Do we know why the belmonts can't use vampire killer after richter? I don't know if there's anything that implies richter messed up and can't use the vampire killer post-SOTN, since he uses it in the radio drama. IGA has said richter has given it up out of shame, but stuff like Portrait of Ruin conflicts with that. Is there anything out there that gives a solid answer?

It seems pretty much confirmed that Richter voluntarily gave away the whip in shame.

As for post-game stories, Alucard and Maria’s whereabouts are unknown. Richter uses this as an opportunity to pass the vampire killer to the Morris family, who are relatives of the Belmonts. He disappears with Annette. After this the repuation of the Belmont name as vampire hunters vanishes from history. However, that doesn’t mean the Belmont bloodline has died out, so perhaps they will rise again as Vampire Hunters someday.

(interestingly, both IGA and Furukawa keep mentioning Bloodlines as their inspiration for SoTN. It was at the time the last CV game, and I wonder if their intention was to explain with SoTN why Bloodlines doesn't star a Belmont)

I checked the Japanese dialogue of PoR. The dialogue is mostly the same except for "その時まで、ベルモンドとヴァンパイアキラーを分ける必要があると聞いている", which is "Until then [when Dracula will be revived in 1999], I hear that it's necessary to keep the Belmonts and the Vampire Killer separate". So yes, the wording implies that the prophecy forbids that the Vampire Killer returns into the Belmont clan's hands until 1999, but it's not really explained why. It doesn't seem that they really aren't able to use it, more like... they shouldn't. Maybe two centuries are necessary to completely erase Richter's guilt? I'm not sure.
