shepherds usually have more fur around their neck and a longer coat in general, while Kangal dogs have short coats. Kangals also have a coarse top coat and a luxurious under coat, while Anatolian shepherds have a coat that feels the same way from top

if you were in charge of a collie outcross project to preserve the breed while lowering COI, what other breeds would be your top choices to use, and why?
Oh god honestly it is so tough. Like you've said Collies are really so unique that it's difficult to find any breeds that are similar enough in aesthetic and temperament to them for a project like that.
Speaking aesthetically Shelties are probably the most obvious answer, and at least in the US the Sheltie and Collie communities have historically been very close. I don't have enough experience with Shelties to say if they're very similar in temperament, but most people I know in Collies love Shelties and vice versa. Afaik they have pretty similar health concerns as well, but the Sheltie I have seen herding was much different from the Collies I have seen herding, so I'm not sure how that front looks.
Maybe a really mellow SL Border Collie, but I admit I don't have a really positive opinion of SL Border Collies in general. (Or BCs at all, I've met too many weird neurotic ones.)
I guess my honest answer is I'm sort of just throwing breeds at the wall because I have no idea. There's really no breed to compare a Collie to imo. Belgians are too sharp, even SL Belgians. Many herding breeds are too coarse in the head and it would be difficult to get back to that correct expression. Border Collies come in like any colour ever. Shelties are eensy weensy and can be kind of weird. A lot of "Scotch Collies" are poorly bred Collie mixes. Man, that's hard!
