Florida lawmakers will meet Monday to complete a state takeover of Walt Disney World’s self-governing district and expand a migrant relocation program, key conservative priorities of Republican Gov. Ron DeSantis ahead of his expected White House run.
Republican leaders of the statehouse, in coordination with DeSantis, have ordered the Legislature to convene in a special session to restructure the Reedy Creek Improvement District, as the Disney government is known.
Lawmakers will also consider a proposal to create a state department focused on migrant relocations, a move that comes after the Governor flew a group of South American migrants from Texas to Massachusetts in protest of federal border policy.
The session continues a focus by DeSantis on social issues including sexual orientation, gender and immigration as the Republican Governor exploits national political fissures on his path to a potential 2024 presidential run.
The meeting is the latest development in a high-profile feud between DeSantis and Disney over the company’s criticism of a law dubbed by critics as “Don’t Say Gay,” which bars instruction on sexual orientation and gender identity in kindergarten through third grade and lessons deemed not age appropriate.
The Governor, in going after Disney, displayed a willingness to penalize one of the state’s biggest employers and political donors, reinforcing the combative leadership style that has propelled him to national political stardom and appeals to conservative primary voters.
Lawmakers are expected to create a program to transport immigrants who are in the country illegally to another state if they’ve already been processed by the federal government and if the migrants volunteer.
DeSantis had already used part of a $12 million fund, paid for by taxpayers, to fly about 50 South American migrants from Texas to the Massachusetts resort island of Martha’s Vineyard, bringing widespread condemnation.
Another proposal to be taken up during the session would make it clear the statewide prosecutor has authority to prosecute election fraud in federal and state races.
DeSantis, with statehouse backing, created an election police unit last year to investigate fraud and other crimes to satisfy what has become an important issue to conservative voters following the 2020 election. Some charges resulting from investigations by the election police force have been dropped because of jurisdiction issues.
The squabble between DeSantis and Disney began last year, when the entertainment giant publicly opposed the “Don’t Say Gay” education legislation and said it would pause political donations in the state and support organizations working to oppose the law.
DeSantis and other Republicans moved quickly to criticize the company, calling it a purveyor of “woke” ideologies that are inappropriate for children.
At DeSantis’ request, the GOP-dominated statehouse in April approved legislation to eliminate Disney’s Reedy Creek government by June 2023, beginning a closely watched process that would determine the structure of government that controls the company’s sprawling property.
The creation of the Reedy Creek district was instrumental in Disney’s decision to build near Orlando in the 1960s. Having a separate government allows the company to provide zoning, fire protection, utilities and infrastructure services on its land.
The special session will also adjust language in current laws addressing endorsement deals for college athletes.
Florida was one of the first states to pass a law allowing college athletes to profit off their name, image or likeness, but it doesn’t allow people affiliated with universities to help secure endorsement deals. The proposal would lift that provision to make Florida more competitive with other states that don’t have the restriction.
Lawmakers will also consider a bill to provide more relief money for Hurricane Ian and Nicole recovery efforts.

prioritizing profit?
people i interview for my research on corporate sustainability and sustainable finance often tell me that they have a legal obligation to maximize financial value for shareholders. they don't normally use this obligation to justify a company doing patently bad things like illegally dumping chemicals in a river or murdering resistant locals (they would argue that this actually diminishing shareholder value by undermining a company's reputation and creating more risks of bad press and regulatory penalties), but they do often use it as a way of justifying a lack of what they consider "philanthropic activities." it's the ideology of milton friedman -- who famously argued that "the social responsibility of business is to increase its profits" -- retooled for an era of greenwashing.
i've been thinking about this "legal obligation" a lot lately as elon musk guts twitter. where are the other shareholders whose financial interests he is "legally obligated" to protect? the only case i could find was the orlando pension fund suing to delay musk's twitter takeover on the grounds that he is an "interested shareholder," which is apparently quite a difficult case to win.
it'll be interesting to see what happens as people who have big stakes in twitter start to push back against musk's chaotic mismanagement of the company, but for now i'm squirreling this story away as an easy rebuttal to future informants who say they have a legal obligation to the shareholder.

Pride at the Capital 2024
Two awesome days with Team Cher
Day Two:
Up bright and early today to partake in an 8am committee meeting about yet another silly pointless bill the hate mongering Majority Party is trying to get passed.
This one banning anything they define as a "political" flag or even picture or reproduction of a flag anywhere in a government area. This includes schools, airports. Etc.
They have labeled the rainbow 🌈 flag "political" and want to ban it. The real goal of the bill.
The meeting was filled with right wing rhetoric and lies (as usual) and when it was finally time for public comments the vastly overwhelming majority were against the bill.
So many people spoke out against the bill that the time per speaker kept getting reduced. From 3 minutes to 1 minute then 30 seconds to none at all. Dozens of people (including me, but luckily 2 of my team members did get to speak) never got to add thier thoughts to those already opposing the bill.
Didn't matter.
The bill passed the committee along party lines. No surprise there.

More delivered more bill information sheets and attempts at walk up appointments until our next meeting. Which was an interesting one.
A very interesting one.
We were meeting with a film crew who would be our companions for the rest of the day.
Yep, I (and Team Cher) are part of a documentary to air later this year (on Prime and Hulu) about those of us combating the horrible things happening in Florida. We are just a segment in the program along with a look at an Openly LGBT Senator candidate and Equality Florida in general.
They filmed our pre-meeting game plan session, one meeting with a wonderfully supportive Senator, our post meeting thoughts with both Senators, including the meeting with a someone from the opposition party.
Then lastly they filmed our overall thoughts and reflections on the two days of work we put in.
Can't wait to see how it's all put together!
Lunch was provided by the Florida Democratic Party in there conference room and media center.

Our afternoon meeting was with Senator Torres from Orlando.
He's a terrific ally and has a grand daughter who is a transwoman.
Needless to say the 22 bills introduced already this session by the Majority Party is something he loudly opposes.
He did welcome the film crew so you will be able to see and hear his words of profound wisdom. Truly inspiring.

The last meeting of the day was with a Senator from the oppressors (sorry. I mean opposition) party.
He was less the enthusiastic about our meeting.
Still we agreed in our strategy meeting (being filmed) we would be friendly, respectful and professional.
We were the only ones.
The senator first limited our group to only two of us, claiming his office was too small.
To bad there were couches and chairs for at least 6 in the office and an empty meeting room next door.
Then took a phone call during the alloted 15 minutes. Which didn't go even a second longer despite the call mid meeting.
He was also dismissive, confrontational and rude.
All of which we let the film crew and Democratic House leaders know about.
They weren't surprised.
The whole encounter brought on the feelings that we are fighting the evil Galactic Empire.
Enhanced by the string of 9 straight middle age (and older) white men in nearly matching suits, white shirts and ties marching into the Republican office as we arrived.
The next coming of stormtroopers.
Then I looked at the 8 of us. Diverse, colorful, full of conviction and belief in what's right.
Like a band of rebel fighters.
Hopefully we can fight them off before they takeover completely.
I felt like I was part of the solution. Part of fighting the good fight against those wanting a facist theocracy run by heartless, evil wanna be dictators.
The last bit of business was the wrap up interviews for the film crew. We all chipped in with our feelings about the event, the real struggles we faced and how we bonded as a group. This was filmed outdoors in front of the capital where just hours ago we took the group photo.
Saying goodbye was all that was left and more then a few tears were shed.
Along with a group hug.
Even our captain, who has done these teams many times before, said this group was special and one of a kind in how we bonded.
We agreed to try to reunite next year and I hope it happens.
If not, it was a life changing, inspiring and emotional 2 days.
So to Devon, Charles, Stephanie, Marissa Katie, Corey and Tanya, I'll never forget this and will always be part of #TeamCher4life.

A Florida judge should rule without trial against Disney as the company fights Gov. Ron DeSantis’ takeover of a board that oversees Walt Disney World, the Republican governor’s appointees said in a Tuesday court filing. Members of the Central Florida Tourism Oversight District asked the state judge in Orlando for a summary judgment that would rule in their favor on five of the nine counts in their case. The case is one of two lawsuits stemming from the takeover, which was retaliation for Disney’s public opposition to the “Don’t Say Gay” legislation championed by DeSantis and Republican lawmakers. In the other lawsuit, in federal court in Tallahassee, Disney says DeSantis violated the company’s free speech rights. DeSantis isn’t a party in the state court case in which his appointees accuse Disney of wrongly stripping them of powers over design and construction at Disney World when the company made agreements with Disney-friendly predecessors. The DeSantis appointees argued that the board of Disney supporters didn’t give proper notice, lacked authority and unlawfully delegated government authority to a private entity.

My Fan Autoethnography
For starters, I am currently a fan mostly involved with the Twenty One Pilots (TOP) fan community (some current involvement with Fall Out Boy and Linkin Park, etc.). I interact with posts and follow the band and people related to the band on Instagram and heavily on Twitter/"X". I have a fan account where I post my thoughts about Twenty One Pilots' releases, make and post memes, and talk with fans online. On most nights I listen to "Spaces" on Twitter/"X" where TOP fans speak (like Discord calls) about their love for the band and their music--and about their day, of course. I do not always actually speak in these spaces but I do occasionally if I have time and have the quiet to do so. I mostly interact with fan posts and talk in fan group chats online. I have been a fan ("fanatic?") of this band for 9 years and so far have seen them in concert six times over the years. I plan on seeing them three more times this year in Orlando and in their hometown of Columbus, Ohio (first time doing that). In the past, I had seen them live on two legs of their "Bandito Tour" in 2019, seen them in Atlanta, Georgia on their "Takeover Tour" in 2021, and New York during their "Icy Tour" in 2022. This was due to the fact that they decided to avoid Florida for tours during that entire album cycle... :|

I used to write bits of fanfiction when I was a teenager but I no longer really do that except for a laugh on rare occasion. I do sometimes read fanfiction for enjoyment with other fans. As this band is very lore heavy, I do often watch and read fan theories on social media and YouTube to make sure I understand and I am up-to-date on things. I do 'attempt' to theorize online when I am confident in the implications of a portion of the lore. I rewatch music videos and so on like many of the other fans do to make sure I have picked up on any alternate meanings or lore details that I may not have noticed the first time or four. I connect much of the narrative/lore behind TOP's albums to my own life as they tend to leave room for that.
I have lots of merchandise from TOP (and other bands too!) that consists of about 50 or so T-shirts, all of their albums on CD and most on Vinyl, Funkos, accessories by the band or related to what the band wears, and fanart. I do collect some rarer merchandise like the Blurryface Live vinyl which only had a few hundred copies made when it was first released in 2015. I caught a drumstick during my second time seeing them live. I have collected confetti (referred to as "Trees Confetti" since they always end with that song) from each of the shows I have been to. I have a tattoo that is related to a lyric from a song by TOP and mental health around my wrist. I wholeheartedly believe that if I didn't have this band to cling onto all these years, I would not be here. They definitely were my motivation to get me through my hardships when everything else would get lost. I have a personal attachment to this band as they helped me get through very traumatic moments in my life. Yes, I am one of those fans, deal with it. So, in terms of why people get into fandom and why it means so much to some people, let's just say: I get it.
Analysis questions:
I do believe fandom often has a "us" vs. "them" mentality threaded within it. People identify so dearly to their fandom(s) and the things they like that it does essentially define them as a person or even defines a period of time in their life. As a result of this, fans are very protective as a fandom defines a part of them and their in-group. I have seen this very much upfront in my own fandoms, especially when someone attacks a band or something about them online and everyone is so quick to counter back. Feels like an everyday occurrance we are going after someone who hates on TOP just so they could get more interactions. For me, I have been guilty of doing this at times. Defending. The band and the fans mean so much to me that it feels like I would do anything to prove to someone how great everyone involved is. Unless the band turns out to be bad people then I don't know what I'd do. :| We all have our biases, I guess... 3. Hoo boy! Anonymity definetly gives fans a confidence that may be hard to find in their daily real lives, I can say that much. This leads fans to post things especially without thought of who is seeing it, this includes TOP and the people that surround the band. People post more explicit artwork, make more offensive jokes, and so forth. People have gotten way too comfortable online. That is, before the lead singer, Tyler Joseph, has started liking posts that talk about him when he is not even tagged in them... people are starting to be a little more careful about what they post. We'll see how long that lasts. 5. As the band TOP loves to make up new words, phrases, and symbols that they fill with meaning, fans eat that stuff up. There are words associated with the narrative behind their most recent albums that can be a code or metaphor for parts of people's lives and their mental health. Due to this, fans that have gone deep enough to learn more about these terms that are very specific to the TOP fandom, these words and symbols can bleed into spaces beyond fandom spaces. For instance, Dema is not a real word (not the meaning put out there when you look it up), represents negative places you want to avoid in your mind and self-sabotaging patterns within your life. The phrase "Sahlo Folina" means nothing except what TOP made it mean, the phrase you call out to those around you when you need help, whether that be needing to talk to a friend or seeking out professional help for mental health difficulties. It's acknowledging the importance of getting help when you know it is best for you--taking that leap. Then, there's also always running jokes from interviews and different videos of the band that are shared between the band and the fans that are hilarious to bring up in daily conversation. So, yeah, I do use these phrases or terms commonly said in the fandom in real life too sometimes. It is also cool when I bring these terms up in conversation and someone I didn't know was a fan makes me aware that they are. It's sick.

Reedy Creek finds ‘no records exist’ for Moody’s probe into Disney agreements - Orlando Sentinel
Florida Attorney General Ashley Moody came up empty on a public records request that sought to gain insight into agreements the Reedy Creek Improvement District’s board made with Disney ahead of a state takeover. The district, which oversees government services for Disney World, determined “no records exist” for the request filed on March 30 by Moody’s office. A similar request filed by the Orlando Sentinel also yielded no documents.

The outlook for Canadian businesses turned negative for the first time since 2020, and consumer expectations for inflation eased but remained elevated, central bank surveys show.
In the first quarterly reports since the Bank of Canada declared a conditional rate pause, businesses and consumers see the economy heading to a mild recession in the next 12 months, with wage expectations still elevated amid a tight labor market.
The central bank’s business outlook indicator fell to -1.1 in the first quarter due to higher interest rates, high inflation, and concern about data suggesting the Bank of Canada’s aggressive rate increases over the past year are working to drag down inflation expectations and are starting to cool the domestic economy. Governor Tiff Macklem and his officials held the benchmark overnight rate at 4.5 percent in March, with the April 12.
While firms’ outlook for inflation has moderated, businesses still think it will stay well above the 2 percent target until at least they can attribute persistent inflationary pressures mainly to high labor costs and strong domestic demand.
About half of the firms have incorporated the risk of a recession over the next year into their business plans. They expect any potential downturn to be mild, with some saying they’re less likely to add staff or increase investment spending.
The central bank also sees firms gradually shifting closer to their price-setting practices. Businesses also no longer expect labor costs to put upward pressure on output price growth.
“Today’s releases should encourage the Bank of Canada to remain on hold,” James Orlando, an economist at Toronto-Dominion Bank, said in a report to investors. While economic growth, employment, and consumer spending have surged recently, Orlando said that “if consumers and businesses adjust their behavior in preparation for a slowdown, it becomes a self-fulfilling prophecy that implies that the string of positive surprises won’t last much longer.”
A labor shortage intensity indicator turned negative for the first time in more than two years, thanks to immigration. Businesses view current labor shortages as less intense than a year ago and indicate that the workers they need are new arrivals to Canada, which improves the supply.
Firms said demand for labor remains healthy. More than half of businesses plan to increase the size of their workforce in the next 12 months. The average of planned wage increases is still well above its historical average.
Private-sector workers in the consumer survey think their pay will increase next year. However, most said they don’t expect pay increases to keep up with inflation.
Consumers anticipate some relief in the housing market because they believe interest rates may fall earlier than expected. Now that the Bank of Canada has conditionally paused its rate increases, real estate prices are expected to rise modestly in the next 12 months.
High inflation and rising interest rates affect consumer mortgage holders. Consumers expect to spend less on travel, restaurant meals, and other social activities than they did over the last 12 months. Most consumers expect inflation in five years to be close to or above the bank’s target range.

This was signed after the Florida legislature fixed potentially massive tax increases to Orlando citizens in Reedy Creek and before the legislature passed their final takeover bill and rename the governing board the Central Florida Tourism Oversight board..." Board members picked by Florida Gov. Ron DeSantis to oversee the governance of Walt Disney World said Wednesday that their Disney-controlled predecessors pulled a fast one on them by passing restrictive covenants that strip the new board of many of its powers.
The current supervisors of the Central Florida Tourism Oversight District said at a meeting that their predecessors last month signed a development agreement with the company that gave Disney maximum developmental power over the theme park resort's 27,000 acres in central Florida.
The five supervisors were appointed by the Republican governor to the board after the Florida Legislature overhauled Disney's government in retaliation for the entertainment giant publicly opposing so-called “Don’t Say Gay” legislation that bars instruction on sexual orientation and gender identity in kindergarten through third grade, as well as lessons deemed not age-appropriate.
In taking on Disney, DeSantis furthered his reputation as a culture warrior willing to battle perceived political enemies and wield the power of state government to accomplish political goals, a strategy that is expected to continue ahead of his potential White House run.
The new supervisors replaced a board that had been controlled by Disney during the previous 55 years that the government operated as the Reedy Creek Improvement District. The new board members held their first meeting earlier this month and said they found out about the agreement after their appointments.
“We’re going to have to deal with it and correct it,” board member Brian Aungst said Wednesday. “It’s a subversion of the will of the voters and the Legislature and the governor. It completely circumvents the authority of this board to govern.”
