again.
The Soldier had been scratching tally marks on the wall, trained to mark the passage of time. He sensed he’d done something similar before, but he didn’t know where. According to his marks, night had finally fallen after the tenth week. He hoped the night didn’t last as long as the day. It was beginning to grow cold.
The Soldier hated the cold.
It was in a moment of weakness, as he lied shivering on the bare floor, that he finally spoke.
“Are you there?”
The voice didn’t answer. He didn’t expect it to. It had been so long since he’d screamed at it to go away. He regretted that now.
“Please…” He gave a harsh shiver and wrapped his wings tighter around his miserable body. “…Please, come back.”
He had nearly accepted that the voice was truly gone, when he heard a faint, I’m here.
The Soldier shuddered in relief. He wasn’t alone.
No, you’re not alone.
Had he said that out loud? He couldn’t remember.
You didn’t. But sometimes, I can hear you anyway. The voice made a noise of amusement, but it was sad too. I don’t think I could leave, even if I wanted to.
It sighed, still sounding too weak. He didn’t like that it sounded that way.
And I don’t want to leave. Not without you.
The Soldier curled his fingers tighter around his wing, seeking warmth and comfort where there was none. He’d never needed it before. What was wrong with him? He was a loyal soldier, an obedient slave, the very Fist of HYDRA. He wasn’t this weak, quivering thing. Huddled on the floor like a beaten mongrel.
And yet, he couldn’t stop talking to the voice once he’d started.
“Why?” he rasped. “Why are you here? Who are you? Where did you come from?”
The voice made the amused sound again. This time, it wasn’t as sorrowful.
So many questions. I’m happy they didn’t kill your curiosity. The voice grew serious. I think I got lost. Or trapped. Or… I don’t know. It doesn’t matter where I came from. Just that I’m not going anywhere without you. Okay?
The voice was growing stronger again. There was warmth there, life. A person?
Yes, it answered.
“What’s your name?”
Can’t say.
The Soldier released a sharp snort, and for a reason he couldn’t identify, the voice laughed. He didn’t remember it ever laughing before.
If everything happens as it should, you’ll find out soon enough, Bucky.
“Bucky?” he asked, brows furrowed. “Who the hell is Bucky?”
Instead of a verbal answer, warmth filled his limbs, effectively chasing away the chill and the shivering wretchedness that had owned him since the light had died.
It felt as if… someone where embracing him, enveloping him in their body heat, but when he opened his eyes he was still alone. He found he no longer minded, and the fear had vanished along with the chill.
That’s you, the voice hummed. You’re Bucky.
It sounded happy. The Soldier was glad for that, he thought. Perhaps the voice could be an ally, a way for him to survive. Whether it spoke the truth about who, and what, he was, that remained to be seen.
But the voice also sounded tired, as if the conversation had been draining, and he could certainly feel it had less energy than it had had before.
The Soldier knew, deep down in a place he dared not look at for too long, that he wouldn’t send away the voice again.
“I’m… Bucky,” he repeated, unsure.
Yes.
The voice said nothing more for the remainder of the night, though with the warm comfort wrapped around his limbs, the Soldier knew it was still with him. By the time the sun rose a few hours later, he had fallen into a deep and mercifully dreamless sleep.

She’s slipping on her heels when he calls out to her from the living room—Amorcita, are you ready? Eva shook her head and picked up her clutch, slinging the little chain over her arm and flicking off the lights as she moved through the house.
“Yes,” she said as she turned the corner, “I’m ready.”
He was buttoning the jacket of a deep navy blue suit, turning at the sound of her voice when she spotted him. It never failed. Never. Eva’s breath caught as she took him in. Broad shoulders that led down to thick arms that could hold her so tightly, hands that she had long since memorized the feel of as they skimmed over her skin, the focus of his eyes as he looked at her. She swallowed, smoothing down the folds of her dress.
Eva was wearing the red number that she’d worn to the last crime scene she would ever be a part of. It felt right that she should give it a new memory to live in. She had decided to make as many new memories as possible so that she could dissolve the hurtful ones that had controlled her since she was fourteen. So much had happened in the last year that Eva almost couldn’t wrap her mind around it. She went from being almost completely alone in the world to having friends, to having Horacio.
He was staring at her, eyes dark, taking in every detail. Eva let him look as she sauntered forward, rising up in her heels when she reached him to give him a chaste kiss. His arms encircled her waist, pulling her close.
“Maybe we should stay in,” he prompted, nose tracing down the line of her neck.
Eva squeezed his shoulders, shivering as his lips skimmed her skin, “You promised me a night out.”
He pulled back, considering, “I did make a promise.”
“You did,” she confirmed, toying with the hair at the nape of his neck.
“Then, we should go,” he replied, taking her hand and leading her to the door, “Before I decide to break that promise.”
Smiling like an idiot, she followed him out the door and into the darkening of the night. He took her to a little bar—bar was not the word. Eva didn’t have a word for what this place was. Small, so dimly lit that she was having a difficult time seeing clearly. The clientele were all dressed similarly, suits, cocktail dresses, heels, and ties. The décor was all dark wood and polished bronze, warm tones in all the fabric. It smelled a little liquor and a lot like spice and heat.
He led her to a table off to the side of the dance floor, a few couples already swaying to the sultry beat. Eva tucked her dress beneath her thighs as she lowered into the chair Horacio held for her. As was usual, she let him order for her, smiling wide when the wait staff brought forth a pair of tumblers filled with amber liquid.  She watched carefully as he gave the waitress a few bills, tucked discreetly between his fingers.
Eva was struck was the fluidity of the action, something he probably did a lot as he bought and sold favors. Though she had seen quite a bit of his work in their time together—had glimpsed the ruthlessness with which he hunted down his targets—it still gave her pause. He did it almost without thinking, muscle memory as much as it was training and experience. Eva found herself continuing to watch him as he scanned the room, ever vigilant. Even now, when they were supposed to be relaxing and spending time together, the inherent threat of his work subtly pressed in from the outside.
With conscious effort, she put the subject away and focused on her drink. A small sip confirmed that he’d ordered the same thing that he’d ordered in the restaurant all those months ago, a whiskey he favored. It rolled over her tongue, burned fire down her throat. She’d had to nurse it, if she had any hope of staying upright in her heels.
“If you could go anywhere in the world, where would you go?”
She asked the question to get the answer as much as to start the conversation. He’d fallen silent during the ride over, his attention diverted by whatever he was thinking about. Eva’s flight out of the country was fast approaching and they’d discussed that he would be accompanying her to the meeting Javier had scheduled. It hadn’t gone much further than that, their lives lived one step at a time. Though Eva had spent nearly the last fifteen years doing that very thing, she found herself wanting to plan a little further out, to actually look forward to something in the future.
Horacio glanced at her, setting his glass down and thinking, “I liked Spain, when I was assigned there.”
She recalled that he’d mentioned spending time there, an assignment that he enjoyed until he’d been called back home to deal with the rising power of the cartel.  
“Oh?”
With a nod, he continued, “It was...quieter, there.”
Eva hummed, “Quiet is good.”
“Quiet is different,” he offered, as a compromise, “But, the work was steady, and I didn’t get shot at half as much.”
Brows lifting, she prompted, “Half as much?”
His mouth curled a little, “At all. I didn’t get shot at, at all.”
“That’s a nice change of pace,” Eva replied, crossing her legs.
She liked how soft his expression was in that moment, the little smile he allowed to form on his lips. He’d been smiling like that more and more since they’d met, though it was not yet a daily occurrence. She hoped that it someday would be.
He gave a low chuckle, wordlessly agreeing with her. Then, “What about you?”
Her answer was reflexive, “I’m right where I want to be.”
That seemed to startle him. He stared for several long seconds, eyes unblinking. Eva held his gaze, unwilling to back down from her statement. It was true. She was exactly where she wanted to be—with him, here. It didn’t matter that she was probably still in danger from her former in laws. It also didn’t matter that her administrator may or may not have set her up to be killed. Eva was content to be sitting in a cozy little not-quite-bar, sipping bourbon that burned down her throat, next to a man who was looking at her as if he couldn’t quite figure her out.
Horacio lifted an arm, taking her hand as it lay on the table, holding it warmly. They sat like that for a while, listening to the band. When a low, slow beat started up, he stood and pulled her onto the dance floor. She followed with a smile, draping her arm over his shoulder and toying with the collar of his jacket.
He looked good in it, the dark blue contrasting with the lighter blue of his button down. The low light cast half his face in shadow, accentuating the sharp jawline, the pout of his lips. She couldn’t resist rising onto tip toe and kissing him quickly. He smiled into it, eyes crinkling at the corners.
Around them, she noticed a few turned heads, the eyes of curious onlookers. She’d gotten used to being a little bit of a curiosity, an American out of her element. These kinds of looks, however, were a bit newer for her, occurring more often when they went out in public. Narrowed gazes, jealousy shining in them, pointed in her direction. Eva ignored them, focusing on the man in her arms. Her hands spread out of his chest, fingers pausing over an unfamiliar bump in the cloth of his jacket. Brows drawing together, she peeked underneath.
“Do you think you’ll need this?” She asked with a lifted brow, her mouth half smiling.
Horacio sighed, “This is a new location for me. I wanted to be safe.”
Eva tapped her forefinger over the strap of the harness that was secured over both shoulders. Though she couldn’t see them, she knew there were a pair of hand guns tucked at his sides, ready if he needed them. This didn’t seem to be the kind of place where a gun fight would break out, but she agreed that safety was a priority, even when it was unlikely.
“Okay,” she said, eventually.
He looked away, hands flexing on her body. Eva hadn’t fought him on the body guards, hadn’t even argued when he ordered an officer outside of her apartment. Not arguing didn’t mean that she liked the fact that he had to be armed even on a date night. It just meant that this wasn’t the hill she was willing to die on—figuratively, speaking. Inherently, she knew that he wouldn’t give her an inch when it came to her safety. Even if he verbally relented, he’d just tell his men to hide better, so that she didn’t notice them. She’d rather know who was watching the house, and when.
They danced until the end of the song, but when they moved off the floor, their table had been taken by a group of people talking animatedly. Eva could see that he was going to approach, and she was reluctant to draw any further attention to them. So, she grabbed his arm and leaned her weight back to slow him down and direct him towards the bar. To her surprise, he went with her.
At the bar, he ordered another round and they spent some time talking and drinking. The music continued on, a low thrum that echoed the excited beat of her heart. She found herself leaning into him, touching his arm and thumbing the buttons on his jacket. He welcomed her touch, as he always did, eyes straying down her body from time to time, lingering on her legs.
Eva’s cheeks were warm, the feeling spreading down her neck and chest. Her skin felt too sensitive, sizzling when he touched her or when she brushed against his body. It was heady, knowing that he wanted her, knowing that she could have him whenever she wanted. An inhale told her that he was feeling it, too, his scent deepening slowly as time went on.
She caught another narrowed look from a woman at the far end of the bar. When she held the gaze a bit longer than would have been polite, the woman rolled her eyes and pushed away, heading into the crowd. Eva laughed derisively, draining her glass and setting it on the bar.
“What?” he asked, curious.
She shook her head, “Nothing, just a thought.”
All he did was lift a brow and she knew exactly what he was saying. She huffed, looking to the side and debating her words.
“I’ve been getting a few looks tonight,” she muttered, taking half a step towards him so that the skin of her thighs brushed the fabric off his slacks. “That’s all.”
He was immediately straightening, his head turning. Eva caught his chin quickly, keeping him from being too obvious about it. That was exactly what she did not need right now.
“Its fine. They’re not bad looks.”
And, they weren’t. Eva was proud that she’d garnered a little bit of envy that night, a testament to the man standing in front of her. She let go of his chin, smoothing her hand down his lapel.
Head tilting to the side, he asked, “What kind of looks are they?”
She bit her lip, chin lowered so that she could look up at him through her lashes, “Envy, mostly.”
His lips parted, brows furrowing. Eva shook her head and ran a finger down the little crease between them, smoothing the skin. Then, she pushed up a little and kissed his cheek, charmed by his confusion.
“You’re hot, sweetie. I’m bound to get a few evil eyes now and again.”
He huffed a breath, his expression a little boyish, “Thank you, but I think you’re maybe just a little biased.”
Eva rolled her eyes, “I might be biased, but that doesn’t mean I can’t see that you’re objectively gorgeous.”
He rolled his eyes and fixed her with a sardonic look, “I think ‘gorgeous’ might be going a little far.”
Pursing her lips, Eva decided that maybe he needed to hear the evidence. She leaned further into his space, chin tilting up to hold his gaze.
“Should I describe it for you?” When he went to say ‘no’, she pushed on, “I’m gonna start at the top, okay?”
Gently, Eva wrapped her finger around a curl that had fallen over his forehead, “You have the most adorable curls that you do your damndest to tame. I love how wild they are when you wake up in the morning.”
One side of his mouth lifted, not quite a laugh. A good sign. She kept on.
“You have the most expressive eyes. Even if I couldn’t read your scent, I’d be able to tell your moods just by looking at them.”  Hand tracing down over his temple and behind his ear, “And, I think we’ve established that I could absolutely drown myself in your scent. Its part of why I love wearing your clothes.”
His hands were holding her waist, pulling her closer into his body. Eyes flicking down to her mouth, she could see his intent to kiss her. Not to be deterred, Eva leaned a little bit away, smiling at the little sound of frustration he made.
“And,” she continued, “Let’s not even talk about this mouth.” Her thumb traced over his lower lip, pushing just a bit into the soft pillow of flesh, “I can’t tell you how many times I’ve come just thinking about how deeply you kiss me—and where you kiss me.”
The hissing inhale was gratifying for Eva, as was the unchecked fire burning in his eyes. She was on the right track. She should definitely keep going.
Hands moving, she followed the line of his throat and over his shoulders, “I love how strong you are, I love how tightly these arms hold me.” Leaning in, she pressed a kiss to the hollow of his throat, left bare by the open buttons of his shirt, “I love it when you hold me down, make it impossible for me to move.”
Her name escaped his lips in warning, followed by a hard swallow.  She shushed him lowly, fingers dancing down his chest to fall to the cool metal of his belt buckle. Angling her body, Eva blocked any onlookers from seeing how she turned her palm down and cupped him, half hard behind his fly. His eyes closed, jaw tight, and Eva knew she’d finally pushed him to his limit. Pulling her hand away, Horacio spun her around and guided her towards the door. She had to skip a little to keep up with his longer stride, but Eva could not keep the delirious little smile from her face as she followed him to the parking lot.
The ride home was tense. He was quiet, but the hand on her knee was firm and warm. Eva let the silence hang between them, feeling little tingles of anticipation rise ever higher as they got closer.
Once he had her inside, Horacio turned and pushed her against the door, hands cradling her jaw as he kissed her. He nipped at her mouth, sucking her lower lip to soothe the sting. Eva struggled to keep her balance as she soaked in the heat of his kiss, the sensual press of his body against her.
With a long, firm caress, he ran his hand down her side, fingers bunching her skirt until he had the mass of fabric balled in one fist. Using his free hand, Horacio gripped her hip, a rough sound escaping his lips as he discovered she hadn’t been wearing panties. Eva loved that he was always surprised, though she went without them regularly.
Face pushed into the crook of her neck, Horacio slipped his fingers through her folds, breathing hard. He groaned lowly as he spread the wetness around, encouraging her non-verbally to widen her legs a little. Eva balanced on her heels, head falling back to rest against the door. Gaze soft, Horacio leaned down and kissed her. Eva closed her eyes, trying to keep the emotions she was feeling inside. Knowing that she was riding a thin line, Eva slipped her hands under his jacket, pushing to down and over his shoulders. He balanced on one hand and then the other, tossing the jacket away.

She expected him to be taken aback, perhaps pull away and ask her what she’d said. She expected the he’d be surprised by the admission. He wasn’t. Horacio searched her face for a moment, then grinned at her, full-dimpled.
“Good,” he pronounced, as if he’d known all along. Then, “I love you, Eva.”
Ah, fuck, she thought, blinking as she tried very hard not to cry. He chuckled, kissing her sweetly. Unable to stand it, she grabbed at his collar and took a deeper kiss, lifting her hips to encourage him to move again. He moaned into her mouth, lips pulling back from his teeth.
Spurred on, he picked up the rhythm again, building to a faster, harder pace than before. Each forward rock of his hips intentionally pushed as far as he could go, as if he couldn’t get deep enough. Movements fluid, Horacio gripped the leg not wrapped around his waist and pulled it up and around, locking her ankles just above his ass.
Pushing to his hands, he snapped his hips against her, eliciting a squeak from her. Eva could only hold onto the wrinkled shirt in her hands as he changed the angle slightly. “You know, we haven’t packed yet for our flight.”
Horacio huffed a laugh, “Its a three day turn around.  We won’t need much.”
Always with the practicality.
“Oh, yeah,” Eva replied, rolling her eyes, “I’ll just show up to the offices in my underwear.”
He lifted a brow, glancing sidelong at her, “I wouldn’t complain.”
Rolling to her side, Eva rested her head on her elbow, “You would.  What you wouldn’t do is let me out of the hotel room.”
With a nod, he conceded the point. Sitting up, he pushed to standing and headed for the kitchen to toss the condom in the waste bin. Eva laid there and watched him unfasten the harness across his shoulders, setting it on the kitchen table. Pants hanging open, he made his way back to her and helped her stand.
“Hurting anywhere?”
She shook her head, “Although I’ll probably have a little rug burn. I’ll take it though.”
Shaking his head, he kissed her, fingers running through her hair, “I love you.”
Eva felt her chest constrict, unused to the feeling.  She swallowed, her voice a rasp, “I love you, too.”
