The thing is, WBY knew that Ruby isn't okay, they just didn't know to what extend and that wasn't their fault.
Like I mentioned before, they've been trying to talk to her, I could make a compilation of all the times Yang asked "are you alright?" only to get interrupted before she could even finish the question. Something always came up, or Ruby herself would avoid the question.
Then why did Ruby complain about not having the time to address her feelings? Wouldn't that be kind of incoherent, or hypocrital? Not really.
Did you ever feel so bad that you thought your internal pain was obvious? Yet you refused to talk about it? But still wanted someone to approach it, to see you withouth you having to say a word? That's what Ruby's been feeling.
It's natural for us to want to be seen when we suffer, and being comforted, or helped, but finding the words to ask for it can sometimes be so hard.
The more is the pain we feel, the more it gets harder to speak about it, and the more we think it must be obvious to be seen. So, the worse we feel when no one addresses it.
Obviously, an adjusted adult should know that we can't expect others to read our minds and we need to speak out if something is wrong, but Ruby is 17, she didn't learn how to deal with this stuff yet. And that's not even mentioning that they put the crushing weight of the world on her shoulders!
Ruby has been unable not only to ask for this kind of attention, but also unable to accept it when the others tried to give it to her. Making the others unaware of how bad it actually is and then lash out about it is the inevitable consequence, especially considering the situation they're in.
Why did they so easily address Jaune then? Because he was obvious, and loud, which he has always been (and it does makes sense, having so many sisters it's likely that he had to be loud to be noticed).
Our brains are programmed to address the most imminent and possibly dangerous situations first, it's a leftover of the first humans fighting to survive, so it's litterally natural that Jaune's screams and loud despair stole the attention from Ruby quietly avoiding Crescent Rose.
The point is that there's no one actively in the wrong here. It's just a messy and traumatic situation for everyone involved, who dealing with it better and who dealing with it worse. So, it's no one's fault if someone reaches their limit, or someone else is distracted by their own shit to notice.
There's no side to be picked, only people who are dealing with everything the best way they can.

Ruby and Jaune are both profoundly broken people who feel they are at the worst part of their whole lives. Ruby has been slowly falling apart and feels that none of the people closest too her even care, they just keep piling more weight on her shoulders and expecting her to move on as normal. Jaune has just spent countless years stranded in a strange world after having to kill his own friend, then gets betrayed by Alyx, then just watched the village he tried to protect be wiped out in front of him.
Both of them had every right to lash out at that moment, but they also both went too far. Jaune realizes once Weiss snaps him out of it and he apologizes, he knows that he's not okay, who would be after any of what they've all gone through. And even though Ruby didn't apologize, I'm sure that they all know that she didn't mean 100% of what she said, especially Yang. It's just unfortunate that when you care about people that deeply, you know what will hurt them the most.
We're still not even completely sure if RBY know that Jaune had to kill Penny, all Weiss said was that he tried to help and Penny had sacrificed herself. None of them have even questioned why Jaunes sword is broken. But besides that, I have a bad feeling that Ruby may be meeting Neo next week.
