Tim and Bernard getting together is historical, marking a change in the direction of comics. For a long time, DC has been playing it safe, usually making background and minor characters queer, or introducing characters with their queerness as a plot point. Tim is not only a major character, but one of the most popular in the lineup, and was generally treated as VERY straight for most of his history. So putting him in a relationship with another man was a loud way of pushing comics in a more progressive direction like they were earlier in their existence. Not only that, but Bernard was NOT a love interest invented for this role, but an established character from earlier in Tim's story, one who was not only conceived of as straight, but behaved aggressively sexually towards women and only women. By stating that he had a crush on Tim at the time, it reframes what was a pretty common type of joke in the era into terms that are easier to understand and sympathize with as a queer person, woman, or any other comics reader that isn't thought of as the default. It gives the story a lot more depth, and opens possibilities of complex queer readings of earlier works through this lens.

Summary:

However, there's no time to talk as they are swept into a conflict between a community and a ship of enterprising English explorers. There is also the issue of the mysterious part of the woods where people tend to disappear out of thin air, to a place known to the locals as Croatoan. The past, present, and future blend together in a grander adventure than anyone was expecting.

“Oh, for pity’s sake!” he exclaimed, pushing himself to his feet and rushing in the direction that he’d originally heard the crying coming from, knowing that Miguel would be there.
His footsteps echoing on the cobblestone path, Tulio frowned as he spotted Miguel knelt beside a simple basket, lifting the hem of a blanket and wriggling his fingers at whatever was inside.
‘Please let it just be a kitten’ Tulio pleaded silently, ‘Please let it just be a kitten.’
“Tulio…” Miguel then whispered in delight, “… it’s a baby!”
Tulio shook his head, “Oh no…” he groaned, watching his lover coo at the baby, “… this isn’t happening!”
“What do you mean?”
Not answering, Tulio glanced around frantically, hoping that the baby’s mama would suddenly appear and make everything better. Miguel would hand the baby over, charm the mama (as he usually did with women), be a little down for a few days before everything would go back to normal.
But no woman ever appeared.
