He could have said, "Ramsay is in the Kennels, be careful his dogs have not been fed in seven days" (wink, wink) and Sansa was like, "Cool, I'm gonna go watch this." I wish we had saw more, like who put him in the middle of the kennels. Was it Jon? Did he do it for Sansa? Did Sansa ask someone to do it?

continuity error (but it’s so glaring that I doubt it)

Jon (or Tormund or whoever was still there when Ramsay boasted about the dogs, but probably Jon) indeed told her. Maybe, as you suppose, just as a casual advice to be careful.

I think Jon put him in the kennels, and when Sansa asked him where Ramsay was, Ramsay was already there. The real question is who let the dogs out.
