"The city was also devastated in 1974 and in 2017 by the aftermath of Cyclone Debbie, the latter flood a dress rehearsal for last February. Water inundated the CBD, washing most businesses away for years. Federal and NSW governments put money in while insurance companies largely walked away. Universities, government departments or government-funded agencies carried out some 12 reviews.

Despite the 2017 inquiries, little happened to address the challenges facing the flood-prone city. As the Herald has reported, various inquiries since last year’s February flood have illustrated the ill-preparedness of several government agencies, including a paucity of capacity on the emergency phone lines network, and the State Emergency Service’s lack of boats and vehicles and organisational ability to rescue trapped residents."
