President Biden and Vice President Kamala Harris on Monday announced new steps to support access to abortion, highlighting an issue that has galvanized voters in the year since the Supreme Court struck down Roe v. Wade.
Ms. Harris will travel to Wisconsin on Monday morning as she begins a national tour focused on preserving access to reproductive health care, as Mr. Biden brings together a task force on reproductive health care in Washington.
Both events are designed to call attention to the 51st anniversary of Roe v. Wade, the landmark Supreme Court ruling that established a constitutional right to abortion, and to announce new steps that Mr. Biden’s administration has taken to help Americans get contraceptives and abortions under an emergency care law.
“Even as Americans — from Ohio to Kentucky to Michigan to Kansas to California — have resoundingly rejected attempts to limit reproductive freedom, Republican elected officials continue to push for a national ban and devastating new restrictions across the country,” Mr. Biden said in a statement. “On this day and every day, Vice President Harris and I are fighting to protect women’s reproductive freedom.”
In Washington, the Department of Health and Human Services will issue guidance for patients experiencing pregnancy-related emergencies to better understand their rights to care under the Emergency Medical Treatment and Labor Act, known as EMTALA.
The law requires hospital emergency rooms to provide medically necessary care, including abortions, in urgent circumstances. The department will also provide “training materials for health care providers and establish a dedicated team of experts” to support hospitals around the country, according to a fact sheet distributed by the administration.

Today marks the 51st anniversary of the enactment of US-backed Martial Law in the Philippines by the late president/dictator Ferdinand Marcos Sr. One of the darkest days in the history of the country and spanning for about a decade, many human rights violations, killings, tortures, enforced disappearances, military and police abuse of power, economic downfall, environmental damages, famine, media blackout (except for those approved of the regime), and overall corruption. All for the so called "fight against communist insurgency." The Marcos family and their allies basically lived like royalites while the Filipino people suffered.
Ferdinand Emmanuel Edralin Marcos Sr. served as the 10th president of the Philippines for 20 years from 1965 to 1986. He ruled under martial law for nine years from 1972 until 1981 but kept most of his martial law powers until he was deposed in 1986. Under his regime, violence was used to enforce civil control over the citizens of the Philippines, resulting in thousands of documented cases of human rights violations.
But many people to this day continue to refer to this time as the "Golden Age" of the country, that life was good for "law abiding citizens." Here are some numbers that debunks this popular myth.

Poverty
Poverty worsened over the course of the Marcos era. Whereas about 4 out of 10 families were poor before Marcos took office, 6 out of 10 families were poor by the end of his rule.
Moreover, as the graph on the left shows, this is a consistent trend across the different regions of the nation, with some regions reaching as high a rate as 7 out of 10 families below the poverty line. Only two regions saw a marginal decrease in the number of poor families: the Ilocos Region and Cagayan Valley.
Daily wages of Filipino agricultural workers declined by about 30%, such that if a farmer earned Php 42 per day in 1972, he would only be earning about Php 30 in 1986. The wages of farmers even went as low as nearly half of the pre-Marcos values in 1974, right after the declaration of Martial Law (middle graph).
On the other hand, for skilled and unskilled workers in urban areas, the graph on the right shows the change in their wages from pre-Marcos to EDSA values. Skilled workers are workers with some special knowledge or skill, often having gone to college or technical school; unskilled workers are workers without this level of training.

Deforestation
In addition to factors relating to the domestic economy, another way of assessing the Marcos regime is through its impacts on the nation’s natural resources and the environment. The graph specifically gives us an idea about how Marcos’s policies affected the country’s forest cover over the course of about 20 years.
Supposedly, about 90% of the Philippines’ 18.7 million hectares of uplands, including more than 11 million hectares officially classified as timberlands, is publicly owned. In practice, fewer than 200 individuals controlled a large fraction of the country’s forests.
In pursuit of economic gains, Marcos and his cronies’ uncontrolled exportation of timber led to a drastic reduction in forest cover. This cascades into dire environmental impacts including flooding, landslides, and even the worldwide phenomenon of global warming.

To this day, the Marcos family, their allies, and supporters, paid or not, continue to deny these facts and claim that the Marcos family were good for the Filipino people and the country.
We must continue to remind the people of this dark time in the history, to not let history be erased and be replaced with lies, to remember the sacrifices made by the victims of Martial Law and their families, and to not let history repeat itself.

The U.S. House passed a bill Thursday that would allow Puerto Rico to hold the first-ever binding referendum on whether to become a state or gain some sort of independence, in a last-ditch effort that stands little chance of passing the Senate.
The bill, which passed 233-191 with some Republican support, would offer voters in the U.S. territory three options: statehood, independence or independence with free association.
“It is crucial to me that any proposal in Congress to decolonize Puerto Rico be informed and led by Puerto Ricans,” said Rep. Raúl Grijalva, D-Ariz., chairman of the House Natural Resources Committee, which oversees affairs in U.S. territories.
The proposal would commit Congress to accept Puerto Rico into the United States as the 51st state if voters on the island approved it. Voters also could choose outright independence or independence with free association, whose terms would be defined following negotiations over foreign affairs, U.S. citizenship and use of the U.S. dollar.
Majority Leader Steny Hoyer, who has worked on the issue throughout his career, said it was “a long and torturous path” to get the proposal to the House floor.
“For far too long, the people of Puerto Rico have been excluded from the full promise of American democracy and self-determination that our nation has always championed,” the Maryland Democrat said.
After passing the Democrat-controlled House, the bill now goes to a split Senate where it faces a ticking clock before the end of the year and Republican lawmakers who have long opposed statehood.
Puerto Rico Gov. Pedro Pierluisi, of the pro-statehood New Progressive Party, traveled to Washington for the vote. “It’s going to be a historic day because it’s going to create a precedent that we hadn’t had until now,” he said.
Members of his party, including Puerto Rico Resident Commissioner Jenniffer González, cheered the expected approval of the bill, although reaction in the U.S. territory was largely muted and tinged with frustration since it is expected to be voted down in the Senate.
The proposal of a binding referendum has exasperated many on an island that already has held seven nonbinding referendums on its political status, with no overwhelming majority emerging. The last referendum was held in November 2020, with 53% of votes for statehood and 47% against, with only a little more than half of registered voters participating.
The proposed binding referendum would be the first time that Puerto Rico’s current status as a U.S. commonwealth is not included as an option, a blow to the main opposition Popular Democratic Party, which upholds the status quo.
Pablo José Hernández Rivera, an attorney in Puerto Rico, said approval of the bill by the House would be “inconsequential” like the approval of previous bills in 1998 and 2010.
“We Puerto Ricans are tired of the fact that the New Progressive Party has spent 28 years in Washington spending resources on sterile and undemocratic status projects,” he said.
González, Puerto Rico’s representative in Congress, praised the bill and said it would provide the island with the self-determination it deserves.
“Many of us are not in agreement about how that future should be, but we all accept that the decision should belong to the people of Puerto Rico,” she said.

USA remain atop the FIFA/Coca-Cola Women’s World Ranking
October ranking will decide seedings for the Final Draw for Australia & New Zealand 2023
A record 187 national teams now included in the ranking
There have been changes aplenty in the latest FIFA/Coca-Cola Women’s World Ranking, which will be used to determine the seedings for the Draw for the FIFA Women’s World Cup Australia & New Zealand 2023™ (Draw procedure available here). The Draw will be held in Auckland (New Zealand) on 22 October, with the Draw for the Play-Off Tournament taking place eight days earlier.
The three teams at the top in the August 2022 ranking are still there, with one slight change in the order. Though USA (1st, - ) remain out front, Sweden (2nd, plus 1) have jumped into second place at the expense of Germany (3rd, minus 1). England (4th, - ) and France (5th, - ) complete the top five.
There is plenty of movement below them. After their 2-0 defeat of USA on Tuesday, Spain (6th, plus 2) climb two places, while Netherlands (8th, minus 2) drop two. No fewer than nine teams between 11th and 20th changed positions, among them Belgium (20th, minus 1), who suffered the biggest points drop in the whole ranking (minus 32.46). Newly qualified for the intercontinental play-offs for Australia & New Zealand 2023, Portugal (23rd, plus 4) were the highest climbers in the Top 50 with a rise of four places and 54.19 points.
However, nobody made more progress in the October ranking than Estonia (96th, plus 10), who leapt ten places into the top 100, while Bangladesh (140th, plus 7) rose seven themselves. Two new teams have joined since the publication of the previous ranking in August: Syria (157th) and Pakistan (160th). This takes the total number of FIFA member associations now included in the women’s ranking to 187. FIFA has 211 member associations in all.
The Draw for the Play-Off Tournament for the FIFA Women’s World Cup 2023™ will take place at 12.00 CET on Friday 14 October. Donald Trump Jr. and Rep. Marjorie Taylor Greene have come under fire for making the “dumbest remarks ever” about Ukrainian President Volodymyr Zelensky’s surprise trip to the US.
The Ukrainian leader is in Washington D.C., to meet President Joe Biden and give an in-person address to Congress.
The monumental meeting, which remained a closely guarded secret until Tuesday night, marks Mr. Zelensky’s first trip out of Ukraine since Russia declared war on the country 300 days ago.
While Mr. Biden tweeted that he was “thrilled” to welcome Mr. Zelensky to the US and House Speaker Nancy Pelosi said America is “in awe of the heroism of the Ukrainian people”, some MAGA Republicans are less than impressed with the visit.
Mr. Trump Jr. took to Twitter to complain about Republican support for the Ukrainian defence effort and about Mr. Zelensky, who he branded an “international welfare queen”.
“Mitch McConnell actually said yesterday that most Republicans #1 priority is ... Ukraine,” he wrote.
“I have yet to meet a single Republican that thinks that, but I guess the disconnect between actual republicans and D.C. swamp rats shouldn’t surprise anyone.”
In a follow-up tweet, Mr. Trump Jr – whose father contributed zero to the US economy in the way of federal income tax in 2020 – added: “Zelensky is basically an ungrateful international welfare queen.”

His criticism was echoed by right-wing conspiracy theorist Ms. Greene who posted an eight-part rant about the US’s support of Ukraine.
In her scathing posts, the MAGA Republican congresswoman fumed about sending money to Ukraine and made a bizarre reference to a so-called “omnimonster”.
“Mitch McConnell helps pass a nearly $2 TRILLION Onnimonster so that he can hand a $47 BILLION dollar check to Zelenskyy when he shows up in D.C. today. But in my district, many families & seniors can’t afford food & many businesses are struggling bc of Biden policies,” she wrote.
Ms. Greene went on to claim that she is speaking on behalf of the American people – something many Americans were quick to dispute.
“The disconnected & totally oblivious government leaders & sheltered media all live in a bubble & only talk to each other,” the congresswoman tweeted.
“They’re so naive & ignorant they think my views are extreme but are totally blind and stupid to the fact that what I am saying is exactly how Americans feel.”

Her lengthy post came hours after she branded Mr. Zelensky – who refused offers to rescue him from Ukraine at the start of the war in order to stay and lead his nation’s defence efforts – a “shadow president”.
“Of course the shadow president has to come to Congress and explain why he needs billions of American’s taxpayer dollars for the 51st state, Ukraine. This is absurd. Put America First!!!” she tweeted.
Several social media users slammed the pair for their comments, pointing out their perceived hypocrisies.
One Twitter user mocked Mr. Trump Jr. for making “the dumbest remark ever” branding him a “daddy’s boy”.

“A daddy’s boy who met with a foreign adversary that was attempting to subvert an American election is daring to denigrate a true hero battling Putin & defending his nation from a genocidal war? This may be the dumbest remark ever from Junior. And that’s quite an accomplishment,” they said.
“Pal, look at that ‘queen’ and learn a few lessons about courage, decency, and what it means to be a grown-up,” chimed another person.
Others pointed to the irony of his comments coming hours after a report revealed how little tax his father paid while serving in the White House.

Ms. Greene – who faced renewed mockery this week over her past peddling of an antisemitic conspiracy theory – also faced backlash from Americans demanding she stop claiming to speak on behalf of them.
“NO NO NO NO YOU DON’T GET TO SAY HOW 'US' Americans feel. We really can’t stand you. I’m not trying to be mean but everyone I know starts laughing when your name is even brought up. DON’T SPEAK FOR US . YOU CAN HARDLY SPEAK FOR YOURSELF,” one person tweeted.
Others sought to school Ms. Greene that supporting Ukraine might be in the best interests of the US, with some branding her “selfish”.
“By helping the Ukrainians, we ARE putting America first. Fight the war there or we have to fight Russian in Europe except it will be Taylor Swift on the USO stage, not Glenn Miller,” one person tweeted.
Another person tweeted: “When I was growing up, I was always taught to put others before myself. I was taught not to be selfish. You republicans don’t think about others; you only think about yourself. Why don’t you just say it the way you mean it?”
The noise from the right-wing figures came ahead of Mr. Zelensky’s arrival in Washington D.C. for a visit that he says will strengthen Ukraine’s “resilience and defence capabilities” in the face of Russian attack.
Mr. Biden greeted Mr. Zelensky as he arrived at the White House before the two leaders sat down for a two-hour meeting.
Mr. Zelensky and Mr. Biden were then holding a joint press conference where they were expected to announce the US’s commitment to send an additional $2bn in security assistance to Ukraine, including the provision of the Patriot missile defence system.
On Wednesday evening, the Ukrainian president was due to deliver a joint address to Congress after accepting an invitation from House Speaker Nancy Pelosi.
As a show of gratitude for the US’s assistance during the war, Mr. Zelensky was expected to present Mr. Biden and Congress with a Ukrainian flag signed by Ukrainian soldiers.

Little more than 11 kilometers (7 miles) southwest of the front line and within artillery range of Russian forces, Sloviansk has sustained increasingly frequent attacks. The city is considered a strategic target in Moscow’s ambition to seize all of Donetsk province, a largely Russian-speaking area in eastern Ukraine that makes up part of the Donbas, Ukraine’s industrial heartland. On Wednesday, firefighters sifted through the still-smoldering rubble of an apartment building, looking for possible victims after a predawn strike collapsed part of the structure. “What is happening now is not just scary, it’s gruesome,” said 75-year-old Raisa Smielkova, who lives in another part of the same building and whose apartment suffered only minor damage. This war, she said, is worse than the previous one in 2014, when Ukrainian forces battled Russian-backed separatists. “There is more destruction. Everything is worse. Just everything.”

The new offensive in the north appears to have caught the Russian forces off guard. On Friday, its Defense Ministry said on Telegram that it was moving troops to reinforce the Kharkiv region, without specifying their numbers or specific locations.

So he asked for his company’s president to send a congratulatory telegram. It arrived during the wedding party and was read aloud. “It really pumped up the atmosphere,” Mr. Kanno, 33, said. “I felt like a celebrity,” added his wife, Asuka, a 31-year-old office administrator. The telegram, a form of communication associated more with the Roaring ‘20s than the 2020s, has kept a foothold in Japan, where millions of the messages still crisscross the nation every year, carrying articulations of celebration, mourning and thanks. Old friends send them for funerals. Politicians deliver them to constituents. And businesses use them to commemorate the retirement of valued employees. Unlike the much-maligned fax machine—frequently trotted out as evidence of Japan’s stubborn resistance to the digital age—the telegram is a symbol of the nation’s love of propriety. (Yes, it’s possible to fax a telegram request.) For many Japanese of a certain age, the medium—extravagant, formal and nostalgic—is the message.
Thousands of Angry Indonesians Gather to Protest Rising Fuel Prices (NYT) Thousands of protesters rallied across Indonesia this week calling for the government to reverse its first price hike on subsidized fuel in eight years, and vowing to continue demonstrations until President Joko Widodo meets their demands. The government deployed thousands of police officers this week to control the crowds and guard gas stations across the country of 270 million. On Thursday, university students in Jakarta, the capital, clashed with the police and burned tires in front of the presidential palace. In the city of Bengkulu on Tuesday, the police deployed water cannons and tear gas on students, injuring five. The labor activists, workers and students who are protesting want a reversal of a 30 percent increase to subsidized fuel prices that was announced last Saturday, a hike that many say is necessary but remains deeply unpopular in the Southeast Asian nation.
New malaria vaccine is world-changing, say scientists (BBC) A malaria vaccine with “world-changing” potential has been developed by scientists at the University of Oxford. The team expect it to be rolled out next year after trials showed up to 80% protection against the deadly disease. Crucially, say the scientists, their vaccine is cheap and they already have a deal to manufacture more than 100 million doses a year. The charity Malaria No More said recent progress meant children dying from malaria could end “in our lifetimes”. Malaria has been one of the biggest scourges on humanity for millennia and mostly kills babies and infants. The disease still kills more than 400,000 people a year even after dramatic progress with bed nets, insecticides and drugs.
